The City Commission of the City of Sanford, Florida, met in Regular Meeting on
Monday, April 8, 2024, at 7:00 PM, in the City Commission Chambers, City Hall, and 300 North

Mayor Woodruff pulled Consent Item 6.A and 6.13 to be approved in the Other
Items Section of the agenda and Consent Item 6.J for further discussion. Commissioner
Britton pulled Consent Item 6.1) for further discussions.
A. Approval of the sole source procurement of purchases of Wilo pumps, internal
mixed -liquor recirculation mixers, valves, flow meters, and level sensors from PSI
Technologies, Inc., in the amount not to exceed $65,000 for various Utilities Plant
locations.
B. Approval of a sole source purchase order to Ovivo USA, LLC, a Delaware limited
liability company of Salt Lake City to provide a jack bolt clarifier drive for the
clarifier in operation at the North Water Reclamation Facility, in an amount not to
exceed, $59,350.
C. Approve a special event permit application, with a noise permit, for the `Florida
Emancipation Weekend Celebration', from 10 AM — 3 PM on Saturday, May 18,

D. Approve a special event permit application, with a noise permit, and an alcohol
permit, for the `3RD Annual Rhythm & Brews BBQ Fest', from 10 AM — 6 PM, on
Saturday, May 11, 2024, with road closures from 10 AM on Friday, May 10, 2024,
until 10 PM on Saturday, May 11, 2024.
E. Approve a special event permit application, with a noise permit, for the 'Block
Party at Guess Manor', from 9 AM — 6 PM.
F. Approve to award the subject solicitation and the procurement of consulting
services to Periscope Holding, Inc. (PBA 23/24-219 Procurement Consulting
Services) in the amount of $65,755 for the Purchasing Department.
G. Approve to award Bid #IFB 23/24-01 to CL2 Solutions, LLC, as the lowest,
responsive and responsible bidder, and a procurement for the City's integrated fixed
film activated sludge (IFAS) parts and equipment for the North Water Reclamation
Facility, in the amount of $230,700.70.
H. Approve the procurement to Utility Service Co., Inc. (U.S.C., Inc.) in the amount
of $21,810 for the maintenance of the ground utilities storage tanks.
I. Approve the Police Department sponsorship donation in the amount of $ 1,000 to
the Seminole County Boy Scout Golden Eagle Dinner, on April 18, 2024, as a
public purpose.
J. Approve the extension to the zoning (or legislation) in process rule to allow
sufficient time to complete the modifications to the City's LDRs related to Articles

guaranteed maximum price (GMP) of $8,993,163, with Oelrich Construction, Inc.
being awarded the contract for the construction of the new Fire Station #40 Project,
under the Request for Qualifications (RFQ) 23/24-07. [Commission Memo 24-106]

9) CITY ATTORNEY'S REPORT
10) CITY CLERK'S REPORT
Ms. Houchin, City Clerk, said she received a note from Lonnie Groot, Assistant
City Attorney, for additional alternate board members on the Planning and Zoning Commission.
Eileen Hinson, Director of Planning and Zoning, suggested the Commission approve and appoint
at least two additional alternate board members as there is always someone absent at the meetings.
Ms. Houchin asked the Commission to appoint a new member to the Sanford Museum Board at
the next meeting. The applications were included in their books. The rules for qualifying for the
next election were placed in the Commission books. She reminded the Mayor about the speaker
request for Richard J. Vetter that was received online.
11) CITY MANAGER'S REPORT
Mr. Bonaparte said Somerset Landings is looking for approval for the size of the
tent they would like to use for their Ribbon Cutting Ceremony this week.

Mr. Bonaparte reminded everyone of the Community Cleanup Event on Historic
Goldsboro Boulevard at 9 AM at True Health.
12) CITIZEN PARTICIPATION
Richard Vetter, resident of Regency Oaks, expressed his frustration with the water
flow of the reclaimed water at Regency Oaks. Vice Mayor Mahany expressed her frustration
regarding this. She said it has been over two years this has been a problem. Mr. Vetter was
introduced to Brynt Johnson, Public Works and Utilities Director and Bill Marcous, Utilities
Support Services Manager to discuss after the meeting.
13) CITY COMMISSION REPORTS
Commissioner Britton commended Parks and Recreation employees Edgar Brown
and Earl Jones for always being so happy.
Commissioner Wiggins said the City fed 70 families last Friday at the Picnic
Project. District 2 had the grand opening of Somerset Landings, affordable housing apartments.
He asked the Commission to approve taking $ 1,000 out of his Commission Funds to the Westside
Seniors for a public purpose.

Wiggins' Commission Fund for a public purpose to the Westside Seniors. Seconded by

REGULAR MEETING
Commissioner Austin expressed frustration with the vandalism of our City's Parks.
He requested staff find a solution soon. He suggested closing the parks at night or installing
cameras in all of the parks. Commissioner Austin said there was a fundraising event at the Mayfair
Golf Course for Battalion Chief Luke Kimmig, who also has a go fund me page. He would like to
meet with the Executive Staff and Legal to discuss contracts and businesses not getting work done.
Vice Mayor Mahany requested to revisit the amount of Dollar Stores located in
Sanford at the next Work Session. She expressed her dissatisfaction regarding the conversion at
the last meeting regarding custodial services at the Sanford Information Center. It is her opinion
that the City should not have to pay for additional cleaning services when the lease and Utilities
are already being paid through the City. Mr. Bonaparte will look into the lease agreement and
cleaning services with staff.
