06-27-2022 WS Minutes (2)CITY COMMISSION MINUTES JUNE 27, 2022 WORK SESSION The City Commission of the City of Sanford, Florida, met in Work Session on Monday, June 27, 2022, at 4:00 PM, in the Commission Chambers, 1St Floor, City Hall, and 300 North Park Avenue, Sanford, Florida. Present: Mayor Art Woodruff Vice Mayor Patrick Austin Commissioner Sheena R. Britton Commissioner Kerry S. Wiggins, Sr. City Manager Norton N. Bonaparte, Jr. City Attorney William L. Colbert City Clerk Traci Houchin Deputy City Clerk Cathy LoTempio Absent: Commissioner Patty Mahany Mayor Woodruff called the meeting to order at 4:08 PM. Mr. Bonaparte introduced Pamela Robinson as the new Executive Assistant to the City Manager. 1. Presentation: New City of Sanford Mobile App by Bob Keegan, Network Operations Manager, and Lisa Holder, Chief Communications & Cultural Affairs Administrator. Ms. Holder, presented the new Sanford Mobile App, Sanford Connects. She said the public will be able to submit service requests, create work orders, receive news and alerts from the City of Sanford, and get information on all special events. Mr. Keegan and Eric Dearbeck, System Security Administrator, provided a demonstration on how to set the app up on your phone. They showed all the features and how user friendly the app is. If a resident is walking down the street and there is a CITY COMMISSION MINUTES JUNE 279 2022 WORK SESSION tree limb down, the resident can take a picture of the tree limb and submit a work request in a matter of minutes. Mr. Keegan thanked Mr. Dearbeck and Mike Jones, GIS Analyst for their hard work and dedication into this project. Commissioner Britton commended staff on this project. She said likes how user friendly the app is. 2. Discussion re: Criteria for Community Partners, by Tom Tomerlin, Economic Development Director. Mr. Tomerlin, handed out Resolution No. 2055 regarding the policy on Special Event and Charitable Organization Funding from 2006. He presented a power point on the criteria of the policy. He provided a list of special events that Economic Development, Community Redevelopment Association and the Communications Departments assist with funding. Mr. Tomerlin suggested the City review the findings of Best Practices from other municipalities regarding special events. After a brief discussion the consensus is for staff to draft a revised policy and present to the Commission for review. 3. Update on the acquisition of the property located by Dr. Velma Williams Community Center by Craig Radzak, Assistant City Manager, and Nicole Osburn, Community Relations and Neighborhood Engagement Director. CITY COMMISSION MINUTES JUNE 279 2022 WORK SESSION Mr. Radzak said the City has applied for a Phase One Environmental Assessment on the property and a title search with the City Attorney's Office. The Sanford Housing Authority property appraiser report came back at $650K. He said if the City would like to purchase this property a second appraisal would have to be done and it is currently in the works. There are approximately eight acres consisting of six vacant parcels of land. Funds are available in Recreation Impact Fees plus or minus the $650K. Staff is looking for guidance on how the Commission would like to proceed. Mr. Radzak said staff has been looking at some preliminary designs for the property. Chris Smith, Project Manager, displayed the design and Mr. Radzak handed out a copy for the Commissions review. Mr. Smith said there are utilities available on site. It is estimated that the total project cost would be between $3.5M to $4M. Mr. Radzak said the Cindy Lindsay, Finance Director said the City is looking into reserve funds and bonds. Mr. Radzak said staff will continue to work with the Sanford Housing Authority and provide an update at the next Commission meeting. 4. Regular Meeting Items — additional information Eileen Hinson, Planning Director, handed out information on the Schedule S changes for Item 6.H. Mayor Woodruff said that the Commission should have received an email from Dan Matthews pertaining to this item. 5. Briefing Items 6. City Manager Comments CITY COMMISSION MINUTES JUNE 279 2022 WORK SESSION Mr. Bonaparte informed the Commission the Mr. Radzak would be conducting the July 11, 2022 Commission Meeting. Vice Mayor Austin expressed confusion on the City's role with the median at the entrance at Groveview Village. The community has no Home Owners Association and their signed is damaged. There is a resident who assists in maintaining the sign and landscaping. He has asked if the City would consider installing electricity to the median. Vice Mayor Austin asked if the City could paint the curbs yellow, take care of the landscaping, and install a Wayfinding sign with a list of all the neighborhoods in that area. After brief discussions Mayor Woodruff suggested Vice Mayor Austin hold a neighborhood meeting to get input from the residents. Vice Mayor Austin asked the City to reconsider installing "No Littering" signs on major streets? Bilal Iftikhar, Public Works and Utilities Director explained that many of the main streets belong to Seminole County or the State. Mayor Woodruff and Vice Mayor Austin asked for the status of citations on moving vehicles with loud music. Trekelle Perkins, Deputy Police Chief, said he was unware of anything at this time. Mayor Woodruff asked if the mast arms (traffic signal holders) at E. 20`x' Street and Sanford Avenue have been repainted. Mr. Iftikhar said the City is working on the maintenance of the mast arms at this location. CITY COMMISSION MINUTES JUNE 279 2022 WORK SESSION Mr. Bonaparte asked the Commission if they would like to pursue an Ordinance requiring landlords to inform their tenants a specific amount of time in advance for raising their rent. There was a brief discussion and Mayor Woodruff asked Mr. Bonaparte to provide the Commission with copies of Ordinances other municipalities have passed regarding this matter.
