Approval of a change order for purchase order #38453, in an amount not to exceed, $12,710, making the new total, $96,670 to Neel Schaffer, Inc. for the Maple Avenue Drainage Improvements Project. B. Approval of the purchase of .3 mitigation credits in the amount of $36,000, a purchase agreement with Miami Alternatives, LLC, and the expenditure of the necessary funds to purchase required mitigation credits for the Public Works Emergency Building Project. C. Approval of a previously approved special event permit for the `Sanford Avenue Block Party', to extend the footprint of their approved 2023 events on April 22, May 27, September 23,October 28, and December 23 on Sanford Avenue from 3`d Street to 5"' Street. Approve a special event permit application, with a noise permit and an alcohol permit, for `Cinco de Mayo', Unfurl Collective from 11 AM -10 PM, on Friday, May 5, 2023. F. Approve a special event application, for the `Cars & Coffee Sunday Brunch Monaco Grand Prix Viewing Party', at Tuffy's Bottle Shop & Lounge from 8 AM — 1 PM on Sunday, May 28, 2023, with a road closure from 7 AM — 2 PM. G. Approve a special event permit and an alcohol permit, for the `SAO presents A JAZZmas Jubilee', from 5 — 9 PM on Sunday, December 3, 2023. H. Seconded by Commissioner Austin and carried by vote of the Commission as follows: Mayor Woodruff Aye Vice Mayor Britton Aye Commissioner Wiggins Aye Commissioner Austin Aye CITY COMMISSION MINUTES APRIL 109 2023 REGULAR MEETING Commissioner Mahany Aye 9) CITY ATTORNEY'S REPORT 10) CITY CLERK'S REPORT 11) CITY MANAGER'S REPORT 12) CITIZEN PARTICIPATION Maria Lord from the U.S. BIPOC Chamber invited the Commission to attend the 1St Global Cross -Cultural Women's Forum on May 8, 2023 from 9AM — 1 PM. 13) CITY COMMISSION REPORTS Vice Mayor Britton asked the Commission to approve the donation of $1,101 for the rental fee for the Historic Garden Tour. Commissioner Mahany insisted the donation come from her funds. Vice Mayor Britton moved to approve a donation of $1,101, coming from the District 4 funds. Seconded by Commissioner Wiggins and carried by vote of the Commission as follows: Mayor Woodruff Aye Vice Mayor Britton Aye Commissioner Wiggins Aye Commissioner Austin Aye Commissioner Mahany Aye Commissioner Wiggins said the picnic project fed over 60 families last month. He thanked the City for allowing the Mayor's Youth Council and the Young Men of Excellence to go to Tallahassee for Legislative Action Days. It was an amazing time watching the children get involved with the government. Commissioner Austin thanked the City for the opportunity to attend the Florida CITY COMMISSION MINUTES APRIL 109 2023 REGULAR MEETING Legislative Sessions in Tallahassee, to listen and speak about the Cities needs and interests. He said Home Rule is getting worse. He met with State Representatives, four individual and one group session. There were discussions on reinstating the 3% COLA for retired Police Officers and decreasing the term limits on the School Board and County Commissioners. He is looking forward to future events. Commissioner Austin thanked Parks and Recreation for all the assistance for the Orlando Magic Basket Ball Court Dedication. The City received a signed and framed basketball jersey from the team. Mayor Woodruff thanked Parks and Recreation staff and the artist for the dedication. Mayor Woodruff expressed how impressed he was with the Mayor's Youth Council and the Young Men of Excellence on the Tallahassee trip. The kids committees were impressive and many were asking some very pointed questions. They were extremely involved. He thanked Lisa Holder, Chief Communications and Cultural Affairs Administrator and Ms. Thomas, Teacher from Seminole High School for their assistance. Mayor Woodruff thanked City Staff for all the excellent work on the Easter Egg Event at the Jeff Triplett Center.
