[Commission Memo 23-012] CITY COMMISSION MINUTES JANUARY 23, 2023 REGULAR MEETING Vice Mayor Austin moved to adopt Ordinance No. 4715, with the following conditions; exclude adult performance establishments and bail bonds, wall around the truck parking bay, 12 foot sound walls as indicated on the drawing, low noise roof ventilation will be used, low noise back-ups would be provided for the fork lifts, the reconfiguration of the east boundary, and the remaining residential parcel (there will be an application for a changed Future Land Use to Residential within 120 days). Approve Resolution No. 3106, to amend the City's FY 2022/2023 budget in the amount of $98,995,141 from the capital replacements and projects that were not completed from FY 2021/2022, making the new FY 2022/2023 budget total $286,128,638. Approve Resolution No. 3108, to amend the Fire Department budget in the amount of $12,000 and approval of the Urban Search and Rescue Grant from the Florida Division of Management for maintenance and replacement of specialized equipment of personal protective equipment. Seconded by Commissioner Wiggins and carried by vote of the Commission as follows: CITY COMMISSION MINUTES JANUARY 239 2023 REGULAR MEETING Mayor Woodruff Aye Vice Mayor Austin Aye Commissioner Wiggins Aye Commissioner Britton Nay Commissioner Mahany Aye 12) CITIZEN PARTICIPATION Diana Hill, resident, showed a picture of her 13 year old daughter who has a rare disorder that only 27 people in the world have. It is called PHIP Related Disorder, causing her to have extreme mental health issues. She expressed the concern for her daughter's health and the response times that it has taken for the Police Department to respond to her calls. Cobin McGee, resident, regarding 503 Sanford Avenue. Lonnie Groot, Assistant City Attorney, apologized for interrupting. He said that litigation has been filed and is pending regarding this address. He recommends the City Commission not entertain discussions about ongoing litigations at any time. This has been consistent in cases the City Attorney's Office handles. Mr. McGee said respectfully he has not received anything in writing in reference to this action. Mr. Groot said the litigation has been filed, summons have been issued, filed with the court and litigation is in progress. The appropriate individuals will be served, a notice of action will be published. The litigation is in process as we speak. A Stormwater employee expressed workers are under -valued and under -paid. 13) CITY COMMISSION REPORTS Mayor Woodruff appointed Commissioner Mahany as Vice Mayor whom respectfully declined due to the health of her mother. Commissioner Britton was appointed Vice Mayor. Mayor Woodruff said all other board appointments would remain the same for this year. CITY COMMISSION MINUTES JANUARY 23, 2023 REGULAR MEETING Commissioner Britton asked the audience if they would have a problem paying additional taxes in order to increase the salaries for the employees. Commissioner Britton asked Mr. Bonaparte if the City would be able to give additional pay too the current employees from the vacant positions that are not being filled until the City can hire additional employees. Mr. Bonaparte would meet with Commissioner Britton to discuss. Commissioner Britton said the flooring in Monroe Hall is going to cost $26,000 to replace. The building is not able to be rented. Lisa Jones, Director of Parks and Recreation, said the $26,000 is not in the budget for this year. Mayor Woodruff asked Ms. Jones to provide a report for the total amount of money collected for the last fully functional year of Monroe Hall. Tom Tomerlin, Director of Economic Development, said the City has a Request for Quotes (RFQ) posted for a parking structure that is very general and an RFQ to move Monroe Hall east of the Sanford Museum on the green space. Commissioner Britton provided the Commission a list of the District One priorities. She asked Mr. Bonaparte to schedule a meeting with the employees from Public Works, Utilities and Recreation with the Foreman and below. The Commission discussed fire service fees and millage. Mayor Woodruff said the City would need to hire a consultant to do a fire service fee study. Mayor Woodruff said the City would have to contact Chris Rowe, the consultant who provided the last study. Commissioner Britton thanked Public Works for the yellow curbs. Commissioner Wiggins thanked Britt Henderson and Mario Hicks for their events in December. CITY COMMISSION MINUTES JANUARY 23, 2023 REGULAR MEETING Commissioner Wiggins would be hosting the Picnic Project on January 27 at Bentley Wilson Park. He said True Health would be opening soon. Commissioner Wiggins has held two crime meetings working on trying to clean up the Community. Vice Mayor Austin thanked Chris Smith, Project Manager, Parks and Grounds and Public Works staff for their assistance in getting the Groveview Village sign in place. Vice Mayor Austin was appointed Chairman of the Seminole County Tourism Development Commission for this year. Commissioner Mahany expressed frustration regarding a text message she received from a resident whose mother had passed away. She is having issues with getting her buried in the City's Cemetery. She would like to speak with staff and Mr. Bonaparte after the meeting. Mayor Woodruff asked the Commission if any of them have been following the City of Orlando having a moratorium on downtown bars. Commissioner Britton asked if the Commission would be bringing this to the dais. Mayor Woodruff said he wants to wait for the City of Orlando to pass it first. Mayor Woodruff said this past Saturday he participated in the Red Sand Awareness Day for Human Trafficking, where red sand is placed in the sidewalk cracks, representing helping people not fall through the cracks.
