AN ORDINANCE OF THE CITY OF SANFORD, FLORIDA PROVIDING
FOR AN AMENDMENT TO SCHEDULE "K" OF THE I. AND
DEVELOPMENT REGULATIONS OF THE CITY OF SANFORD AS SET
FORTH IN THE CITY OF SANFORD CODE OF ORDINANCES
RELATING TO SIGNS; PROVIDING FOR THE AUTHORIZATION OF
BANNER SIGNS UNDER CERTAIN CIRCUMSTANCES AND AT
CERTAIN LOCATIONS AND IN A CERTAIN CONFIGURATION;
PROVIDING FOR CONFLICTS; PROVIDING FOR AN EXHIBIT;
PROVIDING FOR THE ADOPTION OF ADMINISTRATIVE RULES;
PROVIDING FOR SEVERABILITY; PROVIDING FOR CONFLICTS;
PROVIDING FOR CODIFICATION AND PROVIDING AN EFFECTIVE
DATE.
BE IT ENACTED BY THE PEOPLE OF THE CITY OF SANFORD, FLORIDA:
SECTION 1. Amendment To of the Land Dc;=:opment Reaulations of th ~
City of Sanford; Authorization of Banner Si;;ns: Locations and Co~;;,~a~;on. A
new Section of Schedule "K" of the Land Development Regulations of the City of
Sanford is hereby created to read as follows:
Off Premise Banner Signs Limitation On Permitted Locations,
(a). Off premise banner signs may be permitted only as follows: (1) with the
dimensions of thirty inches (30") wide by either sixty inches (60") high at permitted
locations west of the CSX overpass on State Road 46 spaced a minimum of six
hundred feet (600') apart, and (2) at all other permitted locations with the dimension of
twenty-four inches (24") wide by forty-eight inches (48") high spaced a minimum of
one hundred eighty feet (180') apart.
(b). Permitted banner signs, as set forth in this Section, may only be placed
on metal, wood, cement or decorative poles existing as of the effective date of this
Ordinance, as permitted by the City, regardless of the zoning classification/land use
category assigned to the property on which the pole is located except when the real
property is located within an area set forth in Subsection (c). Only one (1) banner may
be placed on a pole.
(c). Banner signs, as set forth in this Section, are not permitted in a
designated Historic District, when the property is located in the area described as that
area of First Street from the Eastern side of the intersection of First Street and United
States Highway 17/92/French Avenue Eastward through Downtown Sanford to the
terminus of First Street, and any property assigned a residential zoning
classification/district, or property located on Seminole Boulevard.
(d). Banner signs, as set forth in this Section: (1) shall be configured such that
the banner shall be eight feet (8') above the ground, (2) such that the advertising area
of each sign shall not exceed twenty-five percent (25%) of the banner area, and (3)
shall be otherwise formatted in the proportions such as is set forth in the Exhibit to this
Ordinance.
(e). Banner signs, as set forth in this Section, may relate to off premise
businesses that sponsor the sign together with public oriented information such as
those set forth in the Exhibit to this Ordinance.
SECTION 2, Administrative Rule- The City Manager is hereby authorized
to adopt administrative rules that are deemed necessary and appropriate to implement
the provisions of this Ordinance and the Land Development Regulations of the City of
Sanford.

SECTION 3. Exhibit. The composite exhibits (Exhibit "A") to this Ordinance
are hereby incorporated into the text of this Ordinance as if fully set forth herein
verbatim.
SECTION 4. Severability.
If any section or portion of a section of this
Ordinance proves to be invalid, unlawful or unconstitutional it shall not be held to
impair the validity, force or effect or any other section or part of a section of this
Ordinance.
SECTION $. Conflicts. All ordinances or parts of ordinances in conflict with
this Ordinance are hereby repealed.
SECTION 6. Codification. It is the intention of the City Commission of the City
of Sanford, Florida, and it is hereby ordained that the provisions of this Ordinance shall
become and be made a part of the Code of Ordinances of the City of Sanford, Florida;
that the Sections of this Ordinance may be renumbered or re-lettered to accomplish
such intention; that the word, "Ordinance," may be changed to "Section," "Article," or
other appropriate word; provided, however, that Sections 2, 3, 4, 5, 6 and 7 shall not be
codified. The Code codifier is granted broad and liberal authority to codify this
Ordinance to include, but not be limited to, separate volumes of the Codes and
ordinances of the City.
SECTION 7. Effective Date. Except as otherwise provided herein, this
Ordinance shall become effective immediately upon its passage and adoption.
