REGULAR MEETING
The City Commission of the City of Sanford, Florida, met in Regular Meeting on
Monday, March 14, 2022, at 7:00 PM, in the City Commission Chambers, City Hall, and 300
North Park Avenue, Sanford, Florida.

6) CONSENT AGENDA [Commission Memo 22-077]
Mayor Woodruff pulled Consent Item 6.17 for further discussion.
A. Approve the ground lease agreement between the City of Sanford and the Sanford
Airport Authority for a new fire station.
B. Approve the award of Bid# IFB 21/22-03R to Carr & Collier, Inc. in the amount
of, $565,337, who proposed to be the lowest responsive and responsible bidder to
the Vactor Truck Receiving Station Project.
C. Approve the special event permit for `Get Hook's Kids Fishing Rodeo', on Lake
Carola from 10 AM — 1 PM on Saturday, April 2, 2022.
D. Approve the special event permit for the `2" d Annual Seminole Spring Festival &
Car Show', from 11 AM — 6 PM on Saturday, April 16, 2022.
E. Approve the special event permit, a noise pennit, and an alcohol permit for the
`Earth Day Festival' at Deviant Wolfe Brewery from Noon — 5 PM on Saturday,
April 23, 2022.
F. Approve the special event permit. A noise permit, and an alcohol permit for Tuffy's
4 -year Anniversary', from 4 — 11 PM on Saturday, May 14, 2022, with the closure

Boulevard from Sanford Avenue to San Juan Avenue from 7 AM until 10 PM on
Saturday, May 21, 2022.

Firefighters' Retirement System, allow for base pay to include certification

10) CITY CLERK'S REPORT
Cathy LoTempio, Deputy City Clerk, said Traci Houchin, City Clerk, said thank
you for all the get -well wishes.
11) CITY MANAGER'S REPORT
Mr. Bonaparte said he wishes Traci Houchin and Jeff Provini the best.
12) CITIZEN PARTICIPATION
Michelle Dewey, resident, spoke about the laws to protect the wetlands.
13) CITY COMMISSION REPORTS
Commissioner Mahany requested Mr. Bonaparte send flowers to Ms. Houchin,
saying the City misses you and hope for a speedy recovery.
Commissioner Mahany said the Saint Johns River Festival of the Arts is asking for
the City to sponsor the event this year. After a brief conversation and Mayor Woodruff and
Commissioner Britton are reluctant to sponsor the event again this year. The Commission
requested the event members speak at the next Work Session.
Commissioner Britton asked the Commission to consider allowing a botanical
garden as part of the Sanford Museum. Lisa Jones, Parks and Recreation Director, said the first
project would be to reshape and hardscape Lake Carola pond. Mayor Woodruff suggested
Commissioner Britton discuss the idea with the museum.
Mayor Woodruff reminded the Commissioners to let Lisa Holder, Communications
Officer, know what locations they would like to post on social media for the community to pick
up litter kits for the April Community Clean-up. He said there are pickup sites scheduled at the

Jeff Triplett Community Center and the Dr. Velma Williams Community Center. He said the
Mayor's Youth Council is organizing a group to clean up in Goldsboro. Mayor Woodruff said the
Commission could organize groups in their districts. Then pick a site where the groups can pick
up their kits, which include; vests, gloves, trash bags and pick up sticks. Mayor Woodruff said
there is an area in Cedar Hill and Washington Oaks where people continue to throw trash in the
retention ponds. Tony Raimondo, Director of Development Services, said the City is going to clean
up the area and the Police Department would be monitoring the area. Mr. Bonaparte said the grass
does not grow litter, people litter and it is a worldwide problem. After further discussions, Mayor
Woodruff said he has some ideas that he would discuss with staff.
Mayor Woodruff said the City of Winter Park has come up with a ballot initiative
for a super majority vote on land use changes. He asked if the City would be interested in this.
Mayor Woodruff said Ms. Holder has come up with a different idea on recognizing
volunteer appreciation. He would bring the idea back to the Commission at future meeting.
Mr. Bonaparte said he was behind the shuttle today at Magnolia Square and it took
several minutes to unload. He said the shuttle driver recognized him, got out of the shuttle and
stopped to talk to him. He said there were about 30 more people at the Sun Rail he was going back
to pick up.
