WORK SESSION
The City Commission of the City of Sanford, Florida, met in Work
Session on Monday, March 13, 2023, at 4:00 PM, in the Commission Chambers, 1st
Floor, City Hall, and 300 North Park Avenue, Sanford, Florida.

Mayor Woodruff called the meeting to order at 4:05 PM.
1. Introduction of Darren Gray, Seminole County Manager
Mr. Gray is the new Seminole County Manager, in fact, he said that he has
been on the job for 15 days. He brings 25 years of experience and sees real exciting
things happening in the City of Sanford. He is looking forward to working with the
Mayor and Commission in any way that he can.
2. Introduction of Vacuum Sewer Employees
Cedric Coleman, Utility Operations Manager, introduced several of his
employees who have been working so hard to correct the Vacuum Sewer System.
3. Update from the Sanford Housing Authority
Mr. Philpot, Chairman, introduced Vivian Bryant, President and CEO of
the Sanford Housing Authority. Ms. Bryant thanked the Mayor and Commission for this

opportunity. She then introduced Ayub Fleming, Program Manager, who distributed and
reviewed a powerpoint presentation that provided an update with housing activities that
are complete and those that are on-going.
4. Discussion re: Criteria for Special Events
Jennifer Brooks, Special Events Supervisor distributed a handout that
reviews the City of Scottsdale, Arizona which is similar with the City of Sanford. She
also reviewed the City's website which contains much of the information needed for
having a special event, such as the application and policies and procedures.
Commissioner Britton said that she would like to see the events spread
throughout the City instead of always closing the same few streets. She said it is a lot of
wear and tear on the streets as well as on the residents who live along those streets. She
recommends limiting street closures on individual streets. After a long discussion, the
consensus among the Commission was for staff to draft a policy and bring it back to the
Commission for consideration.
5. Discussion re: Commissioner Spending Program & Guidelines
Commissioner Austin asked a few questions pertaining to Policy 5.3 in
regards to the food/gift policy. Cindy Lindsay, Finance Director, confirmed that the Grant
Program allows for food purchases. Commissioner Mahany wants clarification on ways
to spend the finds. City Attorney Colbert recommends that they vote on each expense
before moving forward with the expenditure. Ms. Lindsay will provide information on
the spending program from several years ago along with Policy 5.3.

6. Continued: 4th Quarter Financial Report
Ms. Lindsay presented and reviewed the report. She also mentioned that
the Financial Audit Board needs replacement members. This will be an action item on the
next agenda.
7. Continued: City Manager's Evaluation
This is an action item on tonight's agenda.
8. Regular Meeting Items — additional information
A. ARPA spending on Vacuum Sewer Rehab [Commission Memo 23-032]

This is an action item at tonight's meeting.
B. Amendment to Classification & Pay Plan, Administrative Specialist III
[Commission Memo 23-039] (RM 8.C)
Fred Fosson, Human Resources Director, reviewed several new policies
on hiring and retention of employees. He also informed the Commission that the pay
study that is underway and that the City is awaiting the results. Commissioner Austin
recommends that all employees receive a 2% increase as soon as possible. Mayor
Woodruff said that he also would like to see an increase but instead of a percentage, he
recommends $1,000. This is an action item at tonight's meeting.
9. Briefing Items
Mr. Bonaparte mentioned two add on items from tonight:

0 Ft. Mellon Change Order needed for an immediate repair
Commissioner Britton would like a new event calendar.
Commissioner Austin shared that Lee P. Moore Park is getting a new basketball
court.

There being no further business, the meeting adjourned at 6:35 PM.
