1571 ORDINANCE NO. 1571 AN ORDINANCE OF THE CITY OF SANFORD, FLORIDA, TO ADOPT VARIOUS STANDARD CODES AND AMENDMENTS AND REVISIONS THERETO RELATING TO INSPECTION ACTIVITIES OF THE CITY OF SANFORD AND ENFORCE- MENT OF BUILDING PROVISIONS AS PROVIDED IN SAID CODES, PROVIDING FOR SETtERABILITY, CONFLICTS AND EFFECTIVE DATE. BE IT ENACTED BY THE PEOPLE OF THE CITY OF SANFORD, FLORIDA: WHEREAS,~it is the desire of the City Commission of the City of Sanford, to adopt in all respects the various Standard Codes relating the building, gas, electrical, housing, plumbing, mechanical, and WHEREAS, the adoption of these Codes with current amendments is done to facilitate proper inspection activities by the City of Sanford, relating to construction and to mainten- ance of buildings within the corporate limits ofsaid c~tyand relating to the prevention of hazards such as fire; NOW, THEREFORE, BE IT ENACTED BYTHE PEOPLE OF THE CITY OF SANFORD, FLORIDA, that the following Codes are hereby adopted by reference as though they were copied herein fully: SECTION 1: That Section 6-1 of Chapter 6, entitled "Buildings" of the Sanford City Code be amended to read as follows: The Standard Building Code, 1979 edition, and Appendix D, prepared by the Southern Building Code Congress, together with the 1980 and 1981 revisions to the 1979 edition are hereby adopted in their entirety by the city. One copy of same is filed in the office of the city clerk as a matter of permanent record of the city, and the matters and contents therein are made a part of this section by reference as fully and completely as if set forth:herein, and such copy shall remain on file in said office available for public inspection. SECTION 2: That Section 12-1 of Chapter 12 entitled "Gas Code" of the Sanford City Code be amended to read as follows: The Standard Gas Code, 1979 edition, prepared by the Southern Building Code Congress, together with the 1980 and 1981 revisions to the 1979 edition, are hereby adopted by the city, one copy of which is in the office of the city clerk as a matter of permanent record of the city, and the matters and contents therein are made a part of this chapter by reference as fully and completely as if set forth herein, and such copy shall remain on file in said office avail- able for public inspection. SECTION 3: That Section 8-3 of Chapter 8 entitled "Electricity" of the Sanford City Code be amended to read as follows: The NationalsElectrical Code of 1981 as prepared by the National Fire Protection Association, as amended by Central Florida Advisory Code Committee Notice G, and further amended as follows: "Aluminum conductors shall not be installed and used in any residential, commercial or other structures hereafter altered, built, constructed, erected, repaired or moved into the City of Sanford, Florida, with the exception of No. 6 AWG and larger conductors for circuits which originate from a panel and terminate at a single de~ice'~", is hereby adopted as the electric code of the city, one copy of which code is on file in the office of the city clerk as a matter of permanent record of the city and the matters and contents therein are made a part of this chapter by reference as fully and completely as if set forth herein, and such copies shall remain on file in said office available for public inspection. SECTION 4: That Section 14-1 of Chapter 14 entitled "Housing Code" of the Sanford City Code be amended to read as follows: The 1979 edition of the Standard Housing Code, together with the 1980 and 1981 revisions to the 1979 edition, prepared by the Southern Building Code Congress, is hereby adopted by the city, and one copy of said code is filed in the office of the city clerk as a matter of permanent record of the city and the matters and contents therein are made a part of this chapter by reference as fully and completely as if set forth herein, and such copy shall remain on file in said office available for public inspection. SECTION 5: That Section 19-1 of Chapter 19 entitled "Plumbing" of the Sanford City Code be amended to read as follows: The 1979 edition of the Standard Plumbing Code, as amended, as prepared by the Southern Building Code Congress International, Inc., together with the 1980 and 1981 revisions to the 1979 edition, is hereby adopted by the city and a copy of which is filed in the office of the city clerk as a matter of permanent record of the city, and the matters and contents therein are made a part of this chapter by reference as fully and completely as if set forth herein, and such copy shall remain on file in said office available for public inspection. SECTION 6: That Section 19-4 be added to Chapter 19 of the Sanford City Code as follows: 19-4 Amendments to the 1980 and 1981 revisions to the 1979 edition of the Standard Plumbing Code. Chapter IV, General Regulations - 407.4 is hereby deleted in its entirety. Chapter XII - 1210.0(b)- "Type M" is hereby amended to read "Type L - with no fittings under slab ex- cept where silver solder is used," and the phrase, "Polybutelene (PB) plastic pipe or tubing" is here- by deleted. Section 1211.8, the following phrase is added, "Air chambers of minimum size 1/2 x 1 x 12 will be allowed in lieu of mechanical water hammer arresters." SECTION 7: That Section 16 1/2 - 1 of Chapter 16 1/2 entitled "Mechanical Code" of the Sanford City Code be amended to read as follows: The 1979 edition of the Standard Mechanical Code as prepared by the SOuthern Building Code Congress International, Inc., as amended, together with the 1980 and 1981 revisions to the 1979 edition, is hereby adopted by the city, and a copy of same, as amended, is filed in the office of the city clerk as a matter of permanent record of the city, and the matters and con- tents therein are made a part of this chapter by reference as fully and completely as if set forth here- in, and such copy shall remain on file in said office available for public inspection. SECTION 8: That Section 16 1/2 - 1.1 of Chapter 16 1/2 of the Sanford City Code is hereby amended to add the following section: Section 608 (g) (3) The words "Schedule 40 PUC" are deleted and the words "ASTM 27-29",.are added. SECTION 9: BE IT FURTHER ORDAINED that within said Codes when reference is made to the duties of certain officials named therein that designated official in the City of Sanford, who has duties corresponding to those of the named official in said Code shall be deemed to be the responsible official insofar as enforcing the provisions of said Code are concerned. SECTION 10: If any section or portion of a section of this ordinance proves to be invalid, unlawful or unconstitutional, it shall not be held to invalidate or impair the validity, force or effect of any other section or part of this ordinance. SECTION 11: All ordinances or parts of ordinances in conflict herewith be and the same are herby repealed. SECTION 12: This ordinance shall become effective immediately upon its passage and adoption.
