Approval to award contracts to the three highest ranked firms under RFQ 22/23-12 for Professional Consulting Services which process was implemented under the provisions of the Consultants' Competitive Negotiations Act (CCNA as codified in Section 287.055, Florida Statutes) for various vendors/consultants. B. Approval of the annual funding agreement between the City of Sanford and Metroplan Orlando for FY 2023/2024, to be paid in two payments in the amount of $15,793 for an annual amount of, $31,586. C. Approve to amend the approved spending plan associated with the American Rescue Plan Act (ARPA) Agreement, reallocating $2,000,000 from the Stormwater Pump Branch Improvements from Lake Avenue to 3Td Street to the Mayfair Drainage Improvements. D. Approve an increase to purchase order #38783, in the amount of $10,811, bringing the new total to $109,811, to Municipal Emergency Services for FY 2022/2023, for additional firefighter bunker gear. Approval of a procurement to Inliner Solutions, LLC, in the amount of $1,235,756.50, to complete work under the Florida Department of Environmental Protection (FDEP) Grant Agreement LPA-0554 for continuing work on the project entitled `Nutrient Reduction Relating to Lake Jesup and Lake Monroe'. Approve a procurement for a 2023 Ford F-150 Crew Cab 2WD XL 5.5' Bed 145" WB from Alan Jay Fleet Sales, in the amount not to exceed $45,159 for the Utilities Water Division. N. T. Approve the special event permit application, for `Cars and Coffee', from 9 — 11 AM on the first Sunday of January, February, and March of 2024, with street closures from 8 — 11:30 AM. U. Seconded by Commissioner Wiggins and carried by vote of the Commission as follows: Mayor Woodruff Aye Vice Mayor Britton Aye Commissioner Wiggins Aye Commissioner Austin Aye Commissioner Mahany Aye After a brief discussion the City Commission approved the City Managers annual evaluation. Commissioner Wiggins moved to approve the City Manager's evaluation with 5% COLA, a 2% Merit Increase retroactive to October 1, 2023, with goals to be discussed at a later meeting. Seconded by Commissioner Austin and carried by vote of the Commission as follows: Mayor Woodruff Aye Vice Mayor Britton Aye Commissioner Wiggins Aye Commissioner Austin Aye Commissioner Mahany Aye 12) CITIZEN PARTICIPATION Trenton and Mario Hicks requested additional barricades and security for their event scheduled on December 16, 2023 due to an increase in the number of bands that will be performing, an increase in the number of guests and increased security. After a lengthy conversation, City staff informed Trenton and Mario Hicks their request is denied, due to that late notice and the fact there is the Jingle Jam Event that weekend, the City does not have the staff or materials. 13) CITY COMMISSION REPORTS Vice Mayor Britton had no complaints and great events. She would like to discuss downtown parking and one side parking at a future Work Session. She would like an update on the vacuum sewer project at the next meeting. Commissioner Wiggins said the parade was awesome, thanks to the Cormnission for supporting him. Commissioner Austin said kudos to Parks for the events, Happy Holidays and great music at the tree lighting. Mayor Woodruff said the homeless camps are increasing in Magnolia Square and will need to discuss later. He would like to discuss parking enforcement, parking too close to the curbs, and open containers at the January Work Session. There being no further business, the meeting was adjourned at 9:03 PM.
