Mr. Loader seconded. All in favor. Motion carried 6 -0. Proof of Publication Mr. ionHerbulis moved to accept the proof of publications. Mr. Yosefian seconded. All in favor. Motion carried 6 -0. Public Hearings Hold a Public Hearing to consider a Variance to allow a 9 1) 8 1) high block wall for a secured parking lot at the Seminole County Courthouse located at 301 N. Park Avenue. Seminole B C C, property owner; Ed Bayton and Rafael Fernandez, Fleet/Facilities Division - Seminole County, representatives. Mr. M ills moved to accept the wall as designed with the following conditions: the gate 1.) material be changed possibly to an aluminum, but something ornamental and it goes up to 10 feet tall to add to the security they are attempting; 2.) the wall be planted with an attaching vine similar to or equal to fig vines and irrigated properly so it will eventually turn into a "green screen." Mr. Green seconded. All in favor. Motion carried 6 -0. Mr. Loader moved to approve the Conditional Use subject to City Commission approval and a Development Order to include the conditions as recommended by staff. Mr. Green seconded. All in favor.
