MINUTES 58 City Commission, Sanford, Florida WORK SESSION APRIL 14 , 2008 E00514441DW The City Commission of the City of Sanford, Florida, met in Work Session on Monday, April 14, 2008, at 4 PM, in the Railroad Depot Room, 2nd Floor, City Hall, 300 North Park Avenue, Sanford, Florida. Present: Mayor Linda Kuhn Commissioner Art Woodruff Commissioner Jack T. Bridges Acting City Manager Kristi Aday City Clerk Janet R. Dougherty Deputy City Clerk Cynthia Porter Absent: Vice Mayor Velma Williams Commissioner Randy Jones City Manager Robert (Sherman) Yehl City Attorney William L. Colbert Mayor Kuhn called the Work Session to order at 4 PM. 1) Security cameras in City parks - discussion. [Commission Memo 08 -102] Parks and Grounds Operations Manager Marc Hultin reported that during the last two months there has been an increase in vandalism and dumping in several City parks and recommended the purchase and installation of security cameras and signage in Lee P. Moore Park, Groveview Park, and Derby Park. The estimated cost is between $5,000 and $7,500 and is available in his Division's budget. There was a consensus of the Commission to proceed with the recommendation. 2) Page Jackson Cemetery - discussion. [Commission Memo 08 -103] Public Works Director Tom George distributed a timeline for Page Jackson Cemetery dated December 6, 1961 through November 8, 2007. The cemetery is private and lies adjacent to the City's Lakeview Cemetery with approximately four acres within City limits and approximately eleven acres within unincorporated Seminole County. The City has been maintaining the portion within its limits; otherwise there has been little or no maintenance. Neither entity is legally obligated to assume responsibility for the cemetery. City and County Staff recently met and agree that the only way the cemetery will ever be reclaimed and maintained is if both entities make a commitment. He proposed that once the County cleans the area that lies within its area that the City annex the cemetery and assume its maintenance (about $20,000 annually). The Commission requested that Staff have the attorney review this item and provide recommendations about all legal aspects; and to pursue the County about cleaning up its area. 3) Municipal Cemetery management proposal - discussion. [Commission Memo 08 -104] The Commission reviewed the proposals outlined in Commission Memo 08 -104 and directed Staff to issue an RFP, review resident and non - resident fees, and come back with information. 4) Comprehensive Annual Financial Report for the fiscal year ended September 30, 2007. (Regular Item No. 6. G) [Commission Memo 08- 097.G] Ron Conrad, Cherry Bekaert & Holland Certified Public Accountants & Consultants, gave an overview of the Report. 5) Additional Fire Station Property acquisition - discussion. [Commission Memo 08 -110] Fire Chief Jerry Ransom said that Staff has identified property in an industrial park at the northwest corner of Narcissus Avenue and North White Cedar Road as an ideal operational location for a fire station to support the growth to the northwest and back up for districts 31 and 38. The capital cost for the one acre purchase is currently estimated at $270,000 and could be funded by $110,000 set aside for additional property and the balance of $160,000 from Fire Impact Fees. Glen Cassel distributed and gave a power point presentation regarding The Children's Cabinet of Seminole County "Advocating for Seminole County's Children." 7) Agenda Items - additional information and /or questions. Commissioner Bridges said that as the Commission liaison to the Sanford Airport Authority, he recently met with Larry Dale regarding the Airport's existing lease with the City dated 1996. There is some conflict between the lease and the enabling legislation that created the Sanford Airport Authority. Mr. Dale asked his permission to review the lease with the City Attorney and asked him to bring it before the Commission to see if there was any opposition to him doing so. The Commission had no opposition. Commissioner Woodruff said that a suggestion was made at the Sanford Museum Board meeting that a directional sign be placed at W. SR 46 and Persimmon Avenue for the Downtown Historic District and the Mall. Mr. George said that portion of the road is State right of way and a permit would have to be obtained from the State to erect a sign; and said that he would follow up on the request. Commissioner Woodruff said that a group associated with the CFU soccer league is interested in starting a soccer program for under privileged children and has chosen Sanford as the place to do it. Several sites are being considered, including the 18 Street Park. He asked if the Commission could approve some limited in -kind services from the departments of Public Works, Parks, or Leisure Services to help them. The Commission had no objection as long as it wasn't thousands of dollars and suggested that Commissioner Woodruff could use his neighborhood improvement funds. Commissioner Woodruff asked for an update on Fort Mellon Park improvements. Project Manager Chris Smith said that construction documents are at 100 %. The St. Johns River Water Management District permit is pending and is expected within thirty days after they review RIA comments; and a letter is needed from CPH (engineer for storm water credits needed for a pond). Construction can't begin without the SJRWMD permit. Staff needs to have final review of the project documents before the project goes out for bid. The FRDAP Grant elements have to be completed by November 30, 2008. The Commission reminded Staff that the project is priority and millions of dollars have been committed from reserve funds. 8) End the meeting. Mayor Kuhn adjourned the Work Session at 5:38 PM.
