07-10-2023 BWS MinustesCITY COMMISSION MINUTES JULY 109 2023 BUDGET WORK SESSION The City Commission of the City of Sanford, Florida, met in Work Session on Monday, July 10, 2023, at 2:00 PM, in the Commission Chambers, I" Floor, City Hall, and 300 North Park Avenue, Sanford, Florida. Present: Mayor Art Woodruff Vice Mayor Sheena R. Britton Commissioner Kerry S. Wiggins, Sr. Commissioner Patrick Austin Commissioner Patty Mahany Assistant City Manager Craig Radzak City Clerk Traci Houchin Deputy Clerk Cathy LoTempio Absent: City Manager Norton N. Bonaparte, Jr. City Attorney William L. Colbert Mayor Woodruff called the meeting to order at 2:34 PM. 1. Video introductory remarks by City Manager, Norton N. Bonaparte, Jr. 2. Slide presentation by Cindy Lindsay, Finance Director. Ms. Lindsay discussed the budget timeline, budget outlook, operating fund Ad Valorem Taxes and future needs of the City. She said salaries and pensions are increasing. The operating fund increased $1 M due to aging infrastructure. She discussed the budget outlook revenues and expenditures. The City of Sanford is ranked the third lowest City in Seminole County when it comes to paying Ad Valorem Taxes. Some of the City's future needs include: additional firefighters and operation costs for Station 40; addressing the capital needs of the City; legislation regarding the City's financial plan for natural disasters; and the unknown economic environment. CITY COMMISSION MINUTES JULY 109 2023 BUDGET WORK SESSION 3. Commission questions and discussions on slide presentation. Vice Mayor Britton asked how the City can be reimbursed for natural disasters. Ms. Lindsay said the reimbursement is minimal and it takes years to get reimbursed. Going forward, Ms. Lindsay said that the City should take an average of the expenses from previous natural disasters and set aside a fund for this purpose. 4. Presentation of each department's budget by Cindy Lindsay (seeking Commission guidance on what they would like to do) o Cindy Lindsay to go over all funds for the department — general, special, and enterprise. o Seek Commission question after each department's budget has been presented. Ms. Lindsay reviewed each of the department budgets and staff was on hand for any comments or questions. Overall, she said the similarities in each department is that there will be an increase in salaries and operational costs. Mayor Woodruff called for a recess at 4:10 PM. Mayor Woodruff resumed the meeting at 4:20 PM. Ms. Lindsay continued with the review of the remaining department's budgets. There was a lengthy conversation regarding the City's Salary Survey with Fred Fosson, Director of Human Resources and Risk Management. Mr. Fosson would be sending an email to all Directors tomorrow explaining the results of the salary survey, including the steps moving forward. Mr. Fosson would look into an incentive for years of CITY COMMISSION MINUTES JULY 109 2023 BUDGET WORK SESSION service for employees. Ms. Lindsay would provide a list of the personnel numbers from 2010 to current. The current request for additional personnel is as follows: five (5) Finance, two (2) in Finance, one (1) in I.T. and two (2) in Purchasing); one (1) in Streets; one (1) logistics personnel in Fire; and Utilities would have several positions not added yet. Ms. Lindsay said the Public Works and Utilities departments also have several vacant positions available. Mr. Fosson said the City has advertised, has new hire incentives in place and the HR Staff has been promoting the City by attending job fairs. After a lengthy discussion, the positions requested by the Commission are: two (2) Fire logistics; two (2) Fire other; one (1) Purchasing admin; one (1) Human Resources admin; one (1) Recreation — Museum docent; one (1) Stormwater GIS and two (2) LIHEAP positions. 5. Open for further Commission Discussion. 6. Commission discussion on the necessity of another meeting and what will be covered. Due to the time it was decided to discuss capital items and salaries in the Commission Comment section of tonight's meeting. A tentative meeting has been scheduled for July 31, 2023 at 4 PM for an additional budget meeting, if the budget discussions are not completed tonight.
