Approval of a nunc pro tune extension and restatement of the facility lease agreement for the City owned property located at 230 East First Street (Sanford Information Center) between Sanford Main Street, Inc. and the City. G. Approval of Change Order No. 6, to increase the Sawcross, Inc. purchase order, in the amount of, $161,691.44 making the new total $7,815,326.80 for additional construction services for 11713 19/20-30 Main Water Plant Improvements Project. H. Approval to increase purchase order 439340 for additional services by Beachler Enterprises, Inc., dba Florida Electric Motor Service, in the amount of, $36,000 making the new total $90,000. I. Approve the proposal to consider Vehicle #201 as surplus, send to auction and sell to the highest bidder. J. Commissioner Austin moved to approved Resolution No. 3139. Approve Resolution No. 3141, to amend the Classification and Pay Plan to re- classify on Full -Time Equivalent Utility Engineering Technician in the Public Works/Utilities Department to one additional Utility Systems Engineer. The estimated fiscal impact for the remaining FY 2022/2023 is $15,468 and $61,870. [Commission Memo 23-118] Commissioner Austin moved to approve Resolution No. 3141. Seconded by Commissioner Wiggins and carried by vote of the Commission as follows: Mayor Woodruff Aye Vice Mayor Britton Aye Commissioner Wiggins Aye Commissioner Austin Aye Commissioner Mahany Aye 9) CITY ATTORNEY'S REPORT 10) CITY CLERK'S REPORT CITY COMMISSION MINUTES JUNE 269 2023 REGULAR MEETING Ms. Houchin, reminded the Commission the deadline to complete Financial Form I is due to the Supervisor of Elections by July 3. 11) CITY MANAGER'S REPORT Mr. Bonaparte handed out the monthly report. 12) CITIZEN PARTICIPATION Commander Don Smith from the American Legion asked for the City's permission to place a canon and the American Flag on the easement of their property. Chris Smith, Project Manager, said he would get with the Public Works Staff and go out to the property tomorrow to look at the location. 13) CITY COMMISSION REPORTS Vice Mayor Britton said the Juneteenth Celebration was a success. She would like to see the City be more involved next year. Vice Mayor Britton asked for the City to send a card to Ms. Inez Bowman for her 100`h Birthday. After a brief discussion, the consensus was to send a card and flowers. Vice Mayor Britton suggested the City get a jump on the maintenance of the storm drains prior to another major storm. She suggested communicating better with the residents. She expressed disappointment on how the boil water notice was handled this past weekend. Overall, the City Staff needs to work on improving their communication. Vice Mayor Britton said the downtown street parking is getting terrible and would like to discuss at a Work Session. Vice Mayor Britton made a motion of no confidence of the City Manager. Seconded CITY COMMISSION MINUTES JUNE 26, 2023 REGULAR MEETING by Commissioner Austin. During a lengthy discussion Vice Mayor Britton expressed her dissatisfaction with the City Manager's communications. It has been non-existent with the Commission. There is a lack of trust, effectiveness and operations. She expects to have a City Manager that exceeds her expectations. Vice Mayor Britton said the Assistant City Manager has too much on his plate during his training to be an effective assistant. Commissioner Austin concurs with Vice Mayor Britton. He said that Friday night was a nightmare. He said water breaks are important to our customers and communications need much improvement. He said he has about asking about Lily Court. The day-to-day operations are terrible. The City Manager's report says nothing about what the City Manager is doing. He said he was at a public meeting on Wednesday night were he heard about who the City hired as the Economic Development Director. The Commission should have received this information as soon as the decision was made, not from the public or a press release. Commissioner Wiggins said he speaks with the City Manager and receives feedback. If there is a problem, Commissioner Wiggins and the City Manager work it out together. Commissioner Mahany said she has no problem reaching out to the City Manager. She said she might not agree with all of his decisions. She saw the boil water notice on Facebook. Commissioner Austin said the call in system is still not working properly. Mayor Woodruff said he understands the Commissioners concerns. He is not to the point where he thinks the City Manager is a problem to the City. Commissioner Wiggins has a new program in District 2 called Second Chance You. This program teaches people to work on HVAC systems and provides job placement. Commissioner Wiggins has a soft opening for Tru Health on July 24, 2023 with the grand opening on August 9, 2023. Commissioner Wiggins thanked the Sanford Police Department for their assistance with the Picnic project that provided over 300 plus families with groceries. Commissioner Austin said communication procedures should be more proactive. He suggested the City should look into having an Emergency Operations Center for Utilities. Commissioner Mahany asked if there is anything, the City could do regarding the landscaping around the mall. It looks terrible. Mayor Woodruff asked how the City is handling July 0'. Lisa Jones, Parks and Grounds Director, said the City is communicating with vendors, as there is a shift on the footprint of the event due to construction on Seminole Boulevard.
