06-26-2023 WS MinutesCITY Co IS VN,, M-1� IJTES 1 71" O JUNE 269 2023 WORK SESSION The City Commission of the City of Sanford, Florida, met in Work Session on Monday, June 26, 2023, at 4:00 PM, in the Commission Chambers, 111 Floor, City Hall, and 300 North Park Avenue, Sanford, Florida. Present: Mayor Art Woodruff Vice Mayor Sheena R. Britton Commissioner Kerry S. Wiggins, Sr. Commissioner Patrick Austin Commissioner Patty Mahany City Manager Norton N. Bonaparte, Jr. City Attorney William L. Colbert City Clerk Traci Houchin Deputy Clerk Cathy LoTempio Mayor Woodruff called the meeting to order at 4:09 PM. 1. Update on Rescue Outreach Mission by Chris Ham. Mr. Ham provided a brief introduction of himself and provided a power point presentation on all of the special resources the Outreach Mission has to help with the homelessness population. He said the facility does not accept any person that has had a major felony, does not tolerate violence and there is no alcohol or drug use permitted. He said there are several groups in the area that provide home cooked meals for their guests. There are new AC units and washer and dryers. The facility provides counseling, job searches, help the guests with their budgets and helps them locate housing outside the Outreach Mission. In 2022 the Mission served 665 guests. In 2021 the Mission housed 70 guests and year to date housed 213. Mr. Ham said there are rules that must be obeyed, there are women's bedrooms, men's bedrooms and family bedrooms. He told some enlightening success stories and told the Commission if a guest shows up at 2AM, the CITY COMMISSION MINUTES JUNE 26, 2023 WORK SESSION Mission will feed them and give them a cot to sleep on until they can meet with a Case Manager in the morning. Mr. Ham assured the Commission that if a Sanford resident shows up at the Mission they are moved to the top of the list for assistance. 2. Discussion: Request from Goldsboro West Side Community Historical Association, Inc. to acquire 1211 Historical Goldsboro Boulevard. Pasha Baker, Director and Chief Executive Officer of Goldsboro West Side Community Historical Association Inc., provided a brief presentation on the successes of the Goldsboro Museum. Ms. Baker said the association received a grant from the American Rescue Plan Act (ARPA) funds to purchase a new museum building. She presented a picture of new proposed building that would look like the old Goldsboro post office that was demolished when the Sanford Public Safety Complex was built. She said the building is a prefab metal building that would allow for additions in the future. Vice Mayor Britton said she would be assisting with the decor so she would have to recuse herself from voting on anything to do with this topic. There were discussions on where to place the building, the relocation of the Goldsboro Front Porch building and the City donating a portion of the land or the association purchasing the land to accommodate the new building. Vice Mayor Britton said she had suggested discussing this when the City was signing the new leases. Mr. Bonaparte asked if the association has money to purchase the land. Ms. Baker said not at this time. CITY COMMISSION MINUTES JUNE 269 2023 WORK SESSION Mayor Woodruff asked Ms. Baker for a few things: provide the Commission with options for accommodating the Museum and the front porch, to meet with the City's planning department to determine if the lot can be split, provide the Commission with the financial information and would like to the see the assurance the building would cost $500K. Dr. Velma Williams said she had not spoken to anyone regarding this matter. 3. Update on Cemetery by Robert Beall, Parks and Grounds Operations Manager. This discussion has been continued to another meeting. 4. Discussion RE: Monroe Hall Revenue by Lisa Jones, Parks and Recreation Director. Ms. Jones said she received proposals for the flooring to be replaced six months ago for $29K. She just received new quotes with the lowest one at $63K. Mayor Woodruff and Commissioner Mahany agreed to fix the flooring. After brief discussions, Mayor Woodruff suggested to bring G3 back to a Work Session to discuss the assessments of refurbishing the entire building. 5. Presentation RE: Public Art Commission (PAC) Proposal for Interactive Art by Reggie Santilli, Vice Chair, PAC. Ms. Santilli, Virginia Poe, PAC Chairperson, and Kim House, PAC member, provided a presentation of a sculpture of a banana sitting on a bench. PAC would like to purchase the sculpture to place downtown by the Sanford Information CITY COMMISSION MINUTES JUNE 269 2023 WORK SESSION Center. PAC said this would be a popular sculpture for residents and visitors to take selfies with and promote the City of Sanford. The sculpture cost is $50K and PAC would need the City's assistance installing a concrete slab for the sculpture to sit on. Vice Mayor Britton thanked the PAC members for all they are doing promoting the City with art, however is not in favor of this piece. After a brief discussion, the Commission agreed the sculpture is not worth the City paying $50K and to continue on the path they are moving on. 6. Regular Meeting Items — additional information • Continued first reading of Ordinance No. 4738, amending the City Code relative to camping and related activities. [Commission Memo 23-1111 (RM 7.A) This is an action item on tonight's agenda. 7. Discussion RE: City's Strategic Priorities and Executive Management Team Response to City Commission's Six (6) Vision Themes and Goals. Mr. Bonaparte provided the Commission the list of comments in the Commission's agenda packets. 8. Briefing Items 9. City Manager Comments Mayor Woodruff said that he has discussed with the Community Redevelopment Agency of pulling the $5.2M earmarked for the Catalyst Site and using CITY COMMISSION MINUTES JUNE 269 2023 WORK SESSION the funds on another project. He suggested if the Heritage Park project does move forward the City would have to find the funds at that time. Traci Houchin, City Clerk, reminded the Commission the Work Session on July 10, 2023 would be starting a 2PM as it is the Budget Work Session.
