REGULAR MEETING
The City Commission of the City of Sanford, Florida, met in Regular Meeting on
Monday, August 28, 2023, at 7:00 PM, in the City Commission Chambers, City Hall, 300 North
Park Avenue, Sanford, Florida.

6) CONSENT AGENDA [Commission Memo 23-148]
Mayor Woodruff moved to continue Consent Item 1.
A. Approve a procurement, in the amount of, $24,789, to Parkson Corporation, for
repairs to the Aqua Guard Continuous Self -Cleaning Bar, Filter Screen, and Gear
motor located at the South Water Resource Center, making the total amount
provided to the vendor total $83,400.
B. Approve a procurement, in the amount of, $124,000, to Xylem Water Solutions
USA, Inc. for miscellaneous flgyt pumps for the Plants Division of Utilities, making
the total amount provided to this vendor total $264,000.
C. Approve a date change for a previously approved special event permit application
for `Sanford Food Truck Fiesta', from, October 8, 2023 to Sunday, October 15,
2023.
D. Approve a special event permit application, with a noise permit, for `Halloween on
13th Street', from 6 —10:00 PM, on Tuesday, October 31, 2023, with a street closure

E. Approve a special event permit application, with a noise permit, and an alcohol

F. Approve a special event permit application, with a noise permit, and an alcohol
permit, for the `Trucks Gone Wild — Trucks Tugs', from 5 — 10 PM, on Saturday,
January 27, 2024, with street closures from 8 AM — Midnight.
G. Approve a special event permit application, with a noise permit, and an alcohol
permit, for the `Sanford Latin Fest', from 2 — 7 PM on Saturday, April 6, 2024.
H. Approve a plan of action relating to engaging legal counsel relating to PFAS and

9) CITY ATTORNEY'S REPORT
10) CITY CLERK'S REPORT
Traci Houchin, City Clerk, congratulated Cathy LoTempio, Deputy City Clerk on
obtaining her Certified Municipal Clerk (CMC) Designation. She said Ms. LoTempio has been in
the City Clerk's Office for five years and is an asset to the department. Ms. LoTempio thanked the
Commission for the opportunity to attend the classes in order to accomplish her CMC.
11) CITY MANAGER'S REPORT
Mr. Bonaparte congratulated Ms. LoTempio on her accomplishment.
12) CITIZEN PARTICIPATION
Paul Williams, 1408 S. Oak Avenue, said he wants to clear up a misunderstanding
and bad information. He said not all events are moneymakers. However, the local small business
owners benefit from all of the events. If events were moved to the waterfront, the local businesses
would not benefit from them. Mr. Williams said he is originally from a rural town in Texas. He

has lived in Sanford for 22 years and loves Sanford. He thanked Mayor Woodruff for meeting with
him. He said special events are timely and expensive to put together.
Chris McCloud, 415 Virginia Avenue, suggested having Citizen's Participation at
the beginning of the meeting once a quarter. He said the City Manager needs to be held to a higher
regard.
Judy Sarullo, Pet Rescue by Judy, expressed her concerns with stopping special
events. Some of the events help her run her business.
James Davis, Concerned Citizens Task Force, expressed concerns regarding
Goldsboro Housing situations. He is concerned the Choice Neighborhood Initiatives are no longer
going to exist and wants to know what the City is going to do regarding affordable housing for the
residents. He expressed disappointment with his Commissioner.
A local resident of the Historic District, a Holiday Tour of Homes participant
supporter of the special events and the downtown businesses. He expressed disappointment with
his Commissioner.
13) CITY COMMISSION REPORTS
Vice Mayor Britton, opened her office on Wednesday, Thursday and Friday's. She
explained the Sunshine Laws, and how this effects communication between the Commissioners
and the Mayor. She said she is not trying to stop special events. She loves Sanford and wants the
residents to be able to enjoy Sanford after the events are over. She requested to have discussion on
the next Work Session regarding downtown parking and the Mayor's Award.
Commissioner Wiggins mentioned his Monthly Community Meetings. These

meetings are for anyone who wants to attend. He said Goldsboro has a clinic on Historic Goldsboro
Boulevard, new buildings and new housing. He thanked the Masjid for the Back to School Event.
The event provided free backpacks, free haircuts, food and medical.
Commissioner Austin moved to approve using $1,000 from his Commission fund
to donate to Jingle Jam for a public purpose. Seconded by Commissioner Mahany and carried by
vote of the Commission as follows:

Commissioner Mahany expressed her love for small animals. She mentioned social
media could be used as a place to start rumors, can be misunderstanding and put people into bad
spots. She is in support of Jingle Jam. The Cat Show is always during Jingle Jam and the
participants always attend Jingle Jam and she receives very positive feedback from them.
Mayor Woodruff has been working on the City Manager evaluation form and
should have one to distribute at the next meeting.

There was a brief discussion regarding Citizen's Participation and the structure of
Mayor Woodruff explained the Choice Neighborhood awards. The City would not
be eligible for the grant, as it would cost the City $65M. The City is planning on single-family
homes in the Goldsboro Community and is working with the Habitat for Humanity.

in the City. He said the residents want to see the Mayor. In regards to special events, he said he
has never spoken to residents who do not like the events. He said the City and the event applicants
need to find balance. He said he does not attend the events, as he does not like crowds. However,
he does support the special events.
