Approve the audited financial statements of the Sanford Airport Authority for the fiscal years ended in September 3 )0, 2021 and 2022. B. Approve a proposed amendment to the Sanford Airport Authority's FY 2022/2023 Capital Budget of $8,021,611 for the following projects: Runway 9L -27R Rehabilitation, Taxiway Alpha Improvements; Authority Constructed Surface Parking; Cell Phone Lot and Red Cleveland Boulevard Improvements; Control Center Relocation — Furniture; BCA/EA Runway 9R -27L (budgetary decommitment) many of which are programmed with substantial grant funding. C. Approve the recommendation for implementation of the results of the Raftelis 2023 Building Fee Study. D. Approve the procurement of additional services to Xylem Water Solutions USA Inc., for the purchase of miscellaneous Flygt Pumps, in the amount of, $109,000, making the total procurement $160,000. E. Approval of a Worker's Compensation Claim Settlement to Sergeant, Alan McCoy, in the amount of, $75,000. F. Approve the special event permit application for `Four Season Fireworks' for their annual fireworks tent sale, at the Village Market Place parking lot located at 3820 Orlando Drive, from Friday, June 16, 2023 through Wednesday, July 5, 2023. I. Approve the special event permit application, a noise permit and an alcohol permit, for the `Trucks Gone Wild — Trucks Tugs' from 5 — 1.0 PM on Saturday, July 29, 2023, with road closures from 2 PM — Midnight. J. Approve the special event permit application, with a noise permit, for the '14 1h Annual Turkey Day 5K', on Thursday, November 23, 2023 at 8 AM with road closures from 5 —10 AM. K. Approve the special event permit application, with a noise permit, for the 2nd annual `Christmas in Goldsboro' from Noon — 6 PM on Saturday, December 16, 2023, with a road closure from 11AM — 7 PM. Approve the Preliminary Subdivision Plan for Queens Crossing at 4430 Canyon Point based on consistency with the Land Development Regulations, the approved I'D Master Plan, and the Comprehensive Plan. Approve Resolution No. 3130, to amend the Classification and Pay Plan to reclassify a Full -Time Equivalent (FTE) Equipment Operator 11 position in the Public Works/ Utilities Department, to a Full -Time Equivalent (FTE) Maintenance Worker. There are no costs associated with this item as modification is from a higher vacant position to a lower vacant position. Approve Resolution No. 3131, to amend the Classification and Pay Plan, to temporarily add an additional Full -Time Equivalent (FTE) Public Works Project Manager in the Public Works and Utilities Department, allowing the current Project Manager time to train the new Project Manager prior to retiring. The estimated impact for the remaining FY 2022/2023 is $33,046. [Commission Memo 23-099] Commissioner Austin moved to approve Resolution No. 3131. Seconded by Vice Mayor Britton and carried by vote of the Commission as follows: Mayor Woodruff Aye Vice Mayor Britton Aye Commissioner Wiggins Aye Commissioner Austin Aye D. Approve Resolution No. 3132, to amend the Classification and Pay Plan to add 0.75 Full -Time Equivalent (FTE) Docent position to the Parks and Recreation Department at the Museum. This is a grant -funded position with the fiscal impact for the remainder of FY 2022/2023 being $10,128, an estimated cost of $30,384 for FY 2023/32024. However, the 0.75 FTE would terminate if not funded in FY 2023/2024. [Commission Memo 23-100] Commissioner Austin moved to approve Resolution No. 3132. CITY COMMISSION MINUTES MAY 22, 2023 REGULAR MEETING Commissioner Wiggins Aye Commissioner Austin Aye Approve Resolution No. 3133, to amend the budget, in the amount of, $847,583, for a procurement of design services related to future Fire Station #40 with The Lunz Group. [Commission Memo 23-101] Vice Mayor Britton moved to approve Resolution No. 3133. Approve Resolution No. 3134, amending the City budget in the amount of, $847,583, and various procurements of equipment and services for the Mayfair Country Club. Approve Resolution No. 3135, to amend the budget in the amount of, $1,250,000, accept a grant from the Florida Department of Envirom-nental Protection (FDEP) and execute the grant agreement with FDEP (Agreement No. WG085) for the Sanford Nutrient Reduction Lake Monroe Watershed Project. Seconded by Vice Mayor Britton and carried by vote of the Commission as follows: Mayor Woodruff Aye Vice Mayor Britton Aye Commissioner Wiggins Aye Commissioner Austin Aye 9) CITY ATTORNEY'S REPORT 10) CITY CLERK'S REPORT 11) CITY MANAGER'S REPORT Mr. Bonaparte has two additional items. The City took some members of the Mayor's Youth Council and the Young Men and Woman of Excellence to attend the Legislative Sessions in Tallahassee and requesting per them assistance, in the amount of, $1,803.97 from Commissioner Wiggins' Fund. After a brief discussion, Commissioner Austin moved to approve split the payment of $1,803.97 to the City for per them expenses from Commissioner Wiggins' and Vice Mayor Britton's fund. Seconded by Commissioner Wiggins and carried by vote of the Commission as follows: Mayor Woodruff Aye Vice Mayor Britton Aye Commissioner Wiggins Aye Commissioner Austin Aye Mr. Bonaparte said on June 11, 2012 the City approved a policy allowing all Regular Full -Time employees a Safety Incentive Bonus. The City would like to extend this policy to include all Regular Part -Time employees. CITY COMMISSION MINUTES MAY 229 2023 REGULAR MEETING Commissioner Austin moved to approve updating the Safety Incentive Bonus to include Regular Part -Time employees. Seconded by Commissioner Wiggins and carried by vote of the Commission as follows: Mayor Woodruff Aye Vice Mayor Britton Aye Commissioner Wiggins Aye Commissioner Austin Aye Mr. Bonaparte invited everyone to attend the Memorial Day Celebration that begin at 9 AM with a static display of military and first responder vehicles along with the Seminole County State College Brass Band. Then at 10 AM a formal celebration in Veteran's Memorial Park that begins at 10 AM. 12) CITIZEN PARTICIPATION 13) CITY COMMISSION REPORTS Commissioner Wiggins reminded everyone to sign up for the Summer Camp program sponsored by the Central Florida Urban League. Next Thursday is the Community Meeting at West Side Community Center to begin at 6 PM. His monthly food give-away will be this Friday at 3PM at 701 Orange Avenue. Mayor Woodruff said this weekend was the Emancipation Day Celebration held at Hopper Academy was a very nice event with increased participation from the public.
