END THE MEETING 2010- 297 CITY COMMISSION MINUTES November 8, 2010 WORK SESSION The City Commission of the City of Sanford, Florida, met in Work Session on Monday, November 8, 2010 at 4:00 PM, in the Railroad Depot Room, 2 nd Floor, City Hall, 300 North Park Avenue, Sanford, Florida. Present: Mayor Linda Kuhn Vice Mayor Art Woodruff Commissioner Velma Williams Commissioner Randy Jones Commissioner Patty Mahany Interim City Manager Tom George Assistant City Attorney Lonnie Groot City Clerk Janet Dougherty Administrative Specialist Pat Lee Absent: City Attorney William L. Colbert Mayor Linda Kuhn called the Work Session to order at 4:04 PM. NOTE: Agenda items taken out of order to accommodate presenter. 2. Whippoorwill Liens Interest rate — discussion. [Commission Memo 10 -2081 Finance Director Cynthia Lindsay asked for direction as to the interest rate to be charged on liens in Whippoorwill Subdivision for road improvements. It was the consensus of the Commission for the Assistant City Attorney to amend Ordinance No. 4158 that sets the rate, unless a specific rate is set in an Ordinance or Resolution for specific purposes, and to prepare a Resolution setting the interest rate for Whippoorwill liens at 1.59 %. 1. Brad Heinrichs, President and Christine Laufer, Actuarial Analyst from Foster & Foster, actuarial consultants, gave a power point presentation on both the Police and Fire Pension Plans as well as how they compare to other agencies' plans. 2010- 298 CITY COMMISSION MINUTES November 8, 2010 WORK SESSION 3. Interim City Manager Tom George noted Item 7A, Public Hearing on Solara Apartments Development Agreement, will be continued to November 22, 2010. Mr. George stated that last Tuesday the voters made it very clear that they desire the City Manager live in the city limits and he does not intend to move into Sanford and felt the new Commission deserves to have their own professional City Manager. He asked when could he return to Public Works noting he would like to be back there by the end of March. He asked when the Commission would like to start searching for the new City Manager, noting he will serve as long as or as short as the Commission desires him to serve. After discussion, it was the consensus of the Commission for Mr. George to continue to serve until a new City Manager is hired and to start the search for a professional City Manager. Commissioner Mahany presented Mr. George with a brochure on the new Gun Range recently constructed on the Sanford Airport Property. 4. End the meeting.
