1649 ORDINANCE NO. 1649 AN ORDINANCE OF THE CITY OF SANFORD, FLORIDA, RESCINDING ORDINANCE NO. 1615, AND ADOPTING A SALARY CLASSIFICATION PLAN EFFECTIVE OCTOBER 1, 1983, PROVIDING FOR SEVERABILITY, CONFLICTS AND EFFECTIVE DATE. WHEREAS, Ordinance No. 1615, passed and adopted September 27, 1982, adopted and amended salary classification of positions of employees of the City of Sanford; and WHEREAS, the City Commission of the City of Sanford, Florida, deems it necessary to adjust the wages of its employees. NOW, THEREFORE, BE IT ENACTED BY THE PEOPLE OF THE CITY OF SANFORD, FLORIDA: SECTION 1: That Ordinance No. 1615 of the City of Sanford, Florida, be and the same is hereby rescinded. SECTION 2: That that certain Salary Classification Plan, dated October 1, 1983, attached hereto and made a part of this Ordinance as fully and completely as though the same were set forth in this section, be and the same is hereby adopted. SECTION 3: If any section or portion of a section of this Ordinance proves to be invalid, unlawfulor unconstitutional, it shall not be held to invalidate or impair the validity, force or effect of any other section~or part'~f this ordinance. SECTION 4: That all ordinances or parts of ordinances in conflict herewith, be and the same are hereby repealed. SECTION 5: This Ordinance shall become effective immediately upon its passage and adoption, and the adjustment of the wages of the employees of the City of Sanford, Florida, shall be effective on October 1, 1983. CITY OF SiNFORD "PAY SCHEDULE i0/1/83 / 1983-84 page 1 of 3 SECTION I - INSTALLATION OF THE PAY SCHEDULE RULE 1. EFFECTIVE DATE OF THE PAY SCHEDULE The Pay Schedule shall be effective October 1, 1983. RULE 2. IMMEDIATE SALARY ADJUSTMENTS A. Employees now below the minimum grade shall be increased to the new minimum. B. Employees who are now between appropriate grades shall be increased ~ to the next higher grade. RULE 3. 'USE OF THE PAY SCHEDULE FOR THE MINIMUM, MAXIMUM AND INTERMEDIATE GRADES OF EACH SALARY RANGE. These rules shall be interpreted so as to piace each employee in the service of the City of Sanford in an appropiate grade of the salary range for the grade to which his/her position has been allocated; provided however, that an employee whose salary on the above effective date of the adoption of the Pay Schedule is above the appropriate salary of his/her grade shall remain at their present salary so long as they remain in their present grade. RULE 4- APPLICATION OF THE PAY SCHEDULE. The City Manager is hereby authorized and directed to put the Pay Schedule into effect. SECTION II- ADMINISTRATION OFT HE PAY SCHEDULE RULE 5. ANNIVERSARY DATE OF EMPLOYMENT IN A GRADE The date that an employee is assigned to the grade shall be the anniversary date in the grade and shall govern salary advances while the employee remains in that grade. RULE 6. NEW ~PPOINTMENTS New appointments shall normally be made at the minimum step of the appropriate pay grade or s~lary range. However, aDDointments under special conditions and onthe recommendation of the City Manager, may be made above the minimum step and in a B grade when such action is determined to be in the best interest of the City of Sanford because of training or experience. RULE 7- 'PERIODIC ADVANCES A. Increases within each appropriate salary. range shall normally be made from the minimum (A) step: The (A) or lowest pay step shall be the probationary or hiring rate. After six months, an employee is eligible for advancement to the next pay step. Should an employee not be considered qualified and advance to the second or (B) step after six months with the City of Sanford, they shall not be retained in the City employment beyond a thirty day period after the six month anniversary date of their employment. The (B) or second step is considered the in~service training 'class. An employee shall remain in this step for a period of one year. Exceptional cases may be considered eligible for advancement to the third step only after completing six months in the (B) step. The (C) or third step is not an automatic advancement from the ~) step. The (C) step pay rate~is considered the normal pay rate for a satisfactory employee. An employee not making the progress he/she should, shall not be advanced to the (C) or third step. D. The(D) or fourth step is reserved for recognition of above satisfactory performance as evidenced by positive evaluation of ability, attitude, initiative and longevity. Advancement to the fourth or (D) step shall only be made after twelve months continuous service period with the City of Sanford in the (C) step. E. The (E) or fifth step is reserved for evidence of continued above satisfactory service with the City of Sanford. An employee is only eligible for this step after twelve months of continuous service with the City of Sanford in the (D) or fourth step. The advancement to the fifth step of the salary range is not automatic and must be evid- enced by positive evaluation of ability, attitude, initiative and longevity. F. The (F) or sixth step is reserved for the employees wh6 have mastered their position and shown continued above satisfactory service with the City of SanfOrd. An employee must have twelve months of continuous service in the (E) or fifth step to be considered for advancement to the (F) step. Factors for evaluating an employee for the fourth, fifth, and sixth, pay steps must be uniformly understood by the department heads. ABILITY: The measure of the demonstrated proficiency of an employee. The know- ledge and skill of the job. It includes the output and accuracy of the employee. Ability alone does not justify an advancement in the pay schedule. .ATTITUDE: Inco~ such factors as alertness, regularity, drive, habits, interest, Co- tiveness and the ability to get along with Other people. INITIATIVE: The measure of an employee's ability to go ahead with a program or work without close supervision, and to do the extra work not necessarily required. LONGEVITY: Is a measure of the loyalty of an employee to the City of Sanford and recognizes that years of service provide for continuity. RULE 8 . ADVANCEMENT PROCEDURE Advancement within the pay schedule shall only~be authorized within the ~propriations provided by the City 'Co~lSsion, aiI changes of the pay steps.shall be initiated by the