SPECIAL JOINT MEETING
The City Commission of the City of Sanford, Florida, met in Special Joint
Meeting with the Sanford Airport Authority (SAA) on Monday, August 8, 2022, at 4:00 PM, in
the City Commission Chambers, Sanford City Hall, 300 North Park Avenue, Sanford, Florida.

1. Meeting called to order by Mayor Woodruff.
The meeting was called to order by Mayor Woodruff at 4:02 PM, at which time
he turned the meeting over to Sanford Airport Authority Vice Chairman, Clyde Robertson who
called the meeting to order for the Sanford Airport Authority (SAA).

A. Sanford Airport Authority FY 2022-2023 Budget: Presentation by Sanford Airport
Authority President/CEO, Nicole Guillet.
Ms. Guillet gave a brief introduction of her background. She said the Sanford
airport added two new Canadian Airlines, Swoop and Flair and passengers have increased 43%
from Fiscal Year 2021. There recently has been a slow -down in passengers due to the shortage of
pilots, crew and supply shortages. The airport has refinanced the terminal expansion debt of
$26M at a favorable interest rate pay down of $12.5M using funds from the ABPA Grant. She
said the 2021 Air Show attracted approximately 25K spectators and is looking forward to the
2022 Air Show. Overall the airport had a successful Financial/Single/PFC Audit. Ms. Guillet
introduced Gino Martinez, SAA, CPA, and Finance Manager.
Mr. Martinez provided a power point presentation of the Fiscal Year 2022/2023
Budget Factors. The Fiscal Year 2022/2023 budget includes a 6% increase in operating revenue
versus a 1% versus Fiscal Year 2021/2022 budget. Capital expenditures $5.6M ($3.6M SAA
funds) include; $3M for the Airport Maintenance Complex (50%-50% FDOT funding
opportunity) to improve facilities and enhance staff efficiency with improved layout and
accessibility and $1.6M for commercial real estate infrastructure development to stimulate
additional non -aviation revenue. The total proposed operating budget is $13.5M with total
operating expenses of $15.1M. There is a 5.5% increase in salaries, a 9.4% decrease in office and
administrative expenses, a 30% decrease in marketing, advertising and community relations (50-
50% cost share Canadian and community), 6% decrease in repairs and maintenance (due to a

newer fleet), a 15% decrease in professional and contract services and $2M available in the
COVID- 19 Federal Relief Utilization Fund.
George Speake, SAA Executive Vice President and COO, announced the airport
would be hosting the Aerospace and Aviation Day on January 28, 2023 and the 2022 Air and
Space Show on October 29 and 30, 2022.
Commissioner Britton asked for a further description of the Commerce Park
Project. Ms. Guillet said the project is for improvements. Mayor Woodruff asked for the
Commission to receive a copy of the second page from the Consultant on the project.
Mayor Woodruff asked Mr. Speake to describe the updates to the Information
Technology and phone system. Mr. Speake said this project would finish the loop around the
airport allowing all tenants access to the internet and phone system.
Commissioner Austin asked if the SAA is working on resolving the waiting list
for hangers. Ms. Guillet said this is being worked on. There had been some non -aviation use in
the hangers and those tenants have moved out. There are funds in the budget to refurbish the
hangers, however, there are no plans to build new hangers. There has been significant interest
from private developers to build new hangers.
Mr. Robertson moved to approve adjournment of the Sanford Airport Authority
portion of the Work Session. Seconded by Mr. loppolo and carried by vote of the Committee as
