WORK SESSION
The City Commission of the City of Sanford, Florida, met in Work
Session on Monday, September 12, 2022, at 4:00 PM, in the Commission Chambers, 15'
Floor, City Hall, and 300 North Park Avenue, Sanford, Florida.

Mayor Woodruff called the meeting to order at 4:04 PM.
1. Interview City Advisory Board Applicants
The Mayor and Commissioners interviewed the following board members
who requested to be reappointed: Richard Russi, Tammy Agnini, Charles Gregg,
Christina Hollerbach, Nancy Sepulveda, James Scorzelli, and Roberto Fonseca. Traci
Houchin, City Clerk, said Mary Moskowitz was running late and Theo Hollerbach and
Clyde Robertson requested to be reappointed, however were not able to attend tonight's
meeting. She said the remaining positions would be advertised and have new interviews
at the Work Session on September 26, 2022.
Commissioner Britton commented on the beautiful art in the Chambers,
however, she does not like the chambers wall color.
Mayor Woodruff adjourned the meeting for a brief recess at 4:33 PM.

Mayor Woodruff reconvened the meeting at 4:49 PM.
2. Update on Sanford Waterfront Partners
William Colbert, City Attorney, said he has been working with Daniel
Mackler, Esquire regarding the denial of Development Order 22-51, relating to the
proposed Ordinance No. 2022-4646 pertaining to a proposed amendment to a statutory
development agreement, enacted by Ordinance No. 4403, Section 3.15 of controlling
statutory development agreement. He said no further action has occurred since this letter
and wanted to keep the Commission informed.
Commissioner Britton asked what the next step will be and how much
time does Sanford Waterfront Partners (SWP) have to take action. Mayor Woodruff said
SWP has until May 2024 and that they would have to purchase the first parcel. Mr.
Colbert said there is nothing for the City to do until SWP makes a further response.
Mr. Bonaparte said Richard Heisnbottle, SWP, said they have performed
boring samples and received the results. Mr. Bonaparte will be meeting with Craig
Radzak, Assistant City Manager, and City staff and the consultants to review the results.
Mayor Woodruff said his understanding with the agreement is, the next
point at which the City could take action is whatever this time period SWP has to
purchase the parcel, unless they respond to the City before then. He asked if there is
anything to prevent SWP from asking the City again to sell part of the project. Mr.
Bonaparte said no, the agreement states that SWP, can up to 49% obtain other investors.
However when it goes over the 49% SWP has to get City Commission approval.

3. Update on 3`d Quarter City Financial Report by Cindy Lindsay, Finance Director
Ms. Lindsay reviewed the 3 Quarter Financial Report.

5. Briefing Items
Mr. Bonaparte asked how the Commission would like to proceed with the
purchase of the City -owned Henderson Property to the Central Florida Urban League
(CFUL). David Hall, Assistant City Attorney and Mr. Radzak have met to discuss. The
City has three options: sell the property at the appraised value, trade the property for
parks and open space, or the City could donate it to a 5016.
Mayor Woodruff confirmed the City could sell it at full price, give it to
CFUL, but the City is not able to sell it to them for what they have offered. Mr.
Bonaparte said CFUL offered the City $50K and the appraisal came back at $300K.
CFUL has offered in-kind services as addressed in the agreement.
Mr. Colbert said this land was originally donated to the City around the
year 2000. The City and the donors group entered into a donation agreement that set out
how the property would be used. In the event the City decided to not use it for the
recreation purposes that were outlined in the agreement. There were three things the City
could do which the City Manager just indicated. This is where the limitation comes from.
Mr. Colbert said if it was an outright deed to the City without any restrictions or
agreements attached to it, the City could do whatever they wanted with the land.

However, the City is bound by the agreement that was made in 2000, which is why the
Commission is discussing.
Vice Mayor Austin said, he believes the section in the agreement that
states that the City was to budget for the Community Master Plan including designs for
using the property for parks, recreation and open space purposes, never happened.
Mr. Bonaparte said the letter from the CFUL indicated it was their intent
to provide to residents of the City, job training and career development programming,
financial education programming, small business and entrepreneurship support,
community garden with fresh produce, bridging the gap between law enforcement and
community programming, community health and wellness clinic and youth enrichment
and learning centers. The CFUL stated that has a value of over $25M of over five years
of economic impact to the historic Goldsboro neighborhood and the City of Sanford.
Mayor Woodruff said the land was given to the City it could have been
donated to accomplish the goals of the family. The City has had this land for over 20
years and have done nothing with it.
Commissioner Wiggins said this is a good situation for the City of Sanford
and the Goldsboro area. It is going to give the citizens great opportunities. It would be a
great opportunity for the City as a whole, because it would not be solely for the
Goldsboro community.

