REGULAR MEETING
The City Commission of the City of Sanford, Florida, met in Regular Meeting on
Monday, July 11, 2022, at 7:00 PM, in the City Commission Chambers, City Hall, and 300 North
Park Avenue, Sanford, Florida.

6) CONSENT AGENDA [Commission Memo 22-177]
A. Approve the tentative millage rate of 7.325, and to schedule the first public hearing
on the proposed FY 2022/2023 budget for Monday, September 12, 2022 at 7 PM at
City Hall.
B. Approve the changes to the current EMS collection policy allowing accounts
greater than 365 days old involving minor patients with balances less than $100 to
be written off and update the current collection policy from balances greater than
$100 to $25 to be turned over to collections.
C. Approve RFQ 20/21-61 Energy Audit Agreement between the City and Honeywell
International, Inc. to perform an energy savings audit on eighteen (18) City -owned
facilities.
D. Approval to award Bid IFB 21/22-29, Concrete Repairs and Services to the lowest
responsive and responsible bidder, Caraway Concrete Construction.
E. Approval to increase current purchase order, in the amount of $40,000, to Robert
Half International Inc. for temporary services to pay personnel that staff the City's
My Brother's Keeper (MBK), Community Development Block Grant (CDBG), and
Low Income Housing and Energy Assistance Program (LIHEAP) programs.
F. Approve the special event permit, with a noise permit and an alcohol permit, for

the `Florida Jeep Craze' from 4 — 9 PM on Saturday, August 13, 2022, with street
closures from 3 -10 PM.
G. Approve the special event permit, with a noise permit, for the `National Night Out
Against Crime' from 5 — 8 PM on Tuesday, October 4, 2022.
H. Approve the special event permit, with a noise permit, for the `51h Annual Fast and
Furriest 5K' at 8 AM on Saturday, October 8, 2022, with street closures from 5 —
I. Approve the special event permit, with a noise permit, for `Halloween on 13"'
Street' from 6 — 10 PM on Monday, October 31, 2022, with a street closure from 5
—11 PM.
J. Approve the special event permit with a noise permit for the '13 1h Annual Turkey
Day 5K' on Thursday, November 24, 2022 at 8 AM with road closures from 5 —10
K. Approve the procurement in the amount of $51,780, for services from CHA
Consulting, Inc. to develop a Wastewater Collection System Operations and
Manual.
L. Approve sole source procurement to Veolia Water Technologies, Inc. (dba Kruger)
in an amount not to exceed $1,299,827 for the repair of the Tertiary Disc Filtration
System located at the North Water Reclamation Facility.
M. Approve to increase purchase order #37680, in the amount of $7,474.50, bringing
the new total to $102,291.50, to Compressed Air Systems, Inc., for the extended

A. Second reading of Ordinance No. 4697, to amend the Public Facilities and
Community Resources Element of the Comprehensive Plan of the City of Sanford
in accordance with the requirements of Florida's Community Planning Act as
amended, requiring every City to include policies in the Comprehensive Plan
promoting adequate infrastructure, water quality and conservation measures; Ad

allowed in the Lien Amnesty Program; Owners, Michelle M. and Leah K. Solano.

Michelle Solano spoke on this item. After a brief discussion, Commissioner
Wiggins moved to deny a Code Enforcement lien associated with 302 Oak Avenue, with the
exception of $54,000 that is allowed in the Lien Amnesty Program. Seconded by Vice Mayor
Austin and carried by vote of the Commission as follows:

9) CITY ATTORNEY' S REPORT
10) CITY CLERK'S REPORT
The Deputy City Clerk said the Sanford Airport Authority would like to have
their budget meeting with the Commission on August 8, 2022. There was a brief discussion and
the Commission requested to have the meeting on August 22, 2022.
11) CITY MANAGER' S REPORT
Mr. Radzak said there is a request for an add -on item.
Approve Resolution No. 3047, to amend the Classification and Pay Plan for an
additional Full -Time Equivalent (FTE) Evidence Technician position in the
Sanford Police Department, estimated at $15,384 for the remainder of FY
2021/2022, and an estimated cost of $80,000 annually, including wages and

Mr. Radzak reminded the Commission that there is no second meeting in July and
that the next Commission meeting is on Monday, August 8, 2022.
12) CITIZEN PARTICIPATION
Commission.
Rita Novielli, homeless advocate, read from a 13 page letter she provided to the
Jolynne Mora and Elizabeth Canterero, residents of Groveview Village thanked the
Commission for responding so quickly to some of the requests from the previous meeting. They
asked about the status of the median and the entrance sign for the Groveview Village Community.
Michelle Dewey, resident, told the Commission the residents of Groveview Village
are more than willing to assist the City with the sign and entrance project.
Vice Mayor Austin said the work will continue. The City will install electrical and
look into finding an old sign if the City fabricated one, once the supervisor returns to work. He
said the process is going to take some time. Vice Mayor Austin said he scheduled a tentative
neighborhood meeting for July 30, 2022.

Commissioner Britton thanked Recreation for a phenomenal 41n of July Event.
Commissioner Wiggins thanked staff for a great 41h of July Event; the Governor
signed a bill approving Fatherhood Programs; the City had its first roundtable meeting; and notices
will go out on social media regarding the start of the program.
Commissioner Mahany said she was not well, but she heard that the 0' of July was
amazing, as her husband was working the event.
Mayor Woodruff thanked all staff members for a great 4th of July Event. He asked
the Clerk's Office to follow up on the appointment of Commissioner Britton to Metroplan. He also
said that he would like to discuss the parameters of the Commission Fund at the September 12,
2022 Commission Work Session.
There being no further business, the meeting adjourned at 8:25PM.
