1783 ORDINANCE NO. 1783 AN ORDINANCE OF THE CITY OF SANFORD, FLORIDA, TO ADOPT THE 1985 EDITIONS OF THE BUILDING, PLUMBING, MECHANICAL, GAS AND HOUSING CODES AS AMENDED; PROVIDING FOR SEVERABILITY, CONFLICTS AND EFFECTIVE DATE. WHEREAS, it is the desire of the City Commission of the City of Sanford, Florida, to adopt the 1985 editions of the various Standard Codes relating to building, plumbing, mechanical, gas and housing codes; and WHEREAS, the adoption of the amendments to these Codes is done to facilitate proper inspection activities by the City of Sanford, Florida, relating to construction and to maintenance of buildings within the corporate limits of said City and relating to the prevention of hazards such as fire; and WHEREAS~ the adoption of the new Codes is done to facilitate proper inspection activities by the City of Sanford, Florida, relating to construction and to maintenance of buildings within the corporate limits of said City. NOW, THEREFORE, BE IT ENACTED BY THE PEOPLE OF THE CITY OF SANFORD, FLORIDA, that the following amendments to the Codes and new Codes are hereby adopted by reference as though they were copied herein fully: SECTION 1: Section 6-1 Adoption of Standard Building Code, Article I, Chapter 6, of the Sanford City Code is amended as follows: A. Delete existing City Code subsections (a), (b) and (c) in their entirety. B. Add Subsection (a) Adoption of 1985 edition. The Standard Building Code, 1985 edition, prepared by the Southern Building Code Congress, is hereby adopted in its entirety by the City. One copy of same is filed in the office of the City Clerk as a matter of permanent record of the City, and the matters and contents therein are made a part of this section by references as fully and completely as if set forth herein and such copy shall remain on file in said office available for public inspection. C. Section 6-1.1 Building Code amended is amended by deleting existing City Code subsections 102.1, 102.2, Chapter XXIII, 403.2 and 901.6 in their entirety. D. Section 6-1.1 Building Code amended is amended by adding: 1. Chapter XXIII of the Standard Building Code, entitled "Signs and Outdoor Displays" is hereby deleted in its entirety. 2. Appendix A, Subsection AlO1.4.1 and A101.4.2 of the Standard Building Code, entitled "Building Official Qualifications" and "Inspector Qualifications" are hereby deleted in their entirety. 3. Subsection 403.2 of the Standard Building Code, entitled "Tenant Separation", is hereby amended to read as follows: "In a building, or portion of a building of a single occupancy classification, when enclosed spaces are provided for separate tenants, such spaces shall be separated by not less than one-hour fire resistance. EXEMPTION: Regardless of type of construction, nonrated partitions may be constructed within rooms or spaces in buildings not exceeding 3,000 total square feet in area of Group B-Business and S-Storage occupancies, provided smoke detectors are located within each tenant area." 4. Add Subsection lO1.5.1.a entitled, "Maintenance" to read as follows: "All buildings or structures, both existing and new, and all parts thereof, shall be maintained in a safe and sanitary condition. All devices or safeguards which are required by this Code in a building when erected, altered, or repaired, shall be maintained in good working order. The owner, or his desig- nated agent, shall be responsible for the maintenance of building and structures." E. Section 6-10 Standard for the installation of roof coverings is amended by deleting this section of the City Code in its entirety. F. Section 6-10 Standard for the installation of roof coverings is amended by adding: The 1985 edition of the Standard for the Installation of Roof Coverings, as prepared by the Southern Building Code Congress, is hereby adopted by the City, one copy of which is on file in the office of the City Clerk as a matter of permanent record of the City and the matters and contents therein are made a part of this Chapter by reference as fully and completely as if set forth herein, and such copies shall remain on file in said office available for public inspection. SECTION 2: Section 19-1 Adoption of Standard Plumbing Code Article I, Chapter 19, of the Sanford City Code, is amended as follows: A. Delete existing City Code subsections (a), (b), (c) and (d)(a) in their entirety. B. Add Subsection (a) Adoption of 1985 edition. The 1985 edition of the Standard Plumbing Code, as amended, as prepared by the Southern Building Code Congress International, Inc., is hereby adopted by the City, and a copy of which is filed in the office of the City Clerk as matter of permanent record of the City, and the matters and contents therein are made a part of this Chapter by reference as fully and completely as if set forth herein, and such copy shall remain on file in said office available for public inspection. C. Section 19-3 Amendments to code is hereby amended by deleting existing City Code subsections 102.2, 1210.1(b), 1213.7(a) and Table 505 in their entirety. D. Section 19-3 Amendments to code is hereby amended by adding: 1. Appendix A, subsection A101.4.2 of the Standard Plumbing Code, entitled "Inspector Qualifications" is hereby deleted in its entirety. 2. Subsection 1210.1.2 of the Standard Plumbing Code, entitled "Under Ground" is hereby amended to read as follows: "Inaccessible water distribution piping under slabs shall be copper water tube minimum type L, brass, cast iron pressure pipe or galvanized steel pipe, all to be installed with approved fittings or bends, or polybutylene (PB) plastic pipe or tubing without joints. Any materials subject to corrosion shall be protected when used in corrosive soils. Copper water tube under slab shall be a continuous loop, or all approved fittings must be silver soldered." 3. Table 500 of the Standard Plumbing Code, entitled "Materials for Plumbing Installations" is amended by deleting from the list of materials "Concrete sewer pipe". 