Approval of a nunc pro tunc extension and amendment of the parking agreement between Legallefty, LLC and the City of Sanford relating to the property located at 210 South Sanford Avenue. B. Approval of a proposed amendment to the Sanford Airport Authority's FY 2022/2023 Capital Budget in the amount of $269,900 to facilitate the purchase of regulatory required airfield lighting equipment and the replacement of an airport tenant roof, damaged in Hurricane Ian. C. Approve a procurement and lease of nine (9) new vehicles for the Sanford Police Department in the amount of $37,617 from Enterprise Fleet Management. D. Approve the Interlocal Funding Agreement with Seminole County for the administration and distribution of fiends from the Boater Improvement Program Funds, in the estimated project cost of $158,000, for the public restrooms at the Sanford Marina. E. Approve the procurement for FY 2022/2023, for consulting services related to Utility Financial Forecasting in the amount of $48,600, to Raftelis Financial Consulting, Inc. F. G. Approve a special event date change for `Sanford Food Truck Fiesta', currently scheduled on Easter Sunday, April 9, 2023, with a new date of Sunday, April 2, 2023. H. Approval of the City of Sanford entering a Joinder to the Sanford Airport Authority's ground lease (Ground Lease No. 2022-053) with Burrell Aviation Sanford, LLC, a Delaware limited liability company, relative to property located at the Orlando Sanford International Airport. I. Approve the procurement for a 2023 GMC Sierra 3500 HD Work Truck, replacing Stormwater Vehicle #78, in the amount of $57,978 from Alan Jay Fleet Sales. J. Approval and ratification of the Police Lieutenants Contract (2022-2025) with the Florida State Lodge of the Fraternal Order of Police. K. Approval and ratification of the Fire Department Lieutenants Contract (2022-2025) with the Sanford Professional Firefighters, Local 3996 of the International Association of Fire Fighters. RE: 4040 East State Road 46; Owners, Lamar and Anna Crowley. 1. First reading of Ordinance No. 4721, to amend the Future Land Use from COM, Commercial (Seminole County) to GC, General Commercial (City) on 1.45 acres at project address 4040 East State Road 46. Approve Resolution No. 3099, to amend the budget and approval of a procurement of damage services relating to the Sanford Marina, to Neel -Schaffer, Inc. of Sanford and Edgewater Resources, LLC of St. Joseph, Michigan, in the amount of $28,185. Approve Resolution No. 3100, amending the budget and the approval to procure the services of Simpson Environmental Services in the amount of $45,533.11 for the demolition and renovation services to the Sanford Marina office and storage building from damages from Hurricane Ian. Approve Resolution No. 3102, terminating the contract with Southern Sunshine Group, Inc., amending the budget in the amount of $123,073, and the approval of services to Brightview Landscape Services, Inc. Seconded by Commissioner Wiggins and carried by vote of the Commission as follows: Mayor Woodruff Aye Vice Mayor Austin Aye Commissioner Wiggins Aye Commissioner Britton Absent Commissioner Mahany Aye 9) CITY ATTORNEY'S REPORT Lonnie Groot, Assistant City Attorney, said Mr. Colbert was ill and recovering well. He thanked Chief Smith and his wonderful staff of ladies and men for National Law Enforcement Day. The Federal Judge awarded $432K to Seminole County for the big Land Use Law suit. 10) CITY CLERK'S REPORT Traci Houchin, City Clerk reminded the Commission the Work Session on January 23, 2023 would be dedicated to a presentation and discussion regarding re -districting. She reminded Mayor Woodruff he would need to make his board appointments at the next meeting. 11) CITY MANAGER'S REPORT Mr. Bonaparte thanked all the Public Works, Utilities and Parks employees in the audience tonight who have been working non-stop since the hurricanes. 12) CITIZEN PARTICIPATION Linda Coats, supports the Police and Fire Departments. Sharon Davis, supports the Police and Fire Departments. Daniel McCoy, expressed disgust on the length of time for the police and fire CITY COMMISSION MINUTES JANUARY 9, 2023 REGULAR MEETING contract negotiations and supports the Police and Fire Departments. He expressed frustration regarding the $600K in budget amendments to do other things. Kim Rossi, concerned about the amount of shortages in the police department and asked if the City has done a pay analysis. Randy Jackson, Utilities employee, appreciates the thank you. Expressed how he would like to be compensated for the long hours working and being away from family. Clarence McKnight, Utilities employee, expressed feeling under -appreciated and under -valued. Public Works and Utilities employees are first responders also. The crews are tired and need more employees. He said no one wants to work at Sanford because of the salaries. Christina Hollerbach, Owner of Willow Tree, supports City staff, as if it was not for them her business would not run. Utilities employee expressed that the Public Works and Utilities staff should be recognized as first responders and the employees need to be paid better. Mike Murphy, Sanford Fire Department, thanked the Public Works and Utilities staff. The Fire Department needs them in order to get their job done in emergency situations. He said this problem did not happen overnight. In the past 10 — 12 years the City has always been behind with salaries and currently the Police Department has no traffic officers. Shantell Williams, Owner of Shantells Just Until, said thank you to City staff. She is feeding City staff working the Martin Luther King Jr. event coming up. 13) CITY COMMISSION REPORTS Mayor Woodruff said the City is looking to do the best it can with what funds it has.
