1870 ORDINANCE N0. 1.879 AN ORDINANCE OF THE CITY OF SANFORD, FLORIDA, TO ADOPT THE 1988 AND 1987 REVISIONS TO THE 1985 EDITIONS OF THE MECHANICAL CODE, GAS CODE, PLUMBING CODE, HOUSING CODE, STANDARDS FOR THE INSTALLATION OF ROOF COVERINGS, BUILDING CODE, AND THE 1986 EDITION OF THE ELECTRICAL CODE AS AMENDED; PROVIDING FOR SEVERABILITY, CONFLICTS AND EFFECTIVE DATE. WHEREAS, it iS the desire of the City Commission of the City of Sanford, Florida, to adopt the 1986 and 1987 Revisions to the 1985 Editions of the various Standard Codes relating to mechanical, gas, plumbing, housing, installation of roof coverings, building and electrical codes; and WHEREAS, the adoption of the revisions to these Codes is done to facilitate proper inspection activities by the City of Sanford, Florida, relating to construction and to maintenance of buildings within the corporate limits of said City and relating to the prevention of hazards such as fire; and WHEREAS, the adoption of the revisions to the Codes is done to facilitate proper inspection activities by the City of Sanford, Florida, relating to construction and to maintenance of buildings within the corporate limits of said City. NOW, THEREFORE, BE IT ENACTED BY THE PEOPLE OF THE CITY OF SANFORD, FLORIDA, that the following revisions to the Codes are hereby adopted by reference as though they were copied herein fully: SECTION 1: Section 16 1/2-1 Adoption of Mechanical Code, Chapter 16 1/2 Mechanical Code of City Code is hereby amended as follows: A. Add Subsection (c) Adoptions of 1986 and 1987 revisions. SECTION 2: Section 12-1 Adoption of Gas Code is hereby amended as follows: Page -1- A. Add Subsection (c) Adoption of 1986 and 1987 revisions. "(c) Adoption of 1988 and 1987 Revisions. The 1986 and 1987 Revisions to the Standard Gas Code, 1985 Edition, as prepared by the Southern Building Code Congress, are hereby adopted by the City, one copy of which code is filed in the office of the City clerk as a matter of permanent record of the City, and the matters and contents therein are made a part of this chapter by references fully and completely as if set forth herein, and such copy shall remain on file in said office available for public inspection." SECTION 3: Section 19-1 Adoption of Standard Plumbing Code, Article I, Chapter 19, of the Sanford City Code is amended asfollows: A. Add Subsection (c) Adoption of 1986 and 1987 revisions. "(c) Adoption of 1986 and 1987 Revisions. The 1986 .and 1987 Revisions to the Standard Plumbing Code, 1985 Edition, as prepared by the Southern Building Code Congress International, Inc., and a copy of same is filed in the office of the City Clerk as a matter of permanent record of the City, and the matters and contents therein are made a part of this chapter by reference as fully and completely as if set forth herein, and such copy shall remain on file in said office available for public inspection." SECTION 4: Section 14.1 Adoption of Standard Housing Code, prepared by the Southern Building Code Congress is amended as follows: A. Add Subsection (b) Adoption of 1986 and 1987 revisions. "(b) Adoption of 1986 and 1987 Revisions. The 1986 and 1987 Revisions to the Standard Housing Code, 1985 Edition, as Page -2- prepared by the Southern Building Code Congress International, i~c., and a copy of same is filed in the office of the City Clerk a matter of permanent record of the City, and the matters and contents therein are made a part of this chapter by reference as fully and completely as if set forth herein, and such copy shall remain on file in said office available for public inspection." SECTION 5: Section 6-10 Standard For The Instal- lation Of Roof Coverings is amended by adding: A. Add Subsection (c) Adoption of 1986 and 1987 revisions to the Installation of Roof Coverings, 1985 Edition, as prepared by the Southern Building Code Congress International, Inc. are hereby adopted by the City with the following revisions: 108.4.2 Fire retardant treated wood shakes as Class B roof coverings. Limited to 15/31-in minimum plywood decks or nominal 2-in or thicker. T & G lumber provided with an underlayment of 0.002-in polyethylene coated steel foil and an interlayment of one layer of labeled type 30 asphalt felt between shake courses. One copy of same is filed in the office of the City Clerk as a matter of permanent record of the City, and the matters and contents therein are made a part of this section by reference as fully and completely as if set forth herein, and such copy shall remain on file in said office available for public inspection." SECTION 8: Section 8.1 Adoption of Standard Building Code, Article 1, Chapter 6, of the City of Sanford is amended as follows: ] A. Add Subsection (c) Adoption of 1986 and ~987 revisions to the Standard Building Code, 1985 Edition, as prepared by the Southern Building Code Congress International, Inc., are hereby adopted by the City with the following revision: Section 702.1.3: amend to read as follows: 702.1.8 All other partitions required to have a fire resistance rating shall extend from the top of the floor below to the ceiling above and shall be securely attached thereto. In all multi-family units with attic above, firewall Page -3- between units will extend from floor to under side of roof sheathing. Where said ceiling is not a part of an assembly having a fire resistance rating at least equal to that required for the partition, the partition shall be constructed tight against the floor or roof deck above. The design of the partitions or ceilings and any openings shall be such as to prevent spread of smoke to the corridor. One copy of same is filed in the office of the City Clerk as a matter of permanent record of the City, and the matters and contents therein are made a part of this section by reference as fully and completely as if set forth herein, and such copy shall remain on file in said office available for public inspection." New Section 8.3 is Adopted as follows: National Electrical Code 1986 Edition, as prepared by the National Fire Protection Agency is hereby adopted as the electric code of the city, one copy of which code is on file in the office of the city clerk as a matter of peremanent record of the city and the matters and contents therein are made a part of this chapter by reference as fully and completely as if set forth herein, and such copies shall remain on file in said office available for public inspection. SECTION 8: If any section or portion of a section of this ordinance proves to be invalid, unlawful or unconstitu- tional, it shall not be held to impair the validity, force or effect of any other section or part of this ordinance° SECTION 9: That all ordinances or parts of ordinances in conflict herewith be and the same are hereby revoked.