employee's supervisor and made by a written request of the respective department head and must be approved by the City Manager before becoming final for steps A through C. All advancements for D through F shall require final approval of the City Comm4ssion on the City Manager's recommendation. TEMPORARY, PART-TIME AND OT~ER CATEGORIES A. Part-time employees shall normally be paid at a rate proportional to their hours of work, consistent with the pay schedule.' B. Under special conditions in the interest of the City of Sanford, temporary, part-time and other categories of employees may be paid at a special rate to be determined by the City Commission. RULE 10. INTERPRETATION OF THE PAY SCHEDULE The City Manager is authorized to make necessary administrative inter- ~pretations concerning the pay schedule including personnel actions involving re-employment, leave of absence, suspension and demotion. EXAMPLES OF DUTIES Receives, examines and processes automotive parts and supplies, responsible to prepare necessary documents related to the purchase of supplies, materials and equipment; locates sources of supply and places orders; keeps informed of new products and market conditions and trends; checks quantity and quality of parts received against invoices, waybills and specifications; issues tools, equipment parts, gasoline and other supply items for stock in accordance with prescribed methods; organizes and maintains the stock room, arranging and shelving items; maintains the stock records and perpetual inventories; posts type, quantity, and cost of stock received and issued; maintains records on purchase price information and revises these as conditions change; obtains quotations; operates a vehicle in securing supplies; responsible for cempletion of work orders to include cost of materials, labor, all repairs and necessary information - final reports will be approved by the Lead Mechanic; responsible for general clerical duties related to the operation of the Shop and performs other duties as required. KNOWLEDGE, SKILLS AND ABILITIES .Knowledge of automotive'and related parts, materials and supplies; some knowledge of stock control and inventory methods and procedures; ability.to understand and follow oral and written directions; ability to perform arithmetical computations quickly and accurately; ability to keep inventory records, check and process purchase documents and perform other clerical duties; ability to lift and Carry heavy parts and supplies; ability to establish effective working relationships with vendors, other employees supervisors and the general public. QUALIFICATIONS TRAINING AND EXPERIENCE High school graduation includingor supplemented by technical training in automotive mechanics and some experience involving stores or purchasing activities. SPECIAL REQUIREMENT Possession of a valid Florida Driver's License. 10/1/83 4363 STOREKEEPER {cont. ) · SUPERVISION RECEIVED Work is performed under close supervision of the Shop Coordinator and Lead Mechanic and is reviewed through check of inventory and other records and by observation. SUPERVISION EXERCISED None. LEAD MECHANIC 10/1/83 4077 KIND OF WORK This is skilled mechanical work in the repair and maintenance of motorized vehicles and related utility, public works and parks construction equipment including such items as pumps, saws, compressors and other related equipment. This is also supervisory work in planning, assigning, directing'and scheduling of the work of shop employees. EXAMPLES OF DUTIES Performs mechanical repairs, adjustments, overhauls, major and minor tuneups, replacement of parts, rebuilding or other skilled mechanical work required in the repair and maintenance of motorized vehicles and construction equipment and other light and heavy equipment. Exercises lead supervision over the work of mechanics engaged in the mechanical repair and preventative maintenance of vehicles and public works or utilities equipment. Ensures that work is completed in a safe, efficient and timely manner; assists in establishing work standards and policies for equipment repair and maintenance; confers with Shop Coordinator reference the development of long-range equipment and preventative · maintenance programs of each Department; ensures completion of time,' material and equipment maintenance and repair records; coordinates the purchasing, control and inventory of parts and supplies; assists in budget preparation, control of expenditures and preparing cost estimates; may recommend initiation of personnel actions for subordinate personnel, subject to the review and approval of the Shop Coordinator; operates gas and/or electric welding equipment; ensures that work area is kept clean and orderly; performs other duties as required. KNOWLEDGES, SKILLS AND ABILITIES Considerable knowledge of the practices, methods, tools and materials used in the maintenance and repair of automotive, construction and related equipment; considerable knowledge of the operating principles of gasoline and diesel engines, hydraulic systems, and of mechanical components of automotive, construction and related equipment; considerable knowledge of the occupational hazards and safety precautions of equipment repair work;'knowledge of the principles and practices of automotive repair shop supervision; skill in the use and care of tools, equipment and materials used in the maintenance and repair of automotive, maintenance, construction and related equipment; ability to prepare reports of mechanical maintenance activities and costs; ability to effectively coordinate employees' work in a manner conducive to high morale and efficiency of the shop; and ability. to deal effectively with other employees, subordinates, management and the general public. LEAD MECHANIC (contd.) 4077 QUALIFICATIONS TRAINING.AND EXPERIENCE High school graduation supplemented by considerable technical automotive and heavy equipment repair experience. SPECIAL REQUIREMENT Possession of a valid Florida Chauffeur's Class Driver's License. SUPERVISION RECEIVED Work is performed under the limited supervision of the Shop Coordinato'r who reviews work in process and upon completion. SUPERVISION EXERCISED Provides close to limited supervision to shop employees consisting of semi-skilled, skilled maintenance and clerical personnel in the City Shop.
