3045 ORDINANCE NO. 3045 AN ORDINANCE OF THE CITY OF SANFORD, FLORIDA, TO ADOPT THE 1989 AND 1990 REVISIONS TO THE 1988 EDITIONS OF THE BUILDING CODE, STANDARD MECHANICAL CODE, PLUMBING CODE, AND THE 1990 EDITION OF THE ELECTRICAL CODE AS AMENDED; PROVIDING FOR SEVERABILITY, CONFLICTS AND EFFECTIVE DATE. WHEREAS, it is the desire of the City Commission of the City of Sanford to adopt 1989 and 1990 Revisions to the 1988 Editions of the various codes relating to building, mechanical, plumbing, electrical and gas codes; and WHEREAS, the adoption of the revisions of these Codes is done to facilitate proper inspection activities by the City of Sanford, Florida, relating to construction and to maintenance of buildings within the corporate limits of said City and relating to the prevention of hazards such as fire; and WHEREAS, the adoption of the revisions to the Codes is done to facilitate proper inspection activities by the City of Sanford, Florida, relating to construction and to maintenance of buildings within the corporate limits of said City. NOW, THEREFORE, BE IT ENACTED BY THE PEOPLE OF THE CITY OF SANFORD, FLORIDA, that the following revisions to the Codes are hereby adopted as follows: SECTION 1: Chapter 6, Buildings, Section 403.2 of the Standard Building Code, entitled "Tenant Separation", is hereby amended to read as follows: In a building, or portion of a single occupancy classification, when enclosed spaces are provided for separate tenants, such spaces shall be separated by not less than one-hour fire resistance. EXEMPTION: Regardless of type of construction, non-rated partitions may be constructed within rooms or spaces in buildings not exceeding three thousand (3,000) total square feet in area of group B-Business and S-Storage occupancies. SECTION 2: Chapter 16, Buildings, Section 6.6 entitled "Adoption of Sanford Energy Code", is hereby deleted in its entirety and the City of Sanford shall abide by the State Energy Code as a whole. SECTION 3: Chapter 6, Buildings, Section 6-10 entitled "Standard for the installation of roof coverings" is hereby deleted in its entirety. SECTION 4: Chapter 16 1/2, Mechanical Code, Section 302.2 of the Standard Mechanical Code, entitled "Labeling" is hereby amended by adding the following paragraph: 4. It will be required to list the type of equipment used, supply the model numbers and list the name of the mechanical contractor who installed the equipment. SECTION 5: Chapter 16 1/2, Mechanical Code, Section 504.1.1, of the Standard Mechanical Code, entitled "Joints, Seams and Connections" is hereby deleted in its entirety and new Section 504.1.1 is adopted as follows: May use glass-feb and mastic and/or tape for stress with 1" flap on either side; may use smacna tape for exposed ducts in conditioned areas; may use duct or foil tape with glass-feb and mastic in an attic. SECTION 6: Chapter 16 1/2, Mechanical Code, Section 512.1, entitled "General" is hereby deleted in its entirety and new Section 512.1 is added to read as follows: Abide by the Standard Mechanical Code as written for Section 512.1, "General" as it pertains to "Plenum Chambers" SECTION 7: Chapter 19, Plumbing, Section 602.1, entitled "Caulked Joints" is hereby deleted and new Section 602.1 is adopted as follows: Abide by the Standard Plumbing Code as written for Section 602.1, "Caulked Joints" SECTION 8: Chapter 8, Electricity, Section 8.3, entitled "1987 National Electrical Code with Notice I" is hereby deleted in its entirety and new Section 8.3 is adopted as follows: The 1990 National Electrical Code with Notice J as prepared by the National Fire Protection Agency is hereby adopted as the electric code of the City, one copy of which code is on filed in the office of the city clerk as a matter of permanent record of the city and the matters and contents therein are made a part of this chapter by reference as fully and completely as if set forth herein, and such copy shall remain on file in said office available for public inspection. SECTION 9: Chapter 8, Electricity, Section 210-52(c), entitled "Counter Tops" is hereby amended to read as follows: ORDINANCE NO. 3045 --2-- In kitchens and dining areas of dwelling units a receptacle outlet shall be installed at each counter space wider than 12 inches (305 mm). Receptacles shall be installed so that no point along the wall line is more than 24 inches (610 mm), measured horizontally from a receptacle outlet in that space, Island and peninsular counter tops 12 inches (305 mm) or wider shall have at least one receptacle for each four feet (1.22 m) of counter top spaces. Receptacles rendered inaccessible by appliances fastened in place or appliances occupying dedicated space shall not be considered as these required outlets. Island and peninsular counter tops shall only be required to have a receptacle at each end. SECTION 9: Chapter 12, Seotion 12-1 Adoption of Gas Code is hereby amended as follows: A. Amend Subsection (c) Adoption of 1989 and 1990 revisions as follows: (c) Adoption of 1989 and 1990 Revisions. The 1989 and 1990 Revisions to the Standard Gas Code, 1988 Edition, as prepared by the Southern Building Code Congress, are hereby adopted by the City, one copy of which code is filed in the office of the city clerk as a matter of permanent record of the City, and the mattes and contents therein are made a part of this chapter by reference fully and completely as if set forth herein, and such copy shall remain on file in said office available for public inspection." SECTION 10: If any section or portion of a section of this ordinance provides to be invalid, unlawful or unconstitutional, it shall not be held to impair the validity, force or effect of any other section or part of this ordinance. SECTION 11: That all ordinances or parts of ordinances in conflict hereby be and the same are hereby revoked.