Commissioner Britton asked if the City would be able to go into an
agreement with CFUL stating they have to list all seven of the items listed above. Vice
Mayor Austin suggested to include a time limit in the agreement.
Mr. Bonaparte said he Mr. Colbert have been in discussion with this. If the
Commission is interested, the next step would be an agreement between the City and the
CFUL specifically spelling out all of what the Commission has just discussed and maybe
a couple of other items. The CFUL has agreed to include some kind of compensation, so
perhaps the City could encourage them to continue to do that in a different way.
Mr. Bonaparte verified the consensus of the Commission would be for the
City to draw up a draft agreement to present to the CFUL. The Commission agreed.
Mayor Woodruff handed out a list regarding salary increases and
compression issues for discussion. The Commission all agreed the Police and Fire
Department need to have increased salaries to keep up with the other Cities and Counties
pay scale. Ms. Lindsay and Mayor Woodruff agree, however Police and Fire are under a
union contract. After a brief discussion the Commission agreed to approve tonight's
Resolution with the 4% increase being revised to a 5% increase.
Mayor Woodruff passed out the list of goals the Commission selected two
years ago and suggested review at a future Commission Work Session.
Mr. Bonaparte said a company approached the City to make an offer to
relocate the new Fire Station closer to the Boombah location. Fire Chief, Ronnie McNeil,
said the Sanford Airport Authority (SAA) would like to place additional hangers in the

current location. He is working on the contract for design and said he favors the new
location. Chief Mc Neil said the Commission approved the engine for Station 40 tonight
and he has posted for the new positions. Mr. Bonaparte said the Commission heard Ms.
Lindsay say, these positions are in the budget. Vice Mayor Austin mentioned he heard
there is much competition. Chief McNeil agreed regarding the competition. Mr.
Bonaparte reminded the Commission that Police and Fire salaries are approved by a
Union. Mayor Woodruff said the SAA would be reviewing letter of intent for the
developer on the lease of the property as it is expires in February.
Mayor Woodruff asked if the Commission would like to review the goals
of the Commission at a future Work Session.
Vice Mayor Austin asked what the status was of the Sanford Mall and the
Civic Center renovation. Mayor Woodruff said he met with the air conditioning repair
people and the motherboard that controls the air conditioning at the mall needs to be
replaced. Vice Mayor Austin said the property outside the mall is in very poor condition
and that is a Gateway to the City.
Mayor Woodruff said the City is going to use City funds for the deferred
maintenance of the Civic Center. Lisa Jones, Parks and Recreation Director, said the City
has recently been meeting with the Honeywell Group regarding the conditions of the
Civic Center. Staff is meeting with Mr. Radzak and Ms. Lindsay to discuss the
Honeywell ideas.

Mayor Woodruff asked the Commission what their feedback is on a
Homeless Day Care Center similar to the one on US 17/92 and 434. After a brief
consensus the Commission was not in favor of a Homeless Day Care Center. Vice Mayor
Austin would like feedback on the apartments that are on 25"' Street.
6. City Manager Comments
Commissioner Britton congratulated Commission Wiggins on the election.
She requested yellow paint on the curbs for the houses in the Historic District a while ago
and has not seen anything happen yet, she is thankful for the Signs on 3rd Street, and the
Commission needs to have a discussion regarding residential parking downtown.
Commissioner Britton would like the City to look into a moratorium of development,
there are still flooding issues around new development areas that have nope been
addressed. She said the City needs to get the sewer issues taken care of, would like to
review the Land Development Regulations regarding trees on new development and
would like a list of all City on properties. She asked the Mayor if she would be attending
the Metroplan meeting. Since she has been elected Commissioner Britton requested to
attend the Florida League of Cities Conference and an Economic Development
Conference, in Florida. She said she would like to use the office located at Monroe Hall
and hire two (free) interns to assist her with her mail and emails.
Commissioner Wiggins congratulated Commission Britton on the election.
He thanked staff for all their hard work and dedication with the Westside Community
Meetings.

Mr. Bonaparte introduced Lisa Holder, Chief Communications & Cultural
Affairs Administrator, to say a few things regarding public art. Ms. Holder said the artist
would be introduced at the beginning of tonight's meeting. The Commission said the
artwork is beautiful. Commissioner Britton mentioned she is not in favor of the color on
the walls.
Vice Mayor Austin said the Commission needs to review the guidelines
for the $ l OK Commission Fund at the next Work Session.
Mayor Woodruff congratulated Commissioner Britton and Commissioner
Wiggins on the election and had a brief discussion of development.
There being no further business, the meeting adjourned at 6:09 PM.
