REGULAR MEETING
The City Commission of the City of Sanford, Florida, met in Regular Meeting on
Monday, July 10, 2023, at 7:00 PM, in the City Commission Chambers, City Hall, 300 North Park
Avenue, Sanford, Florida.

6) CONSENT AGENDA [Commission Memo 23-119]
Commissioner Austin pulled Consent Item 6.1) for further discussion.
A. Approve the tentative millage rate of 7.325, and to schedule the first public hearing
on the proposed FY 2023/2024 budget on Monday, September 11, 2023, at 7PM at
City Hall in the Commission Chambers.
B. Approve to increase purchase order #38842, in the amount of, $80,000 bringing the
new total to $380,000 for the purchase of additional sodium hypochlorite (liquid
chlorine) for the City's water and wastewater facilities to Odyssey Manufacturing
Company.
C. Approve a procurement of services to W. W. Gay Mechanical Contractors, in the
amount of, $89,719, for two air conditioner replacements at the Dr. Velma Williams
Westside Community Center.
D. Approval for City staff to begin competitive bid solicitation process for Monroe
Hall's flooring restoration project.
E. Add-on Item: Approve the selection and contract award for independent audit
services to MSL CPAs & Advisors, in the amount of, $74,000 for FY 2023

increasing $2,000 per year for the years 2024 through 2027.

After a brief discussion, Commissioner Austin suggested asking the Community
Redevelopment Agency (CRA) if they would contribute to the cost of the flooring at Monroe Hall.
Pamela Lynch, Acting Economic Development Director/ Economic Development Project
Manager, said she would ask the CRA at their next meeting.

B. Approve Resolution No. 3144, to re-classify two budgeted and vacant positions in
the Parks and Recreation Department, Parks and Grounds Division Maintenance
Worker positions to fund an Irrigation Technician and a part-time Maintenance
Worker, with a fiscal impact for FY 2022/2023 of $22 and a fiscal impact for FY
2023/2024 of $131, including benefits. [Commission Memo 23-124]

Jon Paul resident and owner of Athlete University, introduced himself and
provided brief details of him and his wife's business. The University offers student services for all
ages, afterschool care, counseling, and activities. They have partnerships with Aviation School
and other local businesses.
13) CITY COMMISSION REPORTS
Continued budget discussion from budget work session.
Fred Fosson, Director of Human Resources and Risk Management said an email
would be sent to all the Directors tomorrow regarding the salary survey. The City would look into
giving staff a longevity bonus in October.
Mayor Woodruff asked how Finance determines what is selected for capital items.
Cindy Lindsay, Director of Finance, said the departments rank the items prior to submitting them
to finance. Ms. Lindsay said they build a list from there until there are no more funds available.

Mayor Woodruff then asked why the Fire Department has so many items on the list. Ronnie
McNeil, Fire Chief, said there are trucks for Station 40 that have a two to three-year lead-time,
therefore, it is important to get these vehicles ordered now.
Mayor Woodruff asked about the Civic Center repairs. Lisa Jones, Director of Parks
and Recreation, said she would meet with Julie Scofield, Historic Preservation Planner. She
explained that the grant cannot be used for maintenance, therefore, some of the items were divided
up.
Commissioner Austin asked if there is a grant the City could get for the front
entrance of the museum.
Vice Mayor Britton asked about the Street Light Project on Persimmon Avenue.
Mike Cash, Public Works Manager, said it is a safety improvement project for the street lights
located at Persimmon Avenue and SR 46.
Mayor Woodruff requested a wish list of the following: Finance to provide the
numbers of obtaining an in-house City Attorney; a logistic person for the Fire Department; a
Docent for the Museum; and LIHEAP personnel.
Vice Mayor Britton, thanked staff for a great 4th of July event. A special
thank you to Alvarise James, Ebony Pizarro and Buffy Beck from the Recreation Department for
going above and beyond. She loved the Food Trucks at the event.
Commissioner Wiggins thanked staff for an awesome job at the 4th of July event.
On July 27, 2023, he is hosting his `Backpack Back to School Program' after his Community
Meeting.

Vice Mayor Britton is hosting a `Back to School for Teachers' event at the Civic
Center in August the Sunday before school starts. She would like to use her remaining
Commissioner Funds for the public purpose to supply Sanford teachers with school supplies. After
a brief discussion. Commissioner Austin moved to approve using the following amounts, from the
following funds: $3,533 from Vice Mayor Britton; $300 from Commissioner Wiggins; $500 from
Commissioner Austin; and $500 from Commissioner Mahany, for a public purpose. Seconded by
Commissioner Wiggins and carried by vote of the Commission as follows:

Commissioner Austin asked if he could use some of his Commission Funds for a
public purpose with the `Young Men of Excellence' at the 9"' Grade Center. After a brief
discussion. Commission Mahany moved to approve using the following amounts, from the
following funds: $1,000 from Commissioner Austin and $500 from Commissioner Mahany for a
public purpose. Seconded by Vice Mayor Britton and carried by vote of the Commission as

Commissioner Austin expressed frustration regarding the communications with the
`Boil Water Notices'. The City should have a faster response time. He said these notices are
becoming more frequent. He indicated that the Utilities Master Plan has not been updated since
1999 and that the City should have an updated GIS mapping of the stormwater, water and sewer
lines throughout the City. He requested a map of the system and all the equipment on hand. Bill
Marcous, Utilities Support Services Manager, said the department is currently working on
addressing his concerns. He is working with the City's I.T. Departments on communications. The
Utilities staff just finished the Sewer Master Plan and will be working on the Water Master Plan.
Commissioner Mahany expressed how she appreciates all that her fellow
Commissioners do for the children of Sanford. Her neighbor is a teacher and she said that she
would be bringing her to Vice Mayor Britton's back to school event and offered to assist with the
shopping.
Mayor Woodruff thanked staff for another great 4`" of July event.
