The City Commission of the City of Sanford, Florida, met in Regular Meeting on
Monday, October 10, 2022, at 7:00 PM, in the City Commission Chambers, City Hall, and 300

The Deputy City Clerk mentioned the minutes for this meeting would be late and
not on the next Agenda.
Mayor Woodruff asked the Commission if they would be prepared to appoint a
new board member to the Planning and Zoning Commission.

of the Planning and Zoning Commission. Seconded by Commissioner Wiggins and carried by

11) CITY MANAGER'S REPORT
There was a brief discussion regarding the pilot program for trolley services from
the Georgetown and Goldsboro area to downtown Sanford, specifically regarding the trolley
having a stop in front of Jaly's Supermarket. The Commission does not want the trolley to be a
bus service.
12) CITIZEN PARTICIPATION
David Maier asked the Commission if the City would be suspending the fees to the
Marina while families are not able access the marina. Mayor Woodruff asked Craig Radzak to
speak with Mr. Maier after the meeting.
Joseph Principe said he uses the LYNX bus to get to his job and lately LYNX has
been unreliable and unprofessional. The bus is consistently late with no service alerts informing

residents they are running behind schedule, they use their cell phones while driving and there have
been many times the bus does not stop for him and just keeps going. The Commission expressed
much compassion and said they would reach out to LYNX.
Nonnan Rolf of Lily Court expressed major concerns on the flooding that occurred
after the storm on their street. He said his family and several other family have lost everything.
There was three feet of water inside their homes. They had to carry elderly family to the second
floor. He said he is concerned because this neighborhood is not in a flood zone and was looking
for guidance from the City on how they can assist them. Bilal Iftikhar, Director of Public Works
and Utilities, apologized for the loss of everything. He said this was not a typical storm and the
storm sewer system was working properly. The City had much rain in a short period of time. He
said he would have Mike Cash, Public Works Engineer, contact Mr. Rowe.
13) CITY COMMISSION REPORTS
Mr. Bonaparte handed out a sample policy regarding Commissioner Community
Improvement Spending Program for the Commission to review and discuss at the November 14,
2022 Commission Work Session.
Mayor Woodruff thanked staff for doing a phenomenal job. This coming Saturday
is History Harvest at Hopper Academy from Noon to 4 PM and Sunday church service at 3 PM.
Commissioner Mahany thanked staff.
Commissioner Wiggins said tomorrow FEMA and the Health Department would
be available at Dr. Velma Williams Westside Community Center from 10 AM to 6 PM. The food
give away last month fed about 60 families. He thanked staff and said the City has the best staff in
America.

Commissioner Britton said there is still a serious parking issue downtown and
requesting the curbs be painted yellow. She said District 1 was hit hard during the storm and
apologized if she missed returning any phone calls. She was sad the Ocktoberfest would not occur,
however, the event has been rescheduled for November.
Commissioner Britton showed a video of people partying in the parking lot off
Sanford Avenue at 2:15 AM. Mayor Woodruff asked if the parking lot could be shut down after
the establishment close. Tony Raimondo, Director of Development Services, said he is working
on getting weekend and night time code enforcement officers trained. Code Enforcement works
closely with the Sanford Police Department if they need assistance. Commissioner Mahany asked
if the City could hire security guards Friday through Sunday. Mayor Woodruff asked the City to
put together a budget for two additional officers until December 31, 2022.
Mayor Woodruff handed out the City Managers evaluation to be completed and
returned to the City Clerk by November. He said the City Manager would meet with each
Commissioner to discuss the evaluation. He handed out information regarding I-4 truck parking.
