REGULAR MEETING
The City Commission of the City of Sanford, Florida, met in Regular Meeting on
Monday, March 28, 2022, at 7:00 PM, in the City Commission Chambers, City Hall, and 300
North Park Avenue, Sanford, Florida.

A. Approval of an increase to solid waste collection rates subsequent to the Seminole
County Landfill increase for Waste Pro of Florida, Inc.
B. Approve to increase Purchase Order #38392, in the amount of, $20,264.02 making
the new total $141,456.66 to purchase a new Directional Bore Machine from
Vermeer Corporation for the Water Division of the Public Works and Utilities
Department.
C. Approve a procurement and contract for the Sanford Information Center Window
Restoration, in the amount of, $104,243.57 to specialized Property Services.
D. Approve the award of Bid# RFP 21/22-17 for marina management and operation
services to Founders 3; dba, F3 Marina.
E. Approve a revised special event permit, extending the noise permit and alcohol
permit, for the `7"' Annual Melissa's Race to Battle Breast Cancer' event from 7 -
10 PM on Saturday, April 23, 2022 and street closures from 7 AM —Noon.

G. Approve the special event permit, with a noise permit for the '2nd Annual
Ondraneika Williams Lupus Awareness Walk', from 8:30 AM — 4 PM, on
Saturday, May 21, 2022.
H. Approve the special event permit, with a noise permit, and an alcohol permit, for
the `Bad for Business Beerfest', from noon — 6 PM on Saturday, November 19,
2022, with street closures from 8 AM — 8 PM.
I. Approve a Lease Termination Agreement between Lake Monroe Harbour, Inc.
(LMHI) and the City of Sanford.
J. Additional Item; Approve a date change for an already approved special event
permit for `Get Hook'd Kids Fishing Rodeo' on Lake Carola from Saturday, April
2, 2022 to Sunday, April 3, 2022.

7) PUBLIC HEARINGS:
A. Continued: First reading of Ordinance No. 4646, a modification of the statutory
Development Agreement (DA) that has been in effect since 2017 between the City
and Sanford Waterfront Partners, with a project address of 215 East Seminole
Boulevard; Owners, Sanford Waterfront Partners, LLC and the Michaels
Organization; Ads published December 5, 2021. [Commission Memo 22-068]
After a brief discussion, the Commission requested to receive the draft agreement
prior to submitting the agreement to Sanford Waterfront Partners.

11) CITY MANAGER'S REPORT
Mr. Bonaparte introduced Ronnie McNeil as the new Fire Chief and that he is
looking forward to his service.

Michelle Dewey, resident, expressed her concerns regarding protecting the wet
Antonio Redmond, from My Brother's Keepers, asked the Commission to re-
consider keeping Sanford with four districts with District 2 as the majority/minority district.
Frank, resident on Willow Avenue said his neighborhood was effected by flash
flooding last year. He said he now has received a letter telling him he needs work on maintaining
his property. Mr. Bonaparte suggested Frank speak with Bilal Iftikhar, Director of Public Works
and Utilities.
Kenneth Bentley, resident, congratulated the City Commission for all they have
done in the last 30 years. He said misinformation is terrible and wants to maintain four districts.
Reverend Oliver, resident, said the redistricting conversations are not personal; this
goes back to the 1940's. Six districts increase the chance for a majority/minority district and
encourages the Commission to look at that.
13) CITY COMMISSION REPORTS
Commissioner Britton asked the Commission to approve donated money to the
Sanford Historic Trust for their special event garden tour. Mayor Woodruff said he cautions the
Commission is doing this for events frequently.

fees for the Sanford Historic Trust Garden tour from the contingency fund. Seconded by

Commissioner Britton commended the Commission for being great stewards at the
Work Session today, asked the public to attend meetings and do not use the podium to attack one
another or use to address the public.
Commissioner Wiggins thanked City staff for their assistance with his public
meetings. At the last meeting, the Coalition with the Homeless there and the coalition was able to
assist some families. He said it was great to see so many residents at tonight's meeting.
Commissioner Austin would like to review the lease agreements for the new
parking agreements.

Mayor Woodruff said regarding the new parking lots for this past weekend, Mr.

Duncan, Business Owner; spoke with Mr. Bonaparte and with Jason Turner, Business Owner to
lease their land for temporary parking. There was a big event last weekend and the City was
looking for places to secure before the events. This is a six-month lease and can be terminated
within 30 days. Commissioner Britton said she felt left out. Commissioner Austin said he is
troubled by how this lease happened. Commissioner Mahany said the lease should be brought to
the Commission for review.
Commissioner Austin said he would like the City to get some estimates on a parking
facility by the Civic Center. The City needs a game plan on parking.
Mayor Woodruff asked staff if they would be looking into including event signs for
special events.
Mayor Woodruff reminded everyone the Community Clean Up Events begin in
April.
There being no further business, the meeting adjourned at 9:04 PM.
