The City Commission of the City of Sanford, Florida, met in Regular Meeting on
Monday, February 12, 2024, at 7:00 PM, in the City Commission Chambers, City Hall, and 300

Commissioner Austin pulled Consent Item Q for further discussion.
A. Approval to sell seven Public Works and Utilities Department vehicles, for surplus,
to be sent to auction, and sold to the highest bidder to include the following:
Stormwater Vehicle #67, a 2006 Ford F-250; Stormwater Vehicle #7825, a 2006
Boom Mower; Stormwater Vehicle #7824, a 2006 Tractor for the Boom Mower;
Streets Vehicle #68, a Ford F-250; Fleet Maintenance Vehicle #193, a 2004 Ford
F-150; Water/Sewer Vehicle #252, a 2004 Ford F-350; and Water/Sewer Vehicle
#275, a 2021 Ford F-150.
B. Approve the procurement to Duval Ford, in the amount of $98,022.06, for a 2023
Ford F-550 Super Duty, Regular Cab Chassis, Dual Rear Wheel 4X2, replacing

Utilities.
C. Approve the procurement to Alan Jay Fleet Sales, in the amount of $45,744, for a
2024 Chevy Express Cargo Van 3500 155" WB, replacing Vehicle #127, a 2006
Econoline Van involved in an accident, and declared a total loss.
D. Approve the budget transfer within the Community Redevelopment Agency (CRA)
budget in the amount of $38,000 from the CRA Grants account line to the CRA
Operating Supplies account line.
E. Approve the procurement to Rep Services, Inc., in the amount of $58,716.63, for
the replacement of park benches and trash receptacles in Citywide Parks.
F. Approve the procurement to Alan Jay Fleet Sales, in the amount of $50,289, for the
purchase of a 2024 F150 Super Cab STX pickup truck, replacing Vehicle #38, a
2008 GMC Canyon pickup truck in the Fire Department.
G. Approval of a budget transfer in the amount of $56,216, for additional work and
services, relating to utilities adjustments for SR46, to increase purchase order
#39771 to Mead & Hunt, Inc., bringing the new total to $105,716.
H. Approve the procurement to U.S. Submergent Technologies, LLC (USST) of
Sarasota, in the amount of $209,300, for integrated fixed film activated sludge
(IFAS) basin accumulated material removal at the North Water Reclamation
Facility (NWRF).

J. Approve the special event permit application, for the `Easter Parking Lot Party', at
the Texas Roadhouse located at 100 Town Center Boulevard from 5 — 8 PM, on
Tuesday, March 26, 2024.
K. Approve the special event permit application, for the `Cookies for Kids Cancer', at
the Texas Roadhouse located at 100 Towne Center Boulevard, from 5 — 8 PM, on
Tuesday, April 9, 2024.
L. Approve the special event permit application, for the `TNT Fireworks Sales', from
Friday, June 21, 2024, for their annual tent sale located in the parking lot of
Walmart located at 3653 Orlando Drive from 9 AM — 10 PM.
M. Approve the special event permit application, with a noise permit, and an alcohol
permit, for the `7"' Annual Sanford Jazz in the Park', from Noon — 6 PM on
Saturday, October 19, 2024, with street closures from 7:30 AM — 7:30 PM.
N. Approve the special event permit application, for the `Tent or Treat', at the Texas
Roadhouse located at 100 Towne Center Boulevard, From 5 — 8 PM, on Tuesday,
October 29, 2024.
O. Approve the special event permit application, for the `Christmas Parking Lot Party',
at the Texas Roadhouse located at 100 Towne Center Boulevard, from 5 -8 PM, on
Tuesday, December 17, 2024.

P. Approve the use of capital funds, in the amount of $70,835,58, for the replacement
of two marked Community Service Police Department vehicles, from Alan Jay
Fleet Sales, replacing Vehicle #800 and Vehicle #801 that were involved in separate
accidents.
Approve to amend the current American Rescue Plan Act (ARPA) spending plan
to reallocate $284,174 from the Vacuum Sewer Rehab Project to the Utility
Systems Rehab Pipe Relining Project.

C. Approve the request for water services only, for the two single-family residences
located at 1738 and 1754 Roseberry Lane. When the utilities services are available
the owner shall be responsible for payment of all application fees and connections
to the City's distribution system; all utility connections and lines to be installed per
the City's Utility manual Standards and the developer be required to install all
water, sewer, and reclaimed water lines to the property at the developer's cost; the
Annexation Petition be recorded in the public records of Seminole County; and for
the Commission to consider annexation of the property whin it becomes annexable

James Davis, Chairman of the Concerned Citizens Task Force, announced the initiation of
the recall of Commission Wiggins and will return to the Commission in one month with petitions.
13) CITY COMMISSION REPORTS
Commissioner Britton asked to meet briefly with the new Police Officers assigned
to downtown to introduce herself. She would like to meet with Development Services regarding
the downtown businesses meeting she attended. She would also like to meet with the Parks and
Recreation Staff regarding the next 'Back to School Teachers Bash' in advance and would like to
schedule a one on one with the City Manager.
Commissioner Britton came to the Bid Opening for the lift stations project;
however, it was not the correct one for the lift stations downtown. Richie Cassella, Utility Plants

Manager provided an update regarding bid documents.
Commissioner Britton inquired about recognizing volunteers at the next meeting.
Mayor Woodruff said the last volunteer appreciation did not get a big turnout. He is not sure what
the City will do for this appreciation day.
Commissioner Wiggins thanked the City for the opportunity to take the Young Men
of Excellence to Tallahassee with the Mayor's Youth Council. He reminded everyone about his
monthly meeting on the fourth Thursday of every month starting at 6 PM at the Dr. Velma
Willimas West Community Center. He is having a Community Event this Saturday, February 17,
2024, from 10 AM — 3PM at Westside Community Center and Crooms High School. On Sunday,
February 18, 2024, Britt Henderson will hold a Black History Event from 3 PM — 5 PM at the
Westside Community Center. The food give-away is at 3 PM at Bentley Wilson Park. He thanked
the Community for their support as their Commissioner.
Commissioner Austin said it was a great trip up to Tallahassee. Last Friday he was
invited to participate in the first ever Florida League of Cities Leadership Class. He followed up
with the City Manager on a few items. He asked if the City Manager ever contacted Seminole
County regarding the care for the medians on Lake Mary Boulevard in the Sanford area. He asked
about the area around the mall area and the care of that property as well. Tony Raimondo, Director
of Development Services said there are several code enforcement violations on the mall property
with a failure to improve the property and to get in compliance. Commissioner Austin stated if this
was a home Code Enforcement violation the City would have gone out and mowed it already.
Commissioner Mahany expressed her concerns regarding the mall. There was a

slight distraction from the audience. Brady Lessard, Director of Economic Development, provided
an update on the mall property.
Commissioner Austin asked about the pictures he has sent regarding the trash and
the homeless camp on Live Oak Boulevard. He would like to get some resolutions to these issues.
Vice Mayor Mahany said this Thursday, February 15, 2024, at 5 PM is the
designation of Artisan Square Ribbon Cutting. She thanked the City for the new speed hump in
her neighborhood.
Mayor Woodruff asked for a motion to approve $4,500 from his Commission Funds
for the public purpose for the replacement of the Washington Oaks Sign.
Vice Mayor Mahany moved to approve taking $4,500 out of Mayor Woodruff s
Commission Funds for a public purpose for the replacement of the Washinton Oaks Sign.
