Approve Resolution No. 3079, confirming the City Manager's declaration of a state of emergency by Proclamation dated September 28, 2022 and the extension of the state of emergency by supplemental Proclamation dated October 5, 2022, and Second Supplemental Proclamation of October 20, 2022. Commissioner Britton moved to approve Resolution No. 3078. Seconded by Vice Mayor Austin and carried by vote of the Commission as follows: Mayor Woodruff Aye Vice Mayor Austin Aye Commissioner Wiggins Aye Commissioner Britton Aye Commissioner Mahany Aye 9) CITY ATTORNEY'S REPORT 10) CITY CLERK'S REPORT Traci Houchin, City Clerk asked for clarification on how the Commission would like to proceed with the appointment of a new member to the Public Art Commission. Mayor Woodruff said if the Commission desires to add an alternate position, the original Ordinance would need to be revised. Ms. Houchin said she would forward the Ordinance to the Assistant City Attorney. 11) CITY MANAGER'S REPORT Mr. Bonaparte introduced Fred Fosson, Director of Human Resources and Risk Management and Cindy Lindsay, Director of Finance to provide an update on how the City would compensate exempt employees who worked overtime hours for Hurricane Ian as well as an update CITY COMMISSION MINUTES OCTOBER 249 2022 REGULAR MEETING on how the City has adjusted all the salaries to ensure the minimum wage is at $15 an hour. Ms. Lindsay said there are State Statutes that prohibit the City compensating exempt employees for work already performed. The policy is going to be revised Ms. Lindsay provided a brief summary of the City's merit increases this Fiscal Year. She said there are 344 employees that are non USW; 81 of these employees were making less than $15 an hour. The pay has now been increased to $15; the merit increases range from 1.59 percent to 3 percent with 115 employees receiving 5 percent plus merit increases. Bilal Iftikhar, Director of Public Works and Utilities, presented a power point presentation regarding the status of the storm clean up. So far Crowder Gulf, the debris hauling contractor has picked up approximately 23,000 cubic yards of vegetative storm debris. City staff has started to pick up construction debris on Lily Court and Grandview Avenue and Waste Pro is picking up storm debris that is contained in cans or bags on the normal yard waste day. He said the contractors would go back as many times as needed. The contractors are not prepared to pick up construction debris as it requires different equipment and the site needs to be set up different. He asked for everyone to please have patience as this does take time. Witt O'Brien is the debris monitoring company who verifies the amount of debris is picked up so the City can be reimbursed by FEMA. Mr. Iftikhar said the storm system did the job that it was supposed to on Lily Court, the City just received too much rain in a small period of time. He said the City is trying to work with the residents of Lily Court. He said there is going to be improvements to the Lily Court area making the pipes bigger, increases the flow and improving the outfall. CITY COMMISSION MINUTES OCTOBER 249 2022 REGULAR MEETING Commissioner Mahany asked Mr. Iftikhar if all the stormwater goes directly into Lake Monroe. Mr. Iftikhar said the older systems do. Commissioner Britton asked how the Commission respond to the people on Lily Court who have lost much of their homes. Mr. Iftikhar said that is an emotional answer and he does not have that answer. He said the system the City has is designed for one inch of rainfall and the City had 24 inches of rainfall. This was an event by nature and there is nothing the City can do. He said the retention ponds do assist with flooding. The houses on Park Avenue flooded less because of the retention pond. Mayor Woodruff said the he feels the City needs to have improvements north of Lily Court before the City introduces more water from 24th Street. Mr. Iftikhar said that was the original plan and the improvements would be performed in phases. He said the City is working with FEMA and Department of Environmental Protection to see if there are any grants available. He said the City is doing whatever they can to help them. Commissioner Britton asked Mr. Iftikhar if there is any assistance the Commission could provide. Mr. Iftikhar said the City needs to see if they can get assistance from the grants and if not he would let the Commission know. Mr. Bonaparte thanked Mr. Iftikhar and his staff for all their hard work. 12) CITIZEN PARTICIPATION Robin Riggins expressed concern with the homeless population. Sonya Mincey, Georgetown Square resident said the building has been sold, there is mold on the walls and in the faucets, and still has no security. She thanked Mayor Woodruff for CITY COMMISSION MINUTES OCTOBER 249 2022 REGULAR MEETING checking on the residents during and the storm and for expediting the power back on during the storm. She said the community still needs help. Mary Webster resident of Georgetown Square, requesting rent stabilization, there are health and safety concerns and poor water quality. Ms. Webster requested the Commission have monthly town meetings. Deborah Kelly resident of Georgetown Square said the maintenance man took pictures of the mold in her closet. She asked if the City would place an officer in school zones by Celery Key and Mellonville Avenue as drivers are always speeding through there. Norman Rolf, Lily Court resident, said the residents on Lily Court are still in the clean-up phase. Homes and vehicles were destroyed by the standing water. He asked the Commission to help assist them in any way. Mayor Woodruff said the Commission would reach out to Congress woman Murphy to see what they could do, however, the City is not allowed to use public funds for private property. Ryan Lessard, Lily Court resident, said they removed three feet of plaster at the bottom of the walls in their house due to the flooding. He was inquiring about what the City could do to assist them. Ms. Singleton, Lily Court resident, is not able to move back into the house, living in a hotel and lost four vehicles in the flood. 13) CITY COMMISSION REPORTS Commissioner Britton expressed compassion for the residents on Lily Court and wants to be able to assist them. She asked if the City could assign a staff member to stay on top of CITY COMMISSION MINUTES OCTOBER 249 2022 REGULAR MEETING FEMA. She said this weekend there was a small incident at Centennial Park, where a wedding was booked and the Jazz Festival. Thanks to staff and the cooperation amongst the applicants a plan was worked out. She said she is dressed this way tonight because her daughter attends FAMU and it is homecoming this week, she said Happy Homecoming FAMU. Commissioner Wiggins said LYNX bus services would be at his monthly meeting this coming Thursday. He would have two food giveaways by the next meeting. He said he went to Georgetown Square, talked about the mold and walked around with the maintenance man. He said he did contact residents during the storm by phone. He would like to speak with the residents from Georgetown Square after the meeting. Commissioner Mahany asked if the City still has the Florida State lobbyist. She asked if the Florida League of Cities would be able to help the City contact FEMA. Commissioner Austin said FEMA is income based with a whole lot of red tape. She agreed contacting the State to assist. Vice Mayor Austin suggested that staff reach out to the Governor. Mayor Woodruff said he has a few things he would like to discuss with staff.