4. Subsection 1213.7.1 of the Standard Plumbing Code, entitled "Safety Pans and Relief Valve Waste" is amended to read as follows: "When water heaters or hot water storage tanks are installed above the ceiling level, the tank or heater shall rest in a galvanized steel or metal pan of equal corrosive resistance having a thickness at least equal to a twenty-four-guage galvanized sheed steel, AND ADD: except in garages not on the same floor level as residence." SECTION 3. Section 16 1/2-1 Adoption of Mechanical Code, Chapter 16 1/2 Mechanical Code of City Code is hereby amended as follows: A. Delete existing City Code subsections (a), (b) and (c) in their entirety. B. Add: Subsection (a) Adoption of 1985 edition. The 1985 edition of the Standard Mechanical Code as prepared by the Southern building Code Congress International, Inc., as amended, is hereby adopted by the City, and a copy of same, as amended, is filed in the office of the City Clerk as a matter of permanent record of the City, and the matters and contents therein are made a part of this Chapter by reference as fully and completely as if set forth herein, and such copy shall remain on file in said office available for public inspection. C. Section 16 1/2-1.1 Amendments is hereby amended by deleting existing City Code sections and subsections 106, 111 and 112, 302.2(A)3, 504(A), 512, 603.1, 605.2, 608(g)(3) and Chapter VIII in their entirety. D. Section 16 1/2 1.1 is hereby amended by adding: 1. Appendix C, subsection CiO1 of the Standard Mechanical Code, entitled "Permit Fees" is hereby deleted in its entirety. 2. Subsection 105 of the Standard Mechanical Code, entitled "Board of Adjustment and Appeals" is hereby deleted in its entirety. 3. Subsection 302.2 paragraph (3) of the Standard Mechanical Code, entitled "Labeling" is hereby amended to read as follows: "Where such appliance is located in an equipment room, such room shall have an opening or door or passageway thereto large enough to permit removal of the largest piece of the appliance." 4. Subsection 504.1.1 of the Standard Mechanical Code, entitled "Joints, Seams and Connections" is hereby amended to read as follows: "Joints and seams shall be securely fastened and made substantially air- tight with glass-fab and mastic. All slip joints shall have at least a one- inch lap which is mechanically fastened." 5. Subsection 512.2 of the Standard Mechanical Code, entitled "General", first paragraph is hereby amended to read as follows: "No room, attic, void, hollow or concealed space shall be used as an integral part of a duct system, or "Plenum", unless the component parts of such space are constructed entirely of noncombustible material and/or properly protected by means of fire dampers and/or fan cut-off controls so as to restrict the spread of fire, and arranged so as to protect the fire- resistiveness of the assembly; for exception see Section 509. Such chambers shall not be used for storage or occupational purposes. Public exit halls in hotels, hospitals, institutions and similar occupancies and in multi- family houses shall not be used as plenums. Stairway enclosures connecting two (2) or more stories shall not be used as plenums." 6. Subsection 603.1 of the Standard Mechanical Code, entitled "General" is hereby amended to delete the words, "sanitary sewer drain" from the first sentence. 7. Subsection 605.2 of the Standard Mechanical Code, entitled "Bleed-Off" is hereby amended to read as follows: "All cooling tower, water-cooled air conditioner, and heat pump bleed-off and drain lines shall be extended to a storm sewer drain unless connected to lawn sprinkler system. Such drains shall not in any case be allowed to drain into sanitary sewer drain. Cooling tower drains shall not in any case be allowed to drain into yards, streets, or alleys, or on the roof of a building which drains into such areas." 8. Chapter VIII of the Standard Mechanical Code, entitled "Electrical Requirements" is deleted in its entirety and replaced with the following amendment: "Chapter VIII. Electrical Requirements All electrial requirements shall conform to the National Electrical Code NFPA 70." SECTION 4: Section 12-1 Adoption of Gas Code is hereby amended as follows: A. Delete existing City Code subsections (a), (b) and (c) in their entirety. B. Add: Subsection (a) Adoption of 1985 edition. The 1985 edition of the Standard Gas Code as prepared by the Southern Building Code Congress, is hereby adopted by the City, one copy of which Code is filed in the office of the City Clerk as a matter of permanent record of the City, and the matters and contents therein are made a part of this chapter by reference as fully and completely as if set forth herein, and such copy shall remain on file in said office available for public inspection. SECTION 5: Section 14-1 Adoption of Housing Code is hereby amended as follows: A. Delete existing City Code subsections (a), (b) and (c) in their entirety. B. Add: Subsection (a) Adoption of 1985 edition. The 1985 edition of the Standard Housing Code, prepared by the Southern Building Code Congress, is hereby adopted by the City and one copy of said code is filed in the office of the City Clerk as a matter of permanent record of the City, and the matters and contents therein are made a part of this chapter by reference as fully and completely as if set forth herein, and such copy shall remain on file in said office available for public inspection. 'C. Section 14-2 Amendments. Keep existing amendment - subsection 307.4 entitled "Care of Premises". SECTION 6: If any section or portion of a section of this ordinance proves to be invalid, unlawful or unconstitu- tional, it shall not be held to impair the validity, force or effect of any other section or part of this ordinance. SECTION 7: That all ordinances or parts of ordinances in conflict herewith be and the same are hereby revoked.
