05-22-2023 WS MinutesCITY COMMISSION MINUTES Q M!5 &. 1aack23 MAY 229 2023 WORK SESSION The City Commission of the City of Sanford, Florida, met in Work Session on Monday, May 22, 2023, at 4:00 PM, in the Commission Chambers, 1 St Floor, City Hall, and 300 North Park Avenue, Sanford, Florida. Present: Mayor Art Woodruff Vice Mayor Sheena R. Britton Commissioner Kerry S. Wiggins, Sr. Commissioner Patrick Austin (Arrived at 4:08 PM) City Manager Norton N. Bonaparte, Jr. City Attorney William L. Colbert City Clerk Traci Houchin Deputy Clerk Cathy LoTempio Absent: Commissioner Patty Mahany Mayor Woodruff called the meeting to order at 4:04 PM. 1. Presentation RE: Sanford Airport Authority Financial Report and proposed Budget Amendment for FY 2022/2023 Annual Capital budget, by Bill Blend of MSL. Joel Knopp of MSL reviewed the Sanford Airport Authority Financial Report. He highlighted some key areas in the Management's Discussion and Analysis and in the Basic Financial Statements sections of the report. He said the independent auditor's report on internal control over financial reporting and compliance and the independent account's report were both clean reports. He thanked the SAA finance team for doing a good job. 2. Discussion RE: Multi -family Development in the City of Sanford by Eileen Hinson, Director of Planning. CITY COMMISSION MINUTES MAY 229 2023 WORK SESSION Eileen Hinson briefed the Commission on the multi -family map provided in their packets. She said staff is working on a single-family homes map and a townhouse map. 3. Update on human Resources/ Risk Management by Fred Fosson, Director of Human Resources/Risk Management. Fred Fosson presented a brief power point presentation regarding salary adjustments. He said City staff has been attending job fairs. He thanked the Commission and staff for all their efforts. They are starting to pay off. Commissioner Britton said she likes the social media posts for "Join the City of Sanford Team" with smiling employee's faces. Mr. Fosson thanked Lisa Holder, Chief Communication and Cultural Affairs Administrator, for the social media posts. 4. Presentation RE: Traffic Calming Project on Park Avenue, by Craig Radzak, Assistant City Manager and Acting Public Works and Utilities Director. Craig Radzak said the design phase began and is now being requested to expand it from the residents. Mike Cash, Public Works Manager, said this project was delayed due to last year's hurricanes. Drainage projects were a priority and this project was on hold until now. Mr. Cash provided a brief power point presentation and slides. There would be traffic circles at 20th Street and Park Avenue and at 24th Street and Park Avenue. There is a request to add a left turn lane at 26th Street. The Public Works staff met with the residents who requested the project go to the railroad tracks. Commission Austin asked if the digital speed limit signs can be moved throughout the City. Commissioner Britton said they seem to be effective as they remind you to slow down. Mr. Cash said the Public Works Department includes new digital signs each year in their capital budget. Mayor Woodruff requested the Public Works Department to restripe Sanford Avenue, particularly at the intersection of 20t" and Sanford Avenue. Mr. Cash would arrange to put that on the schedule with staff. 5. Regular Meeting Items — additional information 1. Implementation of results of the Raftelis 2023 Building Fee Study. [Commission Memo 23.094.C] Tony Raimondo, Director of Development Services, provided a brief presentation regarding the reduction in building fees. The Breezeway Expansion project is estimated at $4M. This is an action item on tonight's agenda. 2. Second reading of Ordinance No. 4736, approving the modifications to the City's Land Development Regulations as it relates to Schedule H. [Commission Memo 23-095] There was a brief discussion regarding Schedule H. This is an action item on tonight's agenda. 6. Briefing Items CITY COMMISSION MINUTES MAY 229 2023 WORK SESSION Mr. Bonaparte said there is one add-on item on the Consent Agenda for approval for an Agreement of Local Government Cybersecurity Grant, Item 6.N. 7.
