REGULAR MEETING
The City Commission of the City of Sanford, Florida, met in Regular Meeting on
Monday, September 11, 2023, at 7:00 PM, in the City Commission Chambers, City Hall, 300
North Park Avenue, Sanford, Florida.

E. Mayor Woodruff announced the final hearing of the City's 2023/2024 millage and
budget will take place on Monday, September 25, 2023 at 7 PM in the City
Commission Chambers at Sanford City Hall.
Mayor Woodruff explained the procedure for public participation.
7) CONSENT AGENDA [Commission Memo 23-163]
A. Approve the procurement for a 2024 International MV Flatbed Dump Truck replacing
Street Division Vehicle #63 that was vandalized, in the amount of, $128,460, to
Cumberland Truck Sales.
B. Approve a procurement, in the amount of, $25,000 to Clayton T. Swartz, LLC to purchase
two Swartz Gallery Sculptures to be placed in Artisan Square; 'Festival Red' $10,000
installed in Artisan Square and "Vitality' $15,000 to be installed at the NW comer of Park
Avenue and I" Street.

C. Approve additional road closures for the previously approved special event permit
application for 'Hero Invasion at the Library', from 10 AM — I PM, on Saturday,
September 30, 2023, with street closures from 8 AM — 2 PM.
D. Approve to add additional dates of Friday, September 22, 2023 and Friday November 24,
2023, to a previously approved special event permit application, for 'XTRAVAG8'
including a time change to 6 PM -10 PM, with a traffic lane closure near Elev8.
E. Approval of a special event permit application, with a noise permit, for the 10"' Anniversary
— Shantell's Just Until', from 4 — 10 PM, on Saturday, October 14, 2023, with street
closures from 3 — 11 PM.
F. Approval of a special event permit application, with a noise permit and an alcohol permit,
for the 'Trucks Gone Wild — Trucks Tugs', from 5 — 10 PM on Saturday, with street
closures from 2 PM — Midnight.
G. Approval of a procurement of a 2024 International HV Dump Truck, in the amount of,
$179,023, from Cumberland International Trucks for the Utilities Plants Division.
H. Approve a procurement to Kelly Tractor Co., to purchase a Massey Ferguson, MF6712
Tractor and a Woods BW 15.61 Rotary Mower with deck wings, in the amount of,
$109,626, for the Utilities Plants Division.
1. Approve a procurement to Tradewinds Power Corp. of Miami, in the amount of, $206,755,
for the purchase of three standby lift station generators, for the following locations: Bakers
Crossing; Wynnwood; and Celery Lakes lift stations.

Lowboy Trailer, in the amount of, $115,309, for the Utilities Plants Division.
Approve a procurement of services to Bush, LLC, in the amount of, $14,309.24, making
the total procurements to this vendor total $113,793.24 for the Utilities Plants Division.
Approve the renewal of the City's insurance portfolio that includes Property, Automobile,
Liability and Workers Compensation coverages, with the Florida League of Cities.

10) CITY ATTORNEY'S REPORT.
Mr. Colbert said William Lawton, Esq. of Dean, Ringer, Morgan and Lawton, has
been working on the claims with Lily Court. He is requesting a meeting with the Commission,
Fred Fosson, Director of Risk Management and Lonnie Groot, Assistant City Attorney. This
meeting is not a public meeting. It should take 30 — 45 minutes. Mr. Colbert suggested scheduling
this meeting in October.
11) CITY CLERKS REPORT.
Traci Houchin, City Clerk, stated the board members have expressed an interest to
be reappointed to their board.

13) CITIZEN PARTICIPATION.
14) CITY COMMISSIONER'S REPORTS
Commissioner Mahany inquired the status of the old Mayfair Hotel. Eileen Hinson,
Director of Planning and Mr. Bonaparte are meeting with the owners to discuss the denial of their
application. Tony Raimondo, Director of Development Services said the applicant has outstanding
Code Enforcement violations. He supports the denial of the application. He said the owners have
been starting to maintain the landscaping. Mayor Woodruff suggested the Commission meet with
the owners one on one for updates.
Mr. Bonaparte acknowledged the concern with the Community Development Block
Grant Committee has been resolved. Lonnie Groot, will attend all future meetings.
Craig Radzak presented the Commission with the add-on item that was discussed
in the Work Session regarding the Ocean View Sanford Condo Association Parking Agreement
for the old Wells Fargo parking lot. Commissioner Austin expressed concern regarding the boards

Commissioner Austin reminded the Commission he would be running late at the
September 25, 2023 Work Session.
Mr. Bonaparte reminded the Commission to make a motion to approve the 16%
increase. Commissioner Austin moved to approve for the City to review all general non-union and
USW employees for a total increase of 16% (excluding promotion increases) over the last two
years. If the employee has not received a total of 16% of increases (excluding promotion
increases), they will receive the difference in a Special Equity Adjustment. This includes the City
