Approve the procurement under RFQ 20/21-15 for professional engineering consulting services procured under the Competitive Consulting Negotiation Act (CCNA) for various vendors. B. Approval for a procurement and a piggyback agreement for services in the amount of, $108,150 to Leesburg Concrete Company, Inc. for the Marina Restrooms. C. Approval to increase purchase order #38161 to Ferguson Waterworks in the amount of, $100,000 for Fiscal Year 2021-2022 for the Utilities Water and Sewer Division. D. Approve the special event date change from Sunday, May 15, 2022 to the new date of Sunday, June 26, 2022, with a noise permit and an alcohol permit, for `Karts and Kegs' at Henry's Depot from 2 — 6 PM, with a road closure from 9 AM — 7 PM. CITY COMMISSION MINUTES MAY 23, 2022 REGULAR MEETING H. Approve the special event permit, with a noise permit, and an alcohol permit, for the `Race 2 Cure 5K', on Sunday, October 2, 2022, from 6 — 9:30 AM and street closures from 5 — 10 AM. I. Approve the special event permit, with a noise permit, for the `Seminole High School Homecoming Parade' on Thursday, October 20, 2022, with street closures from 1 — 8 PM. J. Approve to award Bid #IFB 21/22-13R to Palmdale Oil Company, Inc. for Tank Wagon Diesel Delivery for the Fire Department. K. Approve the recommendation of the Romano Law Group with regard to the Participation Agreement in the proposed settlement between the State of Florida and Walgreens and authorize and direct the City Manager to execute the Settlement Participation Form on behalf of the City for the settlement with Walgreens. [Commission Memo 22-047] Several people spoke on this item. After lengthy conversations Commissioner Mahany moved to continue Ordinance No. 4646, on first reading. Motion failed due to lack of second. Commissioner Britton moved to deny the first reading of Ordinance No. 4646. First reading of Ordinance No. 4696, to approve the statutory Development Agreement between the City, as the approving authority, and the City, as the developer, which will establish land use/zoning entitlements to facilitate the installation and use of a wireless telecommunications tower on a parcel of City - owned property located at project address 149 Anthony Drive; Ad published May 18, 2022. [Commission Memo 22-152] Mayor Woodruff read into the minutes, several emails from residents opposing this item. Vice Mayor Austin moved to approve Ordinance No. 4696, on first reading. Approve the request for City utility services for the Cameron -Celery PD a 124 lot single-family residential subdivision subject to a Pre -Annexation Development Agreement with all the conditions as recommended by staff. When the utility services are available the owner shall be responsible for payment of all application fees and connections to the City's distribution system; all utility connections and CITY COMMISSION MINUTES MAY 239 2022 REGULAR MEETING line to be installed per the City's Utility Manual standards and the developer be required to install all water, sewer and reclaimed water lines to the property at the developer's cost; the Annexation Petition be recorded in the public records of Seminole County; and for the City Commission to consider annexation of the property when it becomes annexable (per 171.044, Florida Statutes). Approve Resolution No. 3037, to amend the budget in the amount of, $75,000 to procure services to A Budget Tree Service for proactive tree trimming and removal in the Parks and Grounds Department. Seconded by Commissioner Wiggins and carried by vote of the Commission as follows: Mayor Woodruff Aye Vice Mayor Austin Aye Commissioner Wiggins Aye Commissioner Britton Aye Commissioner Mahany Aye 9) CITY ATTORNEY'S REPORT 10) CITY CLERK'S REPORT The City Clerk mentioned there is a vacancy on the Fire Fighter's Retirement Board and a vacancy on the Community Redevelopment Agency Board for the Seminole County appointed position. 11) CITY MANAGER'S REPORT 12) CITIZEN PARTICIPATION Hector Samario, from ABM, expressed his disappointment with the firm the City Commission approved a contract for at the last meeting regarding the Energy Savings Performance Contract. Reverend Oliver said he is speaking on behalf of the 2022 Concerned Citizen's Task Force Committee regarding redistricting. He asked the City Attorney to provide him the order that relinquished the original court order. Robin Esser, Sanford Brewing Company, Owner, asked the Commission to allow CITY COMMISSION MINUTES MAY 239 2022 REGULAR MEETING her to submit a special event application in late. After a brief discussion, Vice Mayor Austin moved to approve allowing the applicant submit a special event late. Seconded by Commissioner Mahany and carried by vote of the Commission as follows: Mayor Woodruff Aye Vice Mayor Austin Aye Commissioner Wiggins Aye Commissioner Britton Nay Commissioner Mahany Aye Michelle Dewey, resident, expressed concern with the Commission approving the Cell Tower Agenda Item at tonight's meeting. Dr. Velma Williams, former Commissioner, expressed her disappointment with the Commission regarding redistricting. She said she would continue to fight for six districts. 13) CITY COMMISSION REPORTS Commissioner Britton expressed disappointment with some of the residents comments at tonight's meeting. Commissioner Wiggins said he would be having his Committee Meetings this Thursday at 6 PM at the Dr. Velma Williams Community Westside Center. There will be a food give-away on Friday at Bentley Wilson Park at 3PM. June 10, 2022 he is having a food give-away at Allen Chapel AME and looking help over 300 families. Commissioner Mahany asked what the Towne Center Makeover was. She said the Seminole County Community Services Block Grant program stated Midway is no longer a target area, due to all redevelopment around them and would no longer receive grant funding. Mayor Woodruff thanked the Georgetown Historical Steering Committee, the CITY COMMISSION MINUTES MAY 239 2022 REGULAR MEETING Goldsboro Museum and Hopper Academy for a successful Emancipation Day. Over 100 bikers rode and there was good crowd when the Buffalo Soldiers came in and for the reading of the Emancipation Proclamation.
