Approve to amend the current American Rescue Plan Act (ARPA) spending plan to reallocate $284,174 from the Vacuum Sewer Rehab Project to the Utility Systems Rehab Pipe Relining Project. Seconded by Commissioner Britton and carried by vote of the Commission as follows: Mayor Woodruff Aye Vice Mayor Britton Aye Commissioner Wiggins Aye Commissioner Austin Aye Commissioner Mahany Aye 9) CITY ATTORNEY'S REPORT 10) CITY CLERK'S REPORT 11) CITY MANAGER'S REPORT 12) CITIZEN PARTICIPATION James Davis, Chairman of the Concerned Citizens Task Force, announced the initiation of the recall of Commission Wiggins and will return to the Commission in one month with petitions. 13) CITY COMMISSION REPORTS Commissioner Britton asked to meet briefly with the new Police Officers assigned to downtown to introduce herself. She would like to meet with Development Services regarding the downtown businesses meeting she attended. She would also like to meet with the Parks and Recreation Staff regarding the next 'Back to School Teachers Bash' in advance and would like to schedule a one on one with the City Manager. Commissioner Britton came to the Bid Opening for the lift stations project; however, it was not the correct one for the lift stations downtown. Richie Cassella, Utility Plants CITY COMMISSION MINUTES FEBRUARY 129 2024 REGULAR MEETING Manager provided an update regarding bid documents. Commissioner Britton inquired about recognizing volunteers at the next meeting. Mayor Woodruff said the last volunteer appreciation did not get a big turnout. He is not sure what the City will do for this appreciation day. Commissioner Wiggins thanked the City for the opportunity to take the Young Men of Excellence to Tallahassee with the Mayor's Youth Council. He reminded everyone about his monthly meeting on the fourth Thursday of every month starting at 6 PM at the Dr. Velma Willimas West Community Center. He is having a Community Event this Saturday, February 17, 2024, from 10 AM — 3PM at Westside Community Center and Crooms High School. On Sunday, February 18, 2024, Britt Henderson will hold a Black History Event from 3 PM — 5 PM at the Westside Community Center. The food give-away is at 3 PM at Bentley Wilson Park. He thanked the Community for their support as their Commissioner. Commissioner Austin said it was a great trip up to Tallahassee. Last Friday he was invited to participate in the first ever Florida League of Cities Leadership Class. He followed up with the City Manager on a few items. He asked if the City Manager ever contacted Seminole County regarding the care for the medians on Lake Mary Boulevard in the Sanford area. He asked about the area around the mall area and the care of that property as well. Tony Raimondo, Director of Development Services said there are several code enforcement violations on the mall property with a failure to improve the property and to get in compliance. Commissioner Austin stated if this was a home Code Enforcement violation the City would have gone out and mowed it already. Commissioner Mahany expressed her concerns regarding the mall. There was a CITY COMMISSION MINUTES FEBRUARY 129 2024 REGULAR MEETING slight distraction from the audience. Brady Lessard, Director of Economic Development, provided an update on the mall property. Commissioner Austin asked about the pictures he has sent regarding the trash and the homeless camp on Live Oak Boulevard. He would like to get some resolutions to these issues. Vice Mayor Mahany said this Thursday, February 15, 2024, at 5 PM is the designation of Artisan Square Ribbon Cutting. She thanked the City for the new speed hump in her neighborhood. Mayor Woodruff asked for a motion to approve $4,500 from his Commission Funds for the public purpose for the replacement of the Washington Oaks Sign. Vice Mayor Mahany moved to approve taking $4,500 out of Mayor Woodruff s Commission Funds for a public purpose for the replacement of the Washinton Oaks Sign.
