CITY COMMISSION MINUTES

WORK SESSION
The City Commission of the City of Sanford, Florida, met in Work
Session on Monday, January 22, 2024, at 5:00 PM, in the Commission Chambers, I"
Floor, City Hall, and 300 North Park Avenue, Sanford, Florida.

Mayor Woodruff called the meeting to order at 5:02 PM.
1. Discussion RE: Downtown Parking — Vice Mayor Britton
Vice Mayor Britton asked staff to research other Cities, with a Historic
District that holds special events in the Historic District, to find out how they deal with
parking and bring solutions back to the Commission. She said there is a big parking
problem at 3`d Street and Palmetto Avenue. The residents are parking on the street where
the curbs are painted yellow, and no enforcement is being made. She shared some photos
and drawings for examples. She asked Cecil Smith, Police Chief, to inform all the
officers who their elected officials are.
Tony Raimondo, Director of Development Services, and Chief Smith
provided procedures regarding parking citations. Mr. Raimondo stated since the Code
Enforcement Officers have become certified, they have issued 242 citations in the past

six months, 40 of those were located downtown. He stated Code Enforcement and the
Police department work closely together. Mr. Raimondo said the Code Enforcement
Officers place the citations on the windshield. Chief Smith stated his officers place
citations on the windshield and attempt to contact the owner of the vehicle. Chief Smith
recommended the City Commission to attend Roll Call and introduce themselves to the
officers, especially since there are many new officers. He told Vice Mayor Britton he
understands her frustration. Chief Smith said the Police Department's focus is keeping
people safe. Vice Mayor Britton said accidents also include people. Commissioner
Mahany recalled the time a resident drove up onto the sidewalk during the Fire
Department Mural Ribbon Cutting.
Mayor Woodruff asked if the officers could start writing citations for all
vehicles that are parked by yellow curbs between I" Street and 3`d Street. Informing the
residents and visitors that they are not allowed to park there. Commissioner Austin
suggested making some of the downtown streets one-way for traffic. Chief Smith
suggested making downtown parking on side streets, on one side only.
Mayor Woodruff asked about additional handicap parking. He mentioned
Mike Cash told him Is' Street is not allowed to have handicapped parking due to
American Disability Act (ADA) requirements.
The Commission had a brief discussion about open container laws.
Commissioner Austin suggested Mr. Raimondo and Chief Smith attend one of the
monthly local business meetings to discuss their responsibility regarding open containers.

Mr. Groot, Assistant City Attorney, recalled a time when there were dry counties. He said
there are many Cities looking into open container laws.
2. Update on the Mayfair Drainage Project by Mike Cash, Public Works Manager
Brynt Johnson, Director of Public Works and Utilities provided a brief
description of the Mayfair Drainage project, as Mike Cash is out sick. Mr. Johnson said
the City is waiting on cost estimates for bid documents, for additional water mains to go
out to bid towards the end of February or end of March. Commissioner Austin mentioned
seeing devices at other Cities that catch garbage before it goes into the lake. Mr. Johnson
said the City has Pollutant Retardant Baffles (PRB's). Commissioner Austin asked if the
City would look into including more of these on future stormwater projects. Chris Smith,
Project Manager, said the City installed eight storm ceptors and baffle boxes all along the
riverwalk during the new construction.
Vice Mayor Britton asked how the City can dump five million gallons of
raw sewage into the lake. She asked if there is an alarm that goes off, also how it is
measured. Mr. Johnson said it is measured at the Plant and Richie Cassella, Utility Plants
Manager, will be attending the regular meeting and will be able to explain this process.
Mr. Johnson said this was not raw sewage, it was partially treated sewage. Mr. Johnson
said the organisms that break down the raw sewage react differently in the cold causing
an odor. Commissioner Austin asked if there is a vacuum truck that could assist with the
overflow. Mr. Johnson said he would get with staff and report back to the Commission.
Commission Mahany said part of the problem is the Plant was built in 1958 that has been

retrofitted throughout 65 years. Commission Austin said the only problem he has is the
Commission was not notified about the overflow. He heard it on the news first. Mr.
Bonaparte said once he is notified, he will contact the Commission.
3. Presentation of the 41h Quarter Financial Report by Cindy Lindsay, Finance
Director.
Ms. Lindsay presented the unaudited 4'11 Quarter Financial Report. There
is currently 14% in reserves at $4M. She would like to have reserves at 25%, which
would cost about another $8M. The State does not require this amount; however, it is
good practice to have additional funds for hurricanes. The Police Department and the Fire
Department have an increase in pension lines. Ms. Lindsay requested the Commission
agree on a date for 2025 budget meeting discussions. After a brief discussion, the
consensus was July 10, 2024, for the first budget review work session, with an additional
date of July 22, 2024, at a regular work session.

Mr. Bonaparte said the staff is pulling Regular Meeting Item 8.13 for
Waste Pro.
Vice Mayor Britton requested an update of the lift stations located at
Sanford Brewing Company, Hollerbach's, and Tuffy's by tomorrow morning. She

requested to keep an open line of communication with the businesses regarding this
project.
Commissioner Austin said the water treatment plant at Mayfair looks
absolutely terrible and needs to be cleaned. Mr. Bonaparte said staff will be taking care of
this after the construction is completed.
