BUSINESS OF THE COMMISSION: 5) Minutes: August 22, 2022 Work Session and Regular Meeting. Commissioner Britton moved to approve the minutes as presented. Public comment and questions on the proposed millage rate and budget. There were no comments C. Approve Resolution No. 3059, adopting the millage rate of 7.325 for the fiscal year beginning October 1, 2022 and ending September 30, 2023. Vice Mayor Austin moved to approve Resolution No. 3059. SEPTEMBER 129 2022 REGULAR MEETING Commissioner Britton moved to approve Resolution No. 3060 with the revisions of, changing raises from 4% to 5% and salaries feathered. Mayor Woodruff announced the final hearing of the City's 2022/2023 millage and budget will take place on Monday, September 26, 2022 at 7 PM in the City Commission Chambers at Sanford City Hall. 7) CONSENT AGENDA [Commission Memo 22-212] A. Approve to authorize Parks and Grounds, Vehicle #174, a Ford F-700 Dump Truck, (Inventory No. RC4501) for surplus and be sent to auction and sold to the highest bidder. B. Approve to authorize Utilities Plants Division Vehicle #5158, a Converto Trailer for surplus and be sent to auction and sold to the highest bidder. C. Approve the procurement of services to CPH, LLC in the amount of $287,985.50 for Water Main Improvements from Mellonville Avenue to Crescent Boulevard, north of 2nd Street for survey, design and permitting services. D. Approve a procurement of Sulzer/ABS 28 HP submersible pumps, from Hydra -Service, Inc., in the amount of $53,980 for the Utilities Plants Division. She wished Mr. Bonaparte a happy 11th Year Anniversary in the City Manager's Office. 12) CITY MANAGER'S REPORT. Mr. Bonaparte congratulated Mayor Woodruff for being recognized for the Outstanding Mayor award. He said he looks forward to another 11 years at the City of Sanford. Mayor Woodruff asked if the Commission would like to vote for the Board Reappointments. Vice Mayor Austin moved to reappoint Theo Hollerbach to the Community Redevelopment Agency Committee. Mario Hicks asked when the Commission would be discussing the six districts. James Davis congratulated Commissioner Britton and Commissioner Wiggins on their wins. He asked when the Commission was going to discuss six districts. The City needs affordable housing and needs a strong black community. CITY COMMISSION MINUTES SEPTEMBER 129 2022 REGULAR MEETING Several residents of Georgetown Square spoke about rent control, the conditions of the apartments inside and outside and the lack of security on the property. Commissioner Britton said she went out after the last meeting and spoke with staff. She said there is a section in their lease that states rates may be raised at any time. Commissioner Wiggins said he would go and speak with staff, security and walk around the property. The property is not owned by the City so there is not much the City can do. 14) CITY COMMISSIONER'S REPORTS Commissioner Britton said that she did stop by Georgetown Square and she will do better. She expressed concern regarding a moratorium on development and issues with water and wants clarification for the future. She asked if the public has been notified regarding the location and procedure for sandbags. She would like to review the land development regulations regarding tree mitigation. She would like to attend conferences this year. Commissioner Wiggins said he would make a visit to Georgetown Square. He is having the monthly Westside Community Meeting this Thursday and the meeting is live streamed for those unable to attend. Mayor Woodruff congratulated Mr. Bonaparte on his 11"' Year Anniversary and asked the Commission if they would like to meet in January to discuss the possibility of going to six districts.
