Approve to amend the spending plan associated with the American Rescue Plan Act (ARPA) an associated budget amendment, reallocating funds originally set aside making all City bathroom facilities hands free and the water meter replacement funds, to create a new ARPA category of vacuum sewer rehab in the amount of $ 2,080,841. Seconded by Commissioner Wiggins and carried by vote of the Commission as follows: Mayor Woodruff Aye Vice Mayor Britton Nay Commissioner Wiggins Aye Commissioner Austin Nay Commissioner Mahany Aye 9) CITY ATTORNEY'S REPORT 10) CITY CLERK'S REPORT Traci Houchin, City Clerk, asked Mayor Woodruff and Commissioner Austin if they have selected applicants for the Race, Equality, Equity and Inclusion Advisory Board. Mayor Woodruff appointed Tony Hernandez and Commissioner Austin appointed Bonnie McClendon. Commissioner Mahany was responsible for selecting a replacement for the CDBG and she appointed Dr. Ericka Tillman. As for the MBK Board, Commissioner CITY COMMISSION MINUTES MARCH 139 2023 REGULAR MEETING Wiggins will work with Ms. Osburn on the appointments. 11) CITY MANAGER'S REPORT 12) CITIZEN PARTICIPATION Cobbin McGee, resident and business owner, asked the Commission to stop the foreclosure proceedings against his business. 13) CITY COMMISSION REPORTS Vice Mayor Britton would like weekly written update on water and sewer issues. She received an email regarding a retention pond in the Cedar Hill subdivision and all the trash that is being thrown in that area. Mayor Woodruff said that it is owned by the HOA and the City would like to help find a resolution. Vice Mayor Britton said that she would like to recognize Cedric Coleman, she feels that he has done a phenomenal job and has exceeded her expectations. She suggests that the Commission present him with a Key to the City. Vice Mayor Britton asked the City Manager if she could meet with Tony Raimondo in regards to the church located at Sanford and Palmetto Avenue. She said that they are hoping to install showers, however, they are having a few issues. Mr. Bonaparte said certainly. And, lastly, Juneteenth will be holding their event at the Sanford Civic Center. She received a letter in which they are asking for help with the cost of the stage and equipment. She would like to donate $2,500 from the District 1 Spending account to Sanford Orlando Entertainment. SAO. Seconded by Commissioner Wiggins and carried by vote of the Commission as follows: CITY COMMISSION MINUTES MARCH 139 2023 REGULAR MEETING Mayor Woodruff Aye Vice Mayor Britton Aye Commissioner Wiggins Aye Commissioner Austin Aye Commissioner Mahany Aye Commissioner Austin shared great news that was mentioned at the earlier work session in which Lee P Moore Park will be getting a new basketball court thanks to Advent Health and the Orlando Magic. This will be unveiled on March 22, 2023. Commissioner Austin said that as of today, there are still people having problems with the answering service for the Vacuum Sewer issues. Commissioner Austin stressed the importance of communication so that the Mayor and Commission could respond to the residents. The City Manager assured the Mayor and Commission that they will receive notifications going forward. Mayor Woodruff asked for clarification on how it came to be that Commissioner Britton's office is now located in the Sanford Information Center (SIC). Commissioner Britton said that her original request was to have an office in Monroe Hall, however, the flooring is unsafe. She met with the City Manager and he suggested that she inquire at the SIC.
