3056 ORDINANCE NO. 3056 AN ORDINANCE OF THE CITY OF SANFORD, FLORIDA, DESIGNATING THE SECOND MONDAY OF FEBRUARY OF EVERY YEAR AS ARBOR DAY IN THE CITY OF SANFORD, FLORIDA; PROVIDING FOR SEVERABILITY, CONFLICTS AND EFFECTIVE DATE. WHEREAS, In 1872, J. Sterling Morton proposed to the Nebraska Board of Agricultural that a special day be set aside for the planting of trees, and WHEREAS, this holiday, called Arbor Day, was first observed with the planting of more than a million trees in Nebraska, and WHEREAS, Arbor Day is now observed throughout the nation and the world, and WHEREAS, trees can reduce the erosion of our precious topsoil by wind and water, cut heating and cooling costs, moderate the temperature, clean the air, produce oxygen and provide habitat for wildlife, and WHEREAS, trees are a renewable resource giving us paper, wood for our homes, fuel for our fires and countless other wood products, and WHEREAS, trees in our city increase property values, enhance the economic vitality of business areas, beautify our community, and enhance the environment, and NOW, THEREFORE, BE IT ENACTED BY THE PEOPLE OF THE CITY OF SANFORD, FLORIDA: SECTION 1: That the City of Sanford, Florida, designates the second Monday of every year as Arbor Day in the City of Sanford, Florida, and urges all of its individuals, citizens, civic groups, Scouts and organizations to help promote programs of planting and care of trees in their community and to help maintain private and public areas of the City. SECTION 2: That the City of Sanford, Florida, declares and urges its full support for the National arbor Day Foundation and urges all citizens to support efforts to protect our trees and woodlands and to support our city's urban forestry program. SECTION 3: If any section or portion of a section of this ordinance proves to be invalid, unlawful or unconstitutional, it shall not be held to impair the validity, force or effect of any other section or part of this ordinance. SECTION 4: That all ordinances or parts of ordinances in conflict herewith be and the same are hereby revoked.
