WORK SESSION
The City Commission of the City of Sanford, Florida, met in Work
Session on Monday, October 10, 2022, at 4:00 PM, in the Commission Chambers, I"
Floor, City Hall, and 300 North Park Avenue, Sanford, Florida.

Mayor Woodruff called the meeting to order at 4:07 PM.
1. Interviews re: Planning and Zoning Commission (Alternate) Ask Lisa Holder,
Chief Communications and Cultural Affairs Administrator, for PAC Update
Mayor Woodruff and the Commissioners interviewed Rick Ream for the
alternate position on the Planning and Zoning Commission. Mayor Woodruff said the
Commission would make an appointment at tonight's meeting.
Ms. Holder said the Public Art Commission was in favor of adding an
additional position.
Mr. Bonaparte provided the Commission with an update of post Hurricane
Ian damages. He said several of the City facilities had minor damage and a few had major
damage. The 18"' Street Park off 17/92 has been turned into the hurricane debris
monitoring site. The Jeff Triplett Community Center and the Sanford Memorial Stadium

sustained major damage. City Hall had some minor water intrusion; Westside
Community Center, the Betty Smith Cultural Art Center and the Museum had minor
water damage. The Civic Center, the Sanford Museum and Ft. Mellon Park are all
currently closed. Seminole Boulevard is flooded and water is going to continue to rise so
Seminole Boulevard is closed from Mellonville Avenue to 17/92 until further notice.
Bilal Iftikhar, Public Works and Utilities Director, provided additional
updates. He said Public Works is in the process of building a temporary road on Palmetto
Avenue to cross over Seminole Boulevard to Marina Isle. He said Crowder Gulf the
debris removal contractor has started to pick up debris downtown, and in Goldsboro and
Georgetown. Staff is in the process of getting signatures from the Home Owners
Associations to pick up debris in those areas. He asked for the community to be patient
during this process as this was the worst storm in the 20 years he has worked for the City.
He said the water is going to continue to rise and there is no telling when it will finally
crest.
The Commission asked if Ft. Mellon Park has been closed and if the
damages can be assessed yet. Robert Beall, Parks and Grounds Manager, said the park
has been noted that it is closed and until the water fully recedes there is no way to assess
the damages. The Commission asked Mr. Beall to rope off the park in addition to the
signs.
Mr. Iftikhar said there have been some sewer back-ups. There is currently
some issues with the reclaimed water and some homes were flooded from the storm

water. He said Seminole Boulevard is going to need to be completely replaced from
Mellonville Avenue to 17192 as the road base is not designed to be under water for a long
period of time. This is estimated to be $1M to $1.5M at this time.
The Commission had a discussion regarding compensation for the
employees who have been working through this storm. Cindy Lindsay, Finance Director,
said any hourly employee who physically works over 40 hours in a week will receive
time and a half overtime pay. The salaried employees do not receive any compensation,
however, the City is looking into doing something additional for anyone who has worked
during the storm. Bill Colbert, City Attorney, said Florida Statutes govern limitations on
paying salaried employees additional pay with public funds. Commissioner Austin
expressed he has been asking about this for some time. Commissioner Britton said Lee
County has an Emergency Duty Pay Policy that includes all employees who work an
emergency event. Mr. Bonaparte said he has been meeting with staff to find a solution.
Mr. Bonaparte thanked Mr. Iftikhar and his staff for the assistance with the
hospital and all their hard work as the crews have been working non-stop.
2. Discussion re: Downtown Sanford Parking Solutions by Tom Tomerlin, Director
of Economic Development
Mr. Tomerlin provided a power point presentation regarding the parking
downtown. There are 150 new spaces now available on Myrtle Avenue and an additional
190 spaces, mostly on Sanford Avenue. There is a vacant lot off Sanford Avenue that the

City is leasing for parking from several different owners with an average of 2-3 year
leasing. He asked if the Commission would like to engage in a parking consultant.
Mr. Tomerlin said the City is continuing to explore lot leases, a parking
garage and on -street paid parking. He asked Commission if there was anything on the
power point they would like to continue with as well as anything they would like to
eliminate.
The Commission agreed to continue with the lot leases, however, there is
a concern that some of the parking lots on Sanford Avenue are becoming after hours
party zones. Mayor Woodruff suggested making sure future lots are illuminated well.
Commissioner Austin is concerned that the City would not be able to explore a Parking
Garage until the City can figure out the parking benefit district, paid parking revenues/
enforcement revenues and a parking fee in -lieu. Mayor Woodruff suggested putting it out
for proposal. Mr. Tomerlin suggested putting out a Memorandum of Understanding as a
first step. Eileen Hinson, Planning and Zoning Director, provided a brief discussion on
the Parking fee in -lieu. Vice Mayor Austin suggested the City reach out to other entities
to see how they handle parking. Mayor Woodruff said the parking is located away from
where people want to walk. Vice Mayor Austin said that is where the trolley could come
in handy in the future. He said the City does not have make a commitment to the parking
consultant, we just need to approve to pursue by December. Mayor Woodruff asked Mr.
Tomerlin to ask three other Cities who have a consultant and what they did for them.
Commissioner Britton agreed the City should move forward with approving the

consultant. Commissioner Britton and Commissioner Mahany expressed concern with
on -street paid parking. Mayor Woodruff said in order for the City to explore one of the
items of the power point presentation, the City must explore all six items.
3. Main Street Sanford Update by Tom Tomerlin
Mr. Tomerlin introduced Christina Hollerbach, President of Main Street.
He said the Small Business Association ā Recovery Center has an office located inside
the Sanford Information Center. He said Ms. Hollerbach and Pamela Lynch, Economic
Development Director have offices in the Sanford Information Center.
Ms. Hollerbach presented a power point presentation providing an update
on the programs offered, the website and the latest inside the Sanford Information Center.
She shared the goals and objectives, the promotion of the visitors guide and quarterly
campaigns. Some of the events include Sanford Food Truck Fiesta, Alive After Five,
Rhythm & Brews, Sanford Jazz Night, Small Business Saturday and Christmas in July.
She said her favorite part are the Committees and working together with the businesses.
Commissioner Britton asked how to get information on the lockers. Ms.
Hollerbach said this information is posted on the Website and on the doors to the Sanford
Information Center.
Ms. Hollerbach said the biggest fundraiser is the Jingle Jam.
4. Regular Meeting Items ā additional information

Mr. Radzak said the draft Marina Masterplan was presented in the past
and was placed on the website for ongoing public review. He introduced Rosemary
Aldridge of Neel Shaffer Engineering who provided an update on revisions of the Marina
Master Plan. Ms. Aldridge provided a brief description of the dock changes, the fishing
pier on the east basin and parking spaces. There are areas that would need to be accessed
after the water recedes from the hurricane. There was a brief discussion on the fishing
piers and trailer parking.
This is an action item on tonight's agenda.
5. Briefing Items
Jerry Sullivan, Leisure Services Manager, said the Veterans Day
Celebration is not going to be held in Veteran's Memorial Park due to the flooding. He
said it may happen at the round -a -bout on Park Avenue. Vice Mayor Austin and
Commissioner Britton suggested having it out at the Sanford Airport's Memorial Park.
6. City Manager Comments
Mayor Woodruff passed out the City Manager evaluations and asked the
Commission to please return it before the next meeting.
