04-24-2023 WS MinutesCITY COMMISSION MINUTES APRIL 249 2023 WORK SESSION The City Commission of the City of Sanford, Florida, met in Work Session on Monday, April 24, 2023, at 4:00 PM, in the Commission Chambers, 1$` Floor, City Hall, and 300 North Park Avenue, Sanford, Florida. Present: Mayor Art Woodruff Vice Mayor Sheena R. Britton Commissioner Kerry S. Wiggins, Sr. Commissioner Patrick Austin Commissioner Patty Mahany (arrived 4:45 PM) City Manager Norton N. Bonaparte, Jr. City Attorney William L. Colbert City Clerk Traci Houchin Deputy Clerk Cathy LoTempio Mayor Woodruff called the meeting to order at 4:03 PM. 1. Update on Vacuum Sewer System Project Bill Marcous Utilities Support Services Manager, said that staff has made large strides in the Vacuum Sewer Renovations. He said that there continues to be an issue with Main 5 (Palmetto and Sanford Avenue). Staff is pumping on a regular basis and continues to look for a leak in the system (air, not water) which requires a lot of digging and can be very time consuming. Commissioner Austin said that he is still receiving complaints on the answering service and that residents should not have to continue to calling and explain their situation. 2. Presentation — New Agenda Management Software, Peak Agenda by Granicus. Traci Houchin, City Clerk introduced Byron Gillian, Director of Southeast Sales, presented a powerpoint presentation that included the history of the company and how CITY COMMISSION MINUTES APRIL 24, 2023 WORK SESSION they are moving forward. Also, included was the direction that Sanford is moving in with digital agendas and an approximate time line. The Commission briefly discussed how they would like to view the agenda at the dais. 3. Discussion re: Modifications to Schedule H, Downtown Parking Eileen Hinson Planning Director, reviewed the proposed changes to the City's Land Development Regulations (LDR), Schedule H, Parking Requirements. These changes will allow the City to address trends, development and specific requirements. Ms. Hinson said that the modifications within the regulations provide for revenue generating scenarios with a parking Fee in Lieu option, modified parking requirements on certain uses, creation of electric vehicle requirements and other elements that may affect the true cost of parking for the City. 4. Discussion re: 2023 Auditor Committee This is an action item on tonight's agenda. Cindy Lindsay Finance Director, asked the Commission to select a date in July in which to hold budget meetings. After a brief discussion, there was a consensus among the Commission to hold budget meetings on July 10th at 2 PM and if a second meeting is required, it can be held on July 12th or 17th S. Regular Meeting Items — additional information Mr. Colbert explained that the attorney's Office has filed a petition against the FDEP pertaining to the 1,4 Dioxane issue, however, since that time FDEP has taken responsibility for installing additional wells and payment, therefore, he recommends that the Commission dismiss this action at tonight's meeting. Briefing Items APRIL 249 2023 WORK SESSION There was a brief discussion among the Commission pertaining to the homeless issues throughout the City and Deputy Chief Perkins assured them that the Police Department is working on it. 7.
