10-23-2023 WS MinutesCITY COMMISSION MINUTES en Krn-Vom 6 Sao its ;30g3 OCTOBER 239 2023 WORK SESSION The City Commission of the City of Sanford, Florida, met in Work Session on Monday, October 23, 2023, at 4:00 PM, in the Commission Chambers, Is' Floor, City Hall, and 300 North Park Avenue, Sanford, Florida. Present: Mayor Art Woodruff Vice Mayor Sheena R. Britton Commissioner Kerry S. Wiggins, Sr. Commissioner Patrick Austin Commissioner Patty Mahany City Manager Norton N. Bonaparte, Jr. Assistant City Attorney Lonnie Groot City Clerk Traci Houchin Absent: City Attorney William L. Colbert Deputy City Clerk Cathy LoTempio Mayor Woodruff called the meeting to order at 4:08 PM. Board Interviews for Sanford Airport Authority. This is an action item on tonight's agenda. 2. Presentation — United Arts of Central Florida by Jennifer Evins, President Ms. Evins provided a PowerPoint presentation. She said that Sanford has an amazing art and mural program. She reflected too when murals started out as graffiti and people were using spray paint. Well, that graffiti has now turned cities around. For instance, Philadelphia has one of the leading Mural Arts programs in the world. She said that Mural Arts have made a full-blown change and are now being used to inspire and CITY COMMISSION MINUTES OCTOBER 239 2023 WORK SESSION empower folks in many communities. She encouraged Sanford to continue with the Public Art Commission. 3. Update — Water Meter Project by Bill Marcous, Mr. Marcous presented a power point presentation. Installation has begun for all new construction to comply with the code. The transmitters were not available at the time of installation, but staff will be going back to the meters and installing these as they are now available. The next step will be the installation of the large meters for all commercial sites. The Utilities Department is starting with commercial as their availability was greater than residential. There will be a communication plan put in place to keep residents informed as well as a timetable, however, the project is expected to last two years. 4. Regular Meeting Items 5. Briefing Items 6. City Manager Comments Mr. Bonaparte reminded the Commission that the October City Manger's Report was distributed to each of them at the dais prior to the meeting. Vice Mayor Britton asked staff to provide her with the code or the rules for the store front windows in the downtown area. She would like an update on Pep Boys from Mr. Raimondo. She had a resident contact her regarding a streetlight that was hit at Sanford Avenue and Monroe Meadow that she shared with Mr. Bonaparte as she is CITY COMMISSION MINUTES OCTOBER 239 2023 WORK SESSION uncertain who is responsible for repairing that. And lastly, she shared several e-mails with the Mayor to be read into the record regarding tonight's Item TE Commissioner Austin would like to know if City staff have received pay raises as it is his understanding that they have not. Mr. Fossen explained that all employees have been brought up to equal the 16% that was approved previously. As for the October I pay increases, staff are waiting on the results from MAG to determine how to move forward with longevity pay. There was a consensus of the Commission to move forward with the annual adjustments and address longevity later when the formula is received.
