AN ORDINANCE OF THE CITY OF SANFORD, FLORIDA,
REQUIRING MANDATORY REFUSE PICKUP IN THE CITY
OF SANFORD AND AMENDING SECTIONS 11-12 OF THE
SANFORD CODE BY ESTABLISHING A PROCEDURE TO
WAIVE REFUSE PICKUP RATES FOR CERTAIN
HOUSEHOLDS FALLING BELOW POVERTY INCOME
LEVELS; PROVDING SEVERABILITY, CONFLICTS AND
EFFECTIVE DATE.
BE IT ENACTED BY THE PEOPLE OF THE CITY OF SANFORD,
FLORIDA:
SECTION 1: SECTION ll-l(a) MANDATORY REFUSE SERVICE.
All property owners and any resident on property within the city
limits of Sanford, Florida will be required to have mandatory
refuse pickup beginning on January 1, 1989.
SECTION 2: Section ll-12(f) is hereby added to the
Sanford City Code as follows:
(f) Refuse Collection Fee Waiver
Customer Charge - There shall be a monthly customer
charge for each account. The monthly charge will be the monthly
charge outlined in the Sanford City Code Sections ll-12(a)-(e),
with the exception of the chart outlined below for poverty
guidelines, whereupon refuse pick up will be free to the customer
upon proper application for waiver and verification of
eligibility. The Sanford Scale for free asisstance is as
follows:

SECTION 3: If any section or portion of a section of
this ordinance proves to be invalid, unlawful or
unconstitutional, it shall not be held to impair the validity,
force or effect Of any other section or part of this ordinance.
SECTION 4: That all ordinances or parts of ordinances
in conflict herewith be and the same are hereby revoked.
SECTION 5: That this ordinance shall become effective
on February 1, 1989.
