WORK SESSION
The City Commission of the City of Sanford, Florida, met in Work
Session on Monday, June 13, 2022, at 4:00 PM, in the Commission Chambers, 1St Floor,
City Hall, and 300 North Park Avenue, Sanford, Florida.

Mayor Woodruff called the meeting to order at 4:07 PM.
1. Update on the Race, Equity, Equality and Inclusion Committee
Mr. Thomas recapped the history of the Committee and how it was
implemented in order to create awareness and teach the community how to understand
the importance of peace and justice in the community. He reviewed the work that they
have done and how they will move forward.
Dr. Velma Williams, Chairperson of the Committee, thanked the
Commission for appointing the Committee and their continued support with this
initiative.
Mayor Woodruff said that he looks forward to seeing this as an ongoing
process and that in the next report he hopes to see action items.
2. Presentation of the Sanford Airport Authority Financial Report

Joel Knopp with MSL Auditors gave a few brief highlights of the report
and said that this is an action item on tonight's agenda.
3. Discussion re: Public Art Ordinance
Lisa Holder shared with the Commission a few revisions to the current ordinance
pertaining to art and said that it will be an action item on tonight's agenda.
Vice Mayor Austin suggested wrapping several lift stations located
throughout the City.
Mayor Woodruff suggested that the strike thru be removed on the
language on page 17, item (r) prior to second reading.
4. Presentation of the City's Quarterly Reports (first & second)
Finance Director, Cindy Lindsay presented the reports.
Mr. Bonaparte informed the Commission that the second half of the
ARPA funds have been received, there were no questions. He also mentioned to the
Commission that staff is working on a one-time payment to all employees due to rising
costs and inflation. The amount has not yet been determined as they are working with the
City Attorney's office to finalize.
5. Discussion re: Community Partner Criteria
Mayor Woodruff said that this is an area that they need to be cautious,
every organization is important to someone. Also, consider the financials of the
organization that may be asking for funding. There was a consensus among the

Commission that they will discuss this in more detail at the next meeting with Economic
Development Director, Tom Tomerlin.

7. City Manager Comments
Mr. Bonaparte asked Parks and Recreation Director Lisa Jones to address
Commission concerns with the entrance to the City (gateway). Ms. Jones said that staff
has installed plants and shrubs for fill in and that pressure washing is done on an annual
basis.
Commissioner Britton asks how a resident can remove a dead tree that is located
in a conservation area behind their home. Mayor Woodruff suggested that the home
owner contact the HOA.
Mayor Woodruff asked Public Works/Utilities Director, Bilal Iftikhar if there is a
plan to install lights along First Street and Palmetto. Mr. Iftikhar said that they do have
plans, however, they do not have the funds at this time.
Mayor Woodruff announced that Vice Mayor Patrick Austin will be the voting
delegate for the Florida League of Cities Conference that is held in August.
Mayor Woodruff the airport has billboards out with a new tag line, Take the Easy
Way Out. Also, field of candidates for Sanford Airport Authority CEO has been
narrowed down to Nicole Guillet and George Speake.
Lastly, please remember the importance of civility in the Commission Chambers.
There being no further business, the meeting was adjourned at 6:16 PM.
