SPECIAL JOINT MEETING
The City Commission of the City of Sanford, Florida, met in Special Joint
Meeting with the Sanford Airport Authority (SAA) on Monday, August 28, 2023, at 4:00 PM, in
the City Commission Chambers, Sanford City Hall, 300 North Park Avenue, Sanford, Florida.

The meeting was called to order by Mayor Woodruff at 4:03 PM, at which time
he turned the meeting over to Sanford Airport Authority Jennifer Dane, who called the meeting
to order for the Sanford Airport Authority (SAA).

A. Consider approval by Sanford Airport Authority Board of SAA FY24 Operating and
Capital budgets, including the Employee and Wage Schedule (October 1, 2023 —
September 30, 2024)
Jason Watkins, Executive Vice President and Chief Financial Officer, presented a
power point presentation of the SAA FY24 Operating and Capital budgets. He discussed the
SAA FY23 Highlights, including: Passenger growth; the concessions redevelopment plan,
Sanford Fire Department lease; the 2023 Air Show and Aviation Day; a successful FY22 audit;
Florida Department of Environmental Protection (FDEP) Stormwater Management System
upgrades from a $750K grant; Hurricane Ian Recovery; Fiber loop redundancy project
completion; and new maintenance facility under development. He said the major drivers in the
FY24 are, professional and contract services; office and administrative; utilities, repairs and
maintenance; marketing, advertising and community relations; insurance; and the annual debt
(this is funded entirely by Passenger Facility Charge revenue). Mr. Watkins said there are no
new budgetary positions in FY24.

Jeremiah (Jeremy) Owens, Vice President of Engineering and Maintenance,
provided brief details of the Capital Projects.
Mr. Watkins described the Concessions Redevelopment project. Commissioner
Mahany asked what the process is for vendors to receive a contract to have a business in the
airport. Nicole Martz, President and Chief Executive Officer, said there is a contract with an
external vendor who provides services to airports worldwide.
Todd Payne, Director of Air Service and Commercial Development of the
Orlando Sanford Inc. (OSI) Airport, said OSI has a prime relationship with SSP, the food and
beverage operator. Prime would like to bring Sanford into the airport. There are additional items
that Prime will put out a request for proposal for outside vendors once the Concessions
Redevelopment project is complete. There will be opportunities for additional vendors and food
beverage locations once the project is complete. Ms. Martz said the Concessions Redevelopment
project should be done by April 2024.
George Speake, Executive Vice President and Chief Operating Officer,
announced on October 28 through October 29, 2023 OSI would be hosting the Air Show that
would be featuring the Thunderbirds as the main event. On January 27, 2024, OSI would be
hosting the 6th Annual Aerospace and Aviation Day, a free event that focuses on children from
Kindergarten through College. This event takes place in the hangers where participants set up
booths.
Ms. Dane said the SAA approved the FY 2023/2024 Budget at the previous
meeting.

B. Approval and authorization for the President to execute FAA AIP #3-12-0069-0091-
2023 and C&S Engineers Inc, task order #2023-07 for the Rehabilitation Taxiway
Alpha Design.
After a brief discussion, Mr. Robertson moved to approve Item B. Seconded by Mr.
Bentley and carried by vote of the Committee as follows:

There being no further business, Ms. Dane adjourned the SAA portion of the
meeting at 4:51 PM.

Mayor Woodruff resumed the City Commission portion of the meeting at 4:51
PM.
8. Commission Comments
Commissioner Mahany moved to approve the SAA FY 2023/2024 Operating and Capital
budget including the Employee and Wage Schedule (October 1, 2023 — September 30, 2024).
Seconded by Vice Mayor Britton and carried by vote of the Commission as follows:
