Approve Resolution No. 3026, to amend the budget and a procurement of services, in the amount of, $149,046 to Keith and Associates Inc. for the Mayfair Drainage Improvements Project in the Stormwater Division of Public Works and Utilities. Seconded by Commissioner Wiggins and carried by vote of the Commission as follows: Mayor Woodruff Aye Vice Mayor Austin Absent Commissioner Britton Aye Commissioner Wiggins Aye Commissioner Mahany Aye 9) CITY ATTORNEY'S REPORT 10) CITY CLERK'S REPORT Cathy LoTempio, Deputy City Clerk, said Traci Houchin, City Clerk, is back in the office part-time from 9 AM to 2 PM and then working remote. The Clerk's Office is glad to have her back. 11) CITY MANAGER'S REPORT Clean Up. Mr. Bonaparte said it was great working with Mayor Woodruff at the Community Mayor Woodruff called for a brief recess at 9:04 PM. Mayor Woodruff reconvened the meeting at 9:08 PM. 12) CITIZEN PARTICIPATION Sonia Mincey, resident, said there is a food desert in the Goldsboro Community. There are no grocery stores anywhere in Goldsboro for the elderly to shop. She said many of the elderly residents in the community no longer drive and there are no stores close to their homes where they can walk to. She asked for some assistance from the Commission to provide free transportation and a solution. Commissioner Wiggins said he provides food to the residents of the CITY COMMISSION MINUTES APRIL 119 2022 REGULAR MEETING community twice a month. He invited Ms. Mincey to attend his community meetings. Pasha Baker, resident, asked the Commission to waive the special event application submission deadline for the Florida Emancipation Day Event coming in May. She said the event would be taking place mainly at Hopper Academy. Mayor Woodruff said the City is not in charge of Hopper Academy and she would need to get with Olatunji Oyewale for fee information. After a brief discussion, Commissioner Wiggins moved to approve the waiver of the 60 -day requirement for the special event application submission deadline. Seconded by Commissioner Britton and carried by vote of the Commission as follows: Mayor Woodruff Aye Vice Mayor Austin Absent Commissioner Britton Aye Commissioner Wiggins Aye Commissioner Mahany Aye Mario Hicks, resident, said 60% of the voters voted yes to move forward with six districts and he has a hard time understanding why the City does not want six districts. Reverend Oliver, resident, said he is a little disappointed regarding not allowing the public to speak and that the City is not able to find the court order. He wants to ensure there is a black vote in Sanford and going to six districts will guarantee a minority vote. He said he does not trust lawyers and wants evidence. Commissioner Williams said she was a Commissioner for 21 years and many things happened. There should be a document somewhere that refers to the minority/majority districts, which enhanced her opportunity as a Commissioner. She asked the Commission if they have read the lawsuit and if they understand why it was filed and why it was needed, and if they think, blacks CITY COMMISSION MINUTES APRIL 119 2022 REGULAR MEETING should be represented. She is for the six districts and feels that the City needs to embrace the Charter. Michelle Dewey, resident, asked if the City could hear the compassion of the speakers. She asked if when contractors are replacing trees if they would replace them with native trees. 13) CITY COMMISSION REPORTS Commissioner Britton said the flowerbeds on 1St Street look terrible and would like a status of when they would be replaced. Commissioner Britton said the homeless population is getting out of control. She said visitors are getting off the shuttle or the trolley and as soon as they get off they are being approached by homeless people pan handling and their belongings are all over the place. Chief Smith said there is an Ordinance for aggressive pan handling. The department is doing its best to assist with the homeless and is working with Parks and Grounds and Public Works. He said some people do not want the help. Commissioner Wiggins said he was able to congratulate two new homeowners in Goldsboro with Habitat for Humanity. Commissioner Wiggins said he is not going to apologize for all the work he does with the youth. He said he also helps the elderly. He said the residents should attend his community meetings every month so they can find out exactly what is going on. Mayor Woodruff reminded the Commission to push the Community Clean up in their districts.
