R - 16cl�A JULY 119 2022 WORK SESSION The City Commission of the City of Sanford, Florida, met in Work Session on Monday, July 11, 2022, at 5:00 PM, in the Commission Chambers, I" Floor, City Hall, and 300 North Park Avenue, Sanford, Florida. Present: Mayor Art Woodruff Vice Mayor Patrick Austin Commissioner Sheena R. Britton Commissioner Kerry S. Wiggins, Sr. Commissioner Patty Mahany Assistant City Manager Craig M. Radzak Deputy City Clerk Cathy LoTempio Absent: City Manager Norton N. Bonaparte, Jr. City Attorney William L. Colbert City Clerk Traci Houchin Mayor Woodruff called the meeting to order at 7:01 PM. Mr. Radzak introduced Bill Marcous, Utility Support Services Manager to provide a briefing on Item 7.C, first reading of Ordinance No. 4704, to amend the City Code pertaining to a utility rate increase. Mr. Marcous gave a brief synopsis and provided information from the prior years' rate increases. With the rising costs of utility consumer goods, to include chemical, fuel, and project construction costs, Mr. Marcous feels that this increase is needed. Mr. Henry Thomas, from Raftelis, suggested that the City increase the cap to 7%. After a brief discussion there was a consensus of the Commission to keep the maximum index (or Ceiling Provision) at 8%. This will be an action item on tonight's agenda. CITY COMMISSION MINUTES JULY 119 2022 WORK SESSION 1. Continued discussion re: FY 2022/2023 Annual Budget Cindy Lindsay, Finance Director, said she emailed the Commission the information that was requested from the previous budget meeting and would answer any questions that they may have. Mayor Woodruff asked if there are any other items the Commission would like to add or delete from the list. He said that he spoke with the Fire Chief and they were in agreement that the firefighters pay will not go into effect until January 2023 which is a savings of $317K, the downtown Wi-Fi can be removed for a savings of $1 OK. Staff has decided to place the City T-shirts in the Museum for a savings of $20K, (where all the proceeds will go towards the museum) and there is also a $7K savings from the Attorney making the total cost savings approximately $350K. Mayor Woodruff suggested spending the $350K towards the following: one police officer and an evidence technician $28K, one half of a maintenance worker in Parks $21K, a budget for the Public Arts Commission of $77K, the Development Services Inspector at $94K, a Public Works Trades Maintenance Worker $80K, the gate at Lee P. Moore Park for $12K, totaling about $314K, decreasing the use of reserves by $36K. He said the only down side to some of these reductions from the budget now, is that they will have to be included in the following year's budget. Commissioner Britton asked the Commission if they would be willing to take the $52K that Economic Development was going to cut for various incentives this year (and possibly the next two to three years), and fund one Parks and Grounds CITY COMMISSION MINUTES JuLy 11, 2022 WORK SESSION Maintenance Worker as this position is needed. Tom Tomerlin, Economic Development Director, said this $52K decrease from his budget can happen, short term. He would need to meet with Seminole County to confirm, since the City partners with the County on incentives. Commissioner Mahany asked if the Public Arts Commission (PAC) would be able to receive $112K. She said that PAC runs wonderful programs for the children and not all children play sports. The Commission agreed that public art does benefit the children in the community. After further discussion, there was a consensus of the Commission to establish a budget for PAC in the amount of $112K. Ms. Lindsey reminded the Commission, that the Community Redevelopment Agency (CRA), is providing $20K to PAC. Kim House, PAC Member, said this $20K is for four sculpture pads for exhibits, but that they need a total of eleven sculpture pads. Commission Mahany suggested speaking to contractors when they are doing projects throughout the City and ask if they would be willing to donate concrete. Ms. House said PAC would like to have portable concrete pads in the future. Commissioner Britton asked if $1 K for a secured door in the Human Resources Department could be added to the list and also inquired about the additional Code Enforcement Officer. Ms. Lindsey confirmed that both requests have been added to the list. Mayor Woodruff asked the Commission if they would like to keep $50K in the Commissioners budget. He implied that if so, he does not want to see these funds CITY COMMISSION MINUTES JULY 119 2022 WORK SESSION being used as donations to organizations. He recommends using these funds for improvements to the City. The Commission will need to set guidelines on how to use these funds. Ms. Lindsey verified the items discussed and reminded the Commission the City will begin next year's budget in the negative ($318K), with the possibility of a recession coming, the funding for three Firefighter's, funding the opening of the fire station, possibly a new Westside Park. Also, keeping in mind that staff is still unsure of the impact of Union negotiations or the pay study. Mr. Radzak thanked the Commission for their time in discussing the budget. 2. City Manager Comments Mr. Radzak said there is one add -on item on tonight's agenda. It is for the Classification and Pay Plan, adding one Full -Time Evidence Technician to the Sanford Police Department. Mr. Radzak gave an update on the William Clark Court property. At this time, the City has not received the appraisal back, however, he is hoping to have something by the next meeting. Commissioner Britton asked if the Commission was aware that Ms. Sara Jacobson passed away. Commissioner Mahany said yes, she passed away at the end of May and there was no obituary.
