02-12-2024 WS MinutesCITY COMMISSION MINUTES [Z �1,Fp) r -r) FZ) 9 r 17, r,-,� FEBRUARY 12, 2024 WORK SESSION The City Commission of the City of Sanford, Florida, met in Work Session on Monday, February 12, 2024, at 4:00 PM, in the Commission Chambers, I't Floor, City Hall, and 300 North Park Avenue, Sanford, Florida. Present: Mayor Art Woodruff Vice Mayor Patty Mahany Commissioner Sheena Britton Commissioner Kerry S. Wiggins, Sr. Commissioner Patrick Austin City Manager Norton N. Bonaparte, Jr. City Attorney William L. Colbert City Clerk Traci Houchin Absent: Deputy City Clerk Cathy LoTempio Mayor Woodruff called the meeting to order at 4:06 PM. 1. Virtual Presentation of Community Survey Jade Arocha, a representative of Polco, which is the company that administered the City's Community Survey gave a PowerPoint presentation that provided a summary of the City of Sanford's survey results. Although the results are in, the City will continue to engage the citizens who signed up for additional information that may be distributed through Polco. The information and the results have been posted to the City's website. 2. Discussion re: The rising number of apartments being built in the City and how to move forward. Development Services Director, Eileen Hinson shared a PowerPoint presentation that showed the statistics relating to existing and proposed multiple family development. CITY COMMISSION MINUTES FEBRUARY 129 2024 WORK SESSION Vice Mayor Mahany does not like what tends to happen once the apartment communities age. She feels that the City is getting too heavy on apartments and would like to know how the City can maintain these apartments to remain viable and attractive to residents. Commissioner Austin pointed out that the City has some of the same problems with homes throughout the City. There are positives to both, single family homes vs. apartments and the City needs to find a balance. Commissioner Britton said one of her concerns is how the Police Department will handle an increase in population. She mentioned that they are currently understaffed. She has concerns with traffic as well. The Mayor asks if the City's Camp Plan currently has an element for Public Safety and if not, he would like staff to explore the idea further. Ms. Hinson recommends a work session discussion after her department has completed all the research. Police Chief Cecil Smith explained how the research was conducted to provide the Crime Analysis Statistics Report pertaining to the Calls for Service to apartment complexes. Ms. Hinson said that a moratorium is a temporary measure and gave a brief overview of how it works. Planning is currently updating regulations, and this continues to be an ongoing project. 3. Discussion re: Revisions to Schedule "P" Ms. Hinson reviewed the modifications to Schedule P, that were made to the Utilities Manual as requested by the City Commission on January 8, 2024. These changes are outlined in the agenda memo as provided. Mayor Woodruff asked for staff to add in CITY COMMISSION MINUTES FEBRUARY 12, 2024 WORK SESSION language that states that the City has contacted the most active engineers that are working with the City or would like to be in the database. 4. Presentation of the Annual Report by the Race, Equality, Equity, Inclusion Committee. Nicole Osburn, Director of Community Relations and Neighborhood Engagement said that the report has been provided to the Commission. This will be an action item on tonight's agenda. 5. Presentation re: Pathways to Reconciliation Project Proposal by REEI Ms. Barbara Coleman -Foster, Sub -Committee Chair, gave a brief update on the project. The project highlights and celebrates the contributions of local African Americans to the advancement of civil and human rights in and for the City of Sanford. There is no action to be taken on this item, staff are requesting that the City Commission view the project proposal. 6. Regular Meeting Items 7. Briefing items • Addition to Porchfest activities on Saturday, February 24, 2024 Jennifer Brooks, Special Events Coordinator shared with the Commission that the Midway Elementary School band will be performing this year and that a new map has been provided showing the route. 8.
