A. Approve the procurement for services to CPH, Inc., in the amount of, $498,286 for survey, design and permitting for the Georgetown Phase 11 project. B. Approve the procurement for a 2023 Chevrolet Silverado 1500, double cab, 4WD, 5.5' bed, work truck, in the amount of, $40,024 from Alan Jay fleet Sales, for the new Backflow Inspector for the Utilities department. C. Approve the procurement for two lift station rehabilitations, for the Fort Mellon Park Lift Station #2 and the Palmetto Lift Station #5 in the amount of, $100,650 to Danus Utilities, Inc. D. Approve the procurement for consultant services to CPH, Inc., in the amount of, $214,951, for design services related to the Vacuum Pump Station Improvements project. Seconded by Commissioner Wiggins and carried by vote of the Commission as follows: Mayor Woodruff Aye Vice Mayor Britton Aye Commissioner Wiggins Aye Commissioner Austin Aye Commissioner Mahany Aye CITY COMMISSION MINUTES APRIL 24, 2023 REGULAR MEETING 9) CITY ATTORNEY'S REPORT City Attorney Colbert asked the Commission to consider dismissing the action filed against the FDEP with regards to the 1,4 Dioxane as FDEP has assumed responsibility to drill and pay for additional wells, rendering this moot. Commissioner Mahany moved to dismiss the action filed. Seconded by Vice Mayor Britton and carried by vote of the Commission as follows: Mayor Woodruff Aye Vice Mayor Britton Aye Commissioner Wiggins Aye Commissioner Austin Aye Commissioner Mahany Aye 10) CITY CLERK'S REPORT 11) CITY MANAGER'S REPORT 12) CITIZEN PARTICIPATION Mayor Woodruff read a comment into the record submitted by Katrina Shadix opposing Item 7.13, the rezone of 275 Meisch Road. 13) CITY COMMISSION REPORTS Vice Mayor Britton asked the Deputy Police Chief if they will be looking at the City's homeless situation and he confirmed that it is something they are working on. Commissioner Wiggins said that he has several events coming up. He thanked Mr. Bonaparte for attending the most recent event at the high school in which he received 'Teacher of the Year' award. Commissioner Austin is concerned with why the City Manager has refused pay raises for the CITY COMMISSION MINUTES APRIL 24, 2023 REGULAR MEETING command staff at the fire department. He said that this was discussed in the Shade meetings that were held and he would like to see the numbers which led to this decision. Mr. Bonaparte confirmed that the non-union supervisors received the same amount as non-union employees. Mayor Woodruff suggested that each Commissioner should meet with the City Manager on an individual basis to discuss. Mayor Woodruff said that the Commission needs to appoint two individuals to the 2023 Audit Committee. Commissioner Mahany moved to appoint Tim Dolan and Rick Russi to the 2023 Audit Committee. Seconded by Vice Mayor Britton and carried by vote of the Commission as follows: Mayor Woodruff Aye Vice Mayor Britton Aye Commissioner Wiggins Aye Commissioner Austin Aye Commissioner Mahany Aye Mayor Woodruff said that he attended the first/last Sanford Middle School Lacrosse match. He said that they only had one scheduled game and hope to expand it further next season. Commissioner Mahany said that the sculptures along the RiverWalk look great, however, she was concerned as she did receive an invite to the ribbon cutting ceremony and as a Commissioner and the liaison to the Art Commission, she should have been notified.
