NOVEMBER 18, 2021
SPECIAL MEETING
The City Commission of the City of Sanford, Florida, met in Special Meeting on
Thursday, November 18, 2021, at 4:00 PM, in the City Commission Chambers, City Hall, 300
North Park Avenue, Sanford, Florida.

CALL TO ORDER:
1) Meeting call to order by Mayor Woodruff at 4:00 PM
BUSINESS OF THE COMMISSION:
A. Discussion re: Sanford Waterfront Partners Development Agreement, Section 3.15
Mr. Bonaparte indicated that staff has communicated with Sanford Waterfront
Partners and the City Attorney's office pertaining to their request to change the terms stated in
section 3.15 of the Developers Agreement. The City Attorney's office advised the Commission
that it is not beneficial to vote on a resolution tonight. The attorneys representing each entity will
work together to develop a new agreement. In addition to that, staff has conducted a reference
check on the Michaels Group and found that they are a reputable firm with very positive
recommendations.

B. Discussion re: Options and Funding scenarios for the fire station, Mayfair clubhouse, the
marina and downtown parking.
Mr. George provided a power point presentation as follow up to the November 81h
meeting in which he mentioned several projects that need funding. He would like the Commission
to consider using $10.8 million from the Reserves in order to move these projects forward, leaving
$11.3 million in Reserves. The projects included are the Fire Station, The Marina, and Parking.
Lastly, he said that he would like to include an additional building for the Public Works
Department. He said the cost is approximately $2 million and that it could be constructed on the
Rosemond property that was donated to the City. The current complex is 45 years old and has
insufficient office space for employees. He also mentioned the Wells Fargo building. The
consensus among the Commission was for staff to provide updated financial information at the
next meeting.
C. Discussion re: Loyalty Incentive Program
Commissioner Austin moved to approve Resolution No. 2998, a one-time Loyalty
Incentive Bonus in the amount of $100 to all City employees. Seconded by Commissioner Wiggins
and carried by vote of the Commission as follows:

D. Discussion re: Memorandum of Understanding for a Sister City

Economic Development Director, Tom Tomerlin asked the Commission to give
approval for the Mayor to execute the Sister City Agreement with Rionegro, Colombia.
Commissioner Austin moved to approve this item. Seconded by Commissioner
Wiggins and carried by vote of the Commission as follows:

CITY COMMISSIONER COMMENTS:
Commissioner Austin asked for an item to be placed on the next work session
regarding banners and placing them along the River Walk.
Mr. Bonaparte let the Commission know that the Assistant City Attorney, Lonnie
Groot will be retiring in March.
City Clerk, Traci Houchin advised the Commission that after the last meeting, in
which the Commission renamed Academy Manor Park, the Recreation Department received a
phone call indicating that the name was not correct. Therefore, the item is brought forward for
action this evening.
Commissioner Austin moved to approve Resolution No. 2993, clarifying the
renaming of Academy Manor Park to Mother Ruby Wilson Park at Academy Manor. Seconded by
Commissioner Wiggins and carried by vote of the Commission as follows:
