WORK SESSION
The City Commission of the City of Sanford, Florida, met in Work
Session on Monday, March 25, 2024, at 4:00 PM, in the Commission Chambers, lst
Floor, City Hall, at 300 North Park Avenue, Sanford, Florida.

Mayor Woodruff called the meeting to order at 4:01 PM.
1. Discussion RE: Downtown Parking by City Staff
Cindy Lindsay, Finance Director introduced Michael Burton, Executive
Vice President of Raftelis, which is the consulting company who conducted the `Parking
District Assessment Study'. Mr. Burton presented a power point that covered the
background of the study, assumptions, costs included in the assessments and assessment
per benefit unit, the service area, finding of the benefit, results, and recommendations.
Mr. Burton said if the proposed parking garage is approved, the project would not be
completed until 2025. Besides the revenue and expenses associated with the proposed
parking garage, revenue and expenses for other parking facilities/services included in the
analysis include the following: trolley operations, on street parking enforcement, City
parking lots, parking meters for on street parking, and special events. He reviewed the

capital costs included in the assessments, operating and materials costs, and total revenue
requirements and assessment per benefit unit. In FY 2026, the cost of the parking garage
is $12.75M ($30K per space with 425 spaces). Resurfacing the parking lots would be
$50K per year, and parking meters and ongoing street parking would be $500K. The
cumulative Annual Debt Service would be approximately $818,464 per year. The short
time borrowing would be for the resurfacing and parking meters with a total annual debt
service of $873,017 per year. The total operating and maintenance cost for FY 2025
would be $647,417 increasing a little each year. The total revenue requirements and
assessment per benefit unit would be $173 per year, varying every year moving forward.
Mr. Burton provided a service area map, that included four zones that are
marked in five minutes walking distance from the proposed parking garage site. Mr.
Burton said the parking garage would have an immediate effect.
Mr. Burton finished his presentation and asked if the Commission had
questions or concerns. Commissioner Austin asked Mr. Burton to clarify how he came up
with the total of $12.75 M for the total project cost. Commissioner Britton asked how
long it would take to pay off the debt. Mr. Burton replied 20 years. Mayor Woodruff
asked, once the debt is paid off, if the assessment would be re -calculated. Mr. Burton
agreed with the Mayor.
Commissioner Britton asked if the City is leaning more towards a
public/private partnership or borrowing. Mr. Bonaparte said the City is in discussion with
a company that would build a parking garage, with retail on the first floor and apartments

perhaps on the top floor. He said Craig Radzak, Assistant City Manager, is going to speak
about this.
Mayor Woodruff asked if parking revenue is included in the study. Mr.
Burton said parking revenue and special event revenue are included. Mayor Woodruff
asked if there is any credit built in for parcels that provide their own parking. Mr. Burton
said that is something he wants to discuss with the Commission. Mr. Burton said this is
the first phase of discussion before the City makes a final decision. Mr. Burton said he
has had several discussions with City staff for this study.
Mr. Burton said the parking garage parking is going to be free. The onsite
parking downtown is going to be metered. Commissioner Britton expressed concern for
the residents that live downtown and if they would have to pay to park in front of their
residence. Mayor Woodruff said there is plenty of time to discuss those concerns.
Commissioner Britton expressed concerns with the current company backing down and
leaving the City to consider borrowing the money. Mr. Bonaparte said that conversation
is ongoing. He said the one advantage is that the City owns the land they are going to
build on. Mayor Woodruff said the Commission has the final decision on which way to
go. Mayor Woodruff requested that the City staff set up a meeting to meet with all the
business owners downtown to discuss. Commissioner Austin suggesting waiting until
there is more information to share. Mayor Woodruff said he would like to have the
meeting to inform the public about where the City stands at this point.

Mr. Radzak asked Eileen Hinson to provide a presentation on the payment
in leu of. There is no action to be taken at this time. Staff is looking for the Commissions
feedback. Lastly, Tony Raimondo, Development Services gave a presentation regarding
citations and downtown parking.
2. Presentation: Local Mitigation Strategy (LMS), Community Rating System
(CRS), and National Floodplain Insurance Programs by Eileen Hinson, Planning
Director.
Ms. Hinson provided the annual update and power point that displayed
that the has City met the established goals for the LMS and CRS.
3. Regular Meeting Items — additional information
Mr. Bonaparte said there is a revised agenda memo regarding item 7.13 at
the dais. He asked Mr. Raimondo for an update on the Breezeway Expansion Project. He
said if the Commission approves the item on tonight's Agenda, the first phase of
construction will begin in April and the second phase will begin in September. Mr.
Raimondo will keep the Commission updated on the project and it will include an
additional door in the Chambers. Brynt Johnson, Public Works Director, made some
suggestions for the placement of the door.
4. Briefing Items
Mayor Woodruff inquired about the City Hall Roof Replacement Project.
Mr. Johnson said the contractor had some discrepancies and a new product had to be
ordered. He had air quality testing performed in City Hall. The results showed that there

was nothing of concern inside the building. It is the air quality outside the building that is
poor.
5. City Manager Comments
Commissioner Britton asked for permission to meet with Mr. Raimondo
regarding enforcement on Sanford Avenue after the special events are over. She
reminded the Commission to please speak into the microphones because the public has a
hard time hearing them on the audio. She would like to meet with Lisa Holder regarding
an Alumni Citizen's Academy. She would like to utilize Volunteers to assist with the
Open for Business program.
Commissioner Wiggins thanked all his supporters during the recall. He
apologized to anyone who was misinformed and lied to.
Commissioner Austin inquired about the cleaning of the water tanks at the
golf course. They look disgusting and need to be taken care of. He said the City's social
media is not improving. There was a ribbon cutting last week that was not published on
social media.
Mayor Woodruff said the residents are having issues with maintenance in
Washington Oaks Park. Commissioner Austin suggested having cameras installed that
are like the cameras installed at Ft. Mellon Park that flash at night to take a picture. Lisa
Jones, Parks and Recreation Director, said vandalism is the main concern in the parks and
staff are looking for a solution. Commissioner Austin asked Ms. Jones to provide a list of
the cost of repairs due to vandalism.

Mayor Woodruff said the Commission will honor the City volunteers with
a personalized proclamation and a paperweight at the April 22, 2024 City Commission
Meeting.
Mayor Woodruff said he received an email regarding Lake Mary
Boulevard. The people that use it for walking are requesting a water fountain be installed.
