12-11-2023 WS MinutesCITY COMMISSION MINUTES DECEMBER 119 2023 WORK SESSION The City Commission of the City of Sanford, Florida, met in Work Session on Monday, December 11, 2023, at 4:00 PM, in the Commission Chambers, I" Floor, City Hall, and 300 North Park Avenue, Sanford, Florida. Present: Mayor Art Woodruff Vice Mayor Sheena R. Britton Commissioner Kerry S. Wiggins, Sr. Commissioner Patrick Austin Commissioner Patty Mahany City Manager Norton N. Bonaparte, Jr. City Attorney William L. Colbert City Clerk Traci Houchin Absent: Deputy City Clerk Cathy LoTempio Mayor Woodruff called the meeting to order at 4:08 PM. 1. Discussion re: Signature Events, Commissioner Mahany Commissioner Mahany asked the City Commission to share their thoughts on the City having Signature Events. Vice Mayor Britton said that she supports the idea and is interested in determining the criteria that could be used for this. Some thoughts are what economic impact does the event have on the City, the number of people attending the event, is it a historical event or how long has the event existed. Pam Lynch, Executive Director of the Community Redevelopment Agency (CRA), offered to share with the Commission a list of criteria that the CRA uses in determining funding. After discussion, there was a consensus among the Commission to review the CRA's criteria for funding CITY COMMISSION MINUTES DECEMBER 119 2023 WORK SESSION prior to moving forward and to allow banners for City events once the locations have been established. 2. Presentation re: Artisan Square Restroom Project, Assistant City Manager Craig Radzak Mr. Radzak presented a brief power point pertaining to the artisan square restrooms as well as a model. The Commission agreed to move forward with the restroom as presented. 3. Discussion re: City Clerk Evaluation Mr. Bonaparte has completed the evaluation. He said that he met with the City Clerk, and they discussed the evaluation as well as a request by the City Clerk with regards to a car allowance. The City Manager recommends a 5% COLA and a 2% Merit as well as a $50 car allowance per pay period, retro to October 1, 2023. This will be an action item on tonight's agenda. 4. Discussion re: City Manager Evaluation Mayor Woodruff and the Commission discussed the City Manager's evaluation. There was a consensus among the Commission to provide a 5% COLA adjustment with a 2% Merit, retro to October 1, 2023. This will be an action item on tonight's agenda. 5. Regular Meeting Items — additional information 0 Code Enforcement Foreclosure Action CITY COMMISSION MINUTES DECEMBER 11, 2023 WORK SESSION Tony Raimondo explained the offer being made to the City as consideration for the City subordinating its lien to Mr. Darnell's mortgage and dropping him as a defendant in the case. This will be an action item on tonight's agenda. • Agreement with Allied Universal Security Tony Raimondo explained that the agreement includes evening hours for those boards and committees meeting after hours.
